OVP: Proposed P903M budget 'enough'
In a press briefing on Wednesday, OVP spokesperson Atty. Ruth Castelo said the entire budget has been pre-allocated by program, with key areas such as disaster response and livelihood assistance already factored in.
'The budget, the P903 million budget of the Office of the Vice President, is allocated already per program,' Castelo said.
She noted that the budget for disaster operations has significantly increased from P30.25 million to P56.62 million in 2026.
'Of course, this will include, necessarily include inflation, and then the additional personnel that we will need to complete a bigger project kasama na yan, by an increase of P26 million,' she added.
(That includes an increase of P26 million under Ameri to account for inflation and additional staff.)
Beyond relief operations, the OVP continues to implement its flagship Mag-Negosyo Ta 'Day program, which provides financial and material support to small business owners and aspiring entrepreneurs.
Launched in 2023, the program has so far granted P15,000 in livelihood aid to 1,416 individuals and P150,000 each to 30 civil society organizations, benefiting nearly 9,000 members nationwide.
'Magnegosyo Ta 'Day, I think we're going to have the same budget as last year,' Castelo said.

She acknowledged that while the program's budget remains the same, the OVP continues to augment its reach through in-kind donations from private partners.
Castelo, however, clarified that the OVP strictly does not accept monetary contributions —only goods or equipment that go directly to beneficiaries.
'Kaya sa Magnegosyo, unless diretso na nilang tutulungan yung negosyante na mag-provide ng mga—for example, a hair salon—mag-provide na ng blower or pangkulot ng buhok... depende. Pero the office will not receive cash donations,' she added.
(Unless donors directly give items to the entrepreneur, like blowers or curling irons, we don't accept cash.)
When asked about the possibility of budget cuts during the bicameral conference committee, Castelo warned that while the OVP would maintain existing programs, potential reductions could limit the implementation of new initiatives.
'For 2025, we cannot do anything. But we will proceed, we will still pursue the programs that we already have,' Castelo noted.
Despite questions surrounding the OVP's proposed budget, its Disaster Operations Center (DOC) remains active in responding to communities hit by natural calamities.
Castelo highlighted that between July 14 and August 5, the office conducted 18 relief operations in areas such as Quezon City, Pangasinan, Cagayan, Cebu, Negros Occidental, and Zambales—reaching a total of 17,052 families or 82,481 individuals.
Most recently, the OVP deployed teams to Abra de Ilog, Occidental Mindoro on August 4 and 5, assisting 1,870 individuals. Additional operations are lined up this week in Malvar, Calaca, Lian, and Laurel in Batangas, where the OVP aims to serve 2,800 families. —VAL, GMA Integrated News

The Senate retained the House-introduced budget cut despite calls from Duterte's allies to restore some of the OVP's proposed funding for social services. For 2026, OVP spokesperson Ruth Castelo stated that the proposed budget of the OVP has increased by P170 million from the current fiscal year, from P733 million to P903 million. Castelo also confirmed that the OVP would not request confidential funds for next year. Duterte was also asked regarding the supposed 'habitual absence." 'Habitual absence saan? hindi ko alam yung pinagssabi nila na habitual absence (I don't know what they're talking about),' Duterte said. Trump says he will take control of DC police, deploy National Guard to US capital
WASHINGTON — US President Donald Trump said on Monday he was deploying 800 National Guard troops to the US capital and putting Washington's police department under federal control to combat what he said was a wave of lawlessness, despite statistics showing that violent crime hit a 30-year low in 2024. "I'm deploying the National Guard to help reestablish law, order and public safety in Washington, D.C.," Trump told reporters at the White House, flanked by administration officials including Defense Secretary Pete Hegseth and Attorney General Pam Bondi. "Our capital city has been overtaken by violent gangs and bloodthirsty criminals." Trump's announcement is his latest effort to target Democratic-run cities by exercising executive power over traditionally local matters, and he has shown particular interest in asserting more control over Washington. The Republican president has dismissed criticism that he is manufacturing a crisis to justify expanding presidential authority in a heavily Democratic city. Hundreds of officers and agents from over a dozen federal agencies, including the FBI, ICE, DEA and ATF, have fanned out across the city in recent days. Bondi will oversee the police force takeover, Trump said. In making his announcement, Trump described Washington as a hellscape of bloodthirsty criminals and unchecked violence. The Democratic mayor of Washington, Muriel Bowser, has pushed back on Trump's claims, saying the city is "not experiencing a crime spike" and highlighting that violent crime hit its lowest level in more than three decades last year. Violent crime fell 26% in the first seven months of 2025 after dropping 35% in 2024, and overall crime dropped 7%, according to the city's police department. Trump ramps up rhetoric Over the past week, Trump has intensified his messaging, suggesting he might attempt to strip the city of its local autonomy and implement a full federal takeover. The District of Columbia, established in 1790, operates under the Home Rule Act, which gives Congress ultimate authority but allows residents to elect a mayor and city council. Trump said last week that lawyers are examining how to overturn the law, a move that would likely require Congress to revoke it. 