
‘Pay for it': MC snubs UT on Manimajra land swap

Chandigarh: In a direct confrontation with the Chandigarh administration, the BJP-led general house of the municipal corporation on Wednesday rejected the UT's proposal to swap the Manimajra land with another piece of land for the purpose of constructing a critical care centre. The house resolved that instead of swapping the land, the MC would first ask for the money against the land, and if the UT failed to do so, then the land would be auctioned, either in a single chunk or by splitting it.
According to records, the land, which is situated just adjacent to the
Manimajra hospital
, is suitable for the UT's health department for the critical care centre. The Chandigarh administration completed the process and identified a separate piece of land for the MC in exchange, with the same collector rate and related financial value. However, while discussing the matter on Wednesday, the BJP's councillors stated that they were not in favour of swapping at all. If the UT's health department needed the land, then the Chandigarh administration would have to pay the land cost to the MC.
While discussing the agenda, the officials concerned of the MC explained to the BJP's councillors that, as per the general financial rules (GFR), the exchange of land is allowed. Also, the engineering department of the MC verified the land offered in exchange and found the collector value to be the same. Despite this, the BJP's councillors denied the proposal of land swapping for this health project.
Now, it will be interesting to see how the Chandigarh administration takes this decision of the MC and proceeds with it. The administration has planned a 50-bedded critical care block in Manimajra. The project is planned on around 2.77 acres of land, which is currently with the MC. Since the area is located just adjacent to the 100-bedded hospital of Manimajra, the UT found it the most feasible site for the project.

Evening OPDs at dispensaries on hold amid Chandigarh admn's silence on budget
The UT health department's plan to start evening outpatient departments (OPDs) at all its civil dispensaries and health and wellness centres across the city remains in limbo in the absence of budget approval by the UT administration. In February, director of health services Dr Suman Singh had confirmed that a ₹13-crore proposal to run the evening OPDs had been sent to the UT administration for budget sanction. However, more than three months have passed and the administration is yet to take a call on the matter. Health secretary Ajay Chagti said, 'The proposal has been submitted to the finance department. We will start the OPDs when it is approved.' Finance secretary Diprava Lakra said he was not aware of any such proposal and refused to comment further. The proposed evening OPDs will operate for six hours, complementing the existing morning shift (8 am to 2 pm) at health and wellness centres. The extended hours will cover three civil dispensaries, 15 Urban Ayushman Arogya Mandirs, and 29 health and wellness centres with the aim of providing relief to city residents, daily wagers and those belonging to the working class as they find it difficult to visit doctors during their daytime working hours, especially those living in Dadumajra, Mauli Jagran, Dhanas, Maloya, Manimajra and Industrial Area Phase 1. The services to be offered include general outpatient care for illnesses and minor ailments; primary healthcare, including prenatal and childbirth care, and management of communicable diseases. This expansion follows a previous, limited evening OPD trial at Government Multi Specialty Hospital (GMSH), Sector 16, in 2015, which addressed faculty shortages by hiring retired specialists, including orthopaedics, gynaecologists and surgeons, etc. However, this time, the focus is on hiring young MBBS doctors on a consolidated salary basis to staff the evening shifts. The proposal of starting evening OPDs has been making rounds since 2023. Initially, it had targeted five key locations with a high concentration of daily wage earners, aiming to provide accessible healthcare without requiring them to sacrifice their daily income. An estimated budget was prepared for the five locations but was later extended to all the dispensaries.

VC company HealthKois plans $400 million fund for healthcare play
HealthKois , a Delhi-based growth stage venture capital fund, plans to roll out a $400-million fund to invest in India's healthcare sector. The fund intends to target companies in AI-led healthtech , medtech, biopharma, healthcare delivery and climate health , its managing partner Charles Janssen told ET in an exclusive interaction. "We have started raising this fund from LPs (limited partners). Our LPs are split between Asia, Europe, and the US," Janssen said. HealthKois is aiming at a first close at the end of this year or early 2026. The investments will be deployed over the next four years, with ticket size of each of the investments likely in the range of $7 million to $25 million. "We are looking at a $300 million fund with a green shoe option of another $100 million," said Ajay Mahipal, partner at HealthKois.
