Cambria farmers speak out against proposed zoning changes
Over 20 residents spoke at the Cambria Volunteer Fire Hall, and over 100 showed up, with many claiming municipal leaders are trying to undermine their agricultural and tourism communities by packing 65 amendments into two new laws that they say 'attack small farms.'
A concern for the residents in the proposed zoning changes is the increase of minimum acreage needed to be considered a farm — jumping from five acres to seven.
WIVB News 4 reached out to the town's supervisor. We did not hear back, but last week the supervisor released a statement saying, 'The proposed change is going to bring the town current with the standards of the New York State Agriculture and Markets Law.'
However, residents say the state has no such recommendation.
'It's about an agricultural tax exemption. It's not about land use,' said Abraham Platt, a Town of Cambria attorney. 'If you were to leave it at five acres, nothing would change. If you were to set it at a million acres, nothing would change because the exception that it's referring to is set by state law.'
'Farms of any size can qualify under New York State law,' one resident said. 'In fact, four other towns in Niagara County do not provide an acreage requirement in their definition, and another town has a definition of only three acres. New York State is not telling you to change the Town of Cambria's definition.'
These laws, to the cheers of all in the audience, were unanimously tabled by the board Thursday night. Residents were asking for that delay, and they're also asking for a board or committee to be made with local farmers and also lawmakers to hopefully put the best foot forward for the community.

A look at Texas' redistricting walkout and California's response, by the numbers
A walkout by Democratic legislators in Texas has ended and Republicans arranged to push a plan for redrawing the state's congressional districts through the GOP-controlled Legislature and give President Donald Trump a better political landscape. Democrats' boycott of daily sessions kept the House from passing a new map because the state constitution requires 100 of the chamber's 150 members to be present to do business. Democrats hold 62 seats. A national, partisan brawl over redistricting has now started to shift to California, where Democrats are hoping to impose a new map that offsets any advantage Trump and his fellow Republicans might gain in Texas. Here's a breakdown by the numbers. 5 more seats sought by Texas Republicans Texas is the nation's second most-populous state and has 38 congressional seats. Republicans hold 25 of them but are hoping to boost that number to 30. Their goal is to make it easier for the GOP to hold on to its slim U.S. House majority in the 2026 midterm elections, so that Democrats have little ability to thwart Trump's agenda and can't initiate investigations of his administration. 48 is the Democrats' goal for seats in California Democrats hold 43 of 52 congressional seats in California, the nation's most populous state. At Gov. Gavin Newsom's urging, they've drafted a proposal to increase the number to 48. However, the current map was drawn by an independent commission created though a voter-approved ballot initiative in 2008. To avoid legal challenges, Democrats want to put their proposal on the ballot in a special election in November. 10 years between typical map redrawings Redistricting usually happens after the once-a-decade population count by the U.S. Census Bureau and sometimes in response to a court ruling. Changes are required to keep a state's congressional districts equal in population after people move into or out of an area. Trump is pushing for a rare mid-decade redistricting in Texas, and Republicans are also considering it in other states including Missouri, Florida and Indiana. 7 seats is the size of the GOP's US House majority Republicans currently hold 219 seats in the U.S. House, seven more than the 212 held by Democrats. Four of the chamber's 435 seats are vacant, three of them previously held by Democrats. Midterm elections most often go against the president's party. In 2018, during Trump's first term, Democrats had a net gain of 41 seats to capture the House majority. 15 days before Texas Democrats returned home Most House Democrats left Texas on Aug. 3 and stayed outside the state for 15 days. They fled to blue states like Illinois, California and Massachusetts to stay out of the reach of the Texas law enforcement officers trying to bring them back. Many of the same lawmakers also walked out in 2021 for 38 days to protest GOP proposals for new voting restrictions. Once they returned, Republicans passed them into law. 24 hours a day of police escort for Democrats The Democrats who bolted for other states and returned now have an around-the-clock escort from Texas Department of Public Safety officers to make sure they return to the Capitol, House Speaker Dustin Burrows' office said. Burrows' office did not provide more details, calling it an ongoing law enforcement operation. Plainclothes officers escorted them from the chamber after Monday's session.

Michael Proctor kept on ‘full duty' months after state police learned of profane texts
In a bid to regain his job, former Massachusetts State Trooper Michael Proctor is appealing his termination, and his filing with the Massachusetts Civil Service Commission claims he was treated unfairly and that the State Police acted inconsistently in his case. 25 Investigates obtained Proctor's file with the Commission through a public records request. According to a pre-hearing memorandum from his lawyer, Daniel J. Moynihan, Proctor stated that the Massachusetts State Police continued to assign him new cases and kept him on 'full duty' for nearly five months after he first revealed his profane text messages to his superiors. Moynihan wrote, 'after he disclosed the content of the text messages in early February 2024, he was allowed to continue on full duty for an extended period, suggesting his conduct was not initially deemed a cause for immediate suspension.' Proctor states he was first confronted with the messages at a federal grand jury on February 1, 2024, and immediately disclosed their existence and content to his bosses. Proctor met with 2 State Police lawyers and a Major the following week where he, 'disclosed the existence and content of the text messages that were in the possession of the U.S. Attorney,' according to Moynihan. It was not until the text messages became public in June 2024, during the Karen Read murder trial that Proctor was suspended and eventually fired. The appeal further states that an initial investigation conducted by two State Police captains with the Office of Professional Integrity and Accountability determined 'there was no evidence of bias on his part' in the Read case. This stands in contrast to the reason for his eventual firing, which was partially for creating a 'perception of bias' with his messages. Proctor's legal team also contends that the trooper had a constitutional right to privacy on his personal cell phone, as there is no State Police policy governing the use of personal devices by troopers. 'Any and all private text messages attributed to the Appellant were sent on a personal cell phone, on which he had an expectation of a constitutional right of privacy,' Attorney Moynihan wrote. The disciplinary action taken against Proctor is described in the appeal as 'disparate' and greatly exceeding the punishment given to other members of the department for similar first-time offenses. Matthew Perry's ‘Ketamine Queen' Drug Dealer to Plead Guilty in Accidental Overdose Case
Jasveen Sangha's plea agreement comes as the fifth and final of those charged in the "Friends" actor's death Jasveen Sangha, an alleged Los Angeles-area drug dealer widely known as 'Ketamine Queen,' pled guilty Monday to selling the drugs that killed Matthew Perry. Sangha is the fifth defendant charged in the overdose that led to the 'Friends' alum's death in October 2023. She pled guilty to five counts, including one for distributing the ketamine that led to Perry's death. Sangha is looking at a possible 45 years in prison for the charges. In exchange for the guilty plea, prosecutors agreed to drop three counts of distributing ketamine and one count of distributing methamphetamine that was unrelated to Perry. She is the final defendant to agree to a guilty plea. The others who already pled guilty include Dr. Salvador Plasencia, the physician who provided Perry with a lethal dose of ketamine, Dr. Mark Chavez, the actor's personal assistant Kenneth Iwamasa and 'street dealer' Erik Fleming. Following Plasencia's guilty plea in June, the physician released a statement saying he was 'profoundly remorseful' for the role he played in Perry's death. 'While Dr. Plasencia was not treating Mr. Perry at the time of his death, he hopes his case serves as a warning to other medical professionals and leads to stricter oversight and clear protocols for the rapidly growing at-home ketamine industry in order to prevent future tragedies like this one,' Plasencia's lawyer, Karen L. Goldstein, said in a statement to the Los Angeles Times. Perry was found dead in his hot tub on Oct. 28, 2023. His cause of death was ruled a ketamine overdose with drowning as a factor. He was 54.