'Special conditions' In taking over the Metropolitan Police Department, Trump invoked a section of the act that allows the president to use the force temporarily when "special conditions of an emergency nature" exist. The deployment of National Guard troops is a tactic the president used in Los Angeles, where he dispatched 5,000 troops in June in response to protests over his administration's immigration raids. State and local officials objected to Trump's decision as unnecessary and inflammatory. A federal trial was set to begin on Monday in San Francisco on whether the Trump administration violated US law by deploying National Guard troops and US Marines without the approval of Democratic Governor Gavin Newsom. The president has broad authority over the 2,700 members of the D.C. National Guard, unlike in states where governors typically hold the power to activate troops. Guard troops have been dispatched to Washington many times, including in response to the January 6, 2021, attack on the US Capitol by a mob of Trump supporters. During his first term as president, Trump sent the National Guard into Washington in 2020 to help quash mostly peaceful demonstrations during nationwide protests over police brutality following the murder of George Floyd. Civil rights leaders denounced the deployment, which was opposed by Bowser. The US military is generally prohibited under law from directly participating in domestic law enforcement activities. Ronnie Puno calls for Cha-cha via Con-con
"Can the clear urgency mandated by constitutional language now be indefinitely stalled under the guise of interpretive discretion? A single, ambiguous word can become the justification for legislative inaction, procedural manipulation, or worse, the loss of accountability itself," Puno said. Deputy Speaker Ronaldo Puno of Antipolo City on Monday called for a constitutional convention to revise the 1987 Constitution, which he said contained certain provisions "marked by ambiguity and procedural deficiency." In a privileged speech, Puno said a Con-con was the 'most prudent, transparent and participatory mechanism' for Charter change. Under a Con-con, the electorate elects delegates who will propose amendments, which will be subject to ratification in a plebiscite. "Today, I submit to this August chamber that while the provisions of our Constitution are noble in aspiration, certain provisions are marked by ambiguity and procedural deficiency," said Puno, a former secretary of the interior. "These deficiencies do not merely complicate interpretation; they obstruct reform, hinder effective governance, and erode public trust,' he added. Puno cited the following provisions for what he called vagueness: Article 11, Section 3.4 on the Accountability of Public Officials which states that 'In case the verified complaint or resolution of impeachment is filed by at least one-third of all the Members of the House, the same shall constitute the Articles of Impeachment, and trial by the Senate shall forthwith proceed', with the meaning of the word forthwith repeatedly delayed, sidestepped, or redefined by the Senate after more than one-third of the House impeached and sent the Articles of Impeachment against the Vice President last February 5; Article 8, Section 8 on the Judicial and Bar Council, which states that members of the JBC should include 'a representative of Congress,' without specifying how this would be done within a bicameral legislature, resulting in compromise of only one member of Congress, alternating between the Senate and the House of Representatives, sitting in the JBC; Article 6, Section 28.4 on the grant of tax exemptions, which states that 'no law granting any tax exemption shall be passed without the concurrence of a majority of all the members of the Congress,' without specifying if the bicameral Congress should act as a joint body or as separate chambers; Article 7, Section 19 on the presidential grant of amnesty, which needs to be concurred in by 'a majority of the members of Congress,' which does not explicitly state whether this should be done through a joint vote or as separate votes by the Senate and the House; and Article 10, Section 8 on setting a fixed three-year term for elective local officials, except barangay officials, which allowed Congress to pass at least five laws to postpone the holding of the barangay elections that Puno said has been abused either for political expediency or because of budgetary constraints, eroding democratic accountability. 'A Constitution that fails to provide clear, unambiguous guidance undermines its own purpose as the country's fundamental law. When its wording is subject to multiple interpretations, the predictability of law dissolves, opening the door to legal confusion and arbitrary application,' he added. Puno said that the Filipinos deserved a Constitution that spoke plainly and very clearly. "As the supreme law of the land, the Constitution must speak with clarity and force; its provisions must be comprehensible not only to courts and legislators but to the citizens whose rights it enshrines," Puno said. Puno is a member of the National Unity Party (NUP), which has 44 members in the House of Representatives. The NUP is the second largest political party in the House, next to Speaker Martin Romuldez's Lakas-CMD, which has over 100 members. 'The Con-con route, rather than a constituent assembly, ensures singularity of purpose, freeing delegates from being preoccupied or derailed by lawmaking, oversight functions, and impeachment concerns,' Puno said.
