
Penang LRT: Compensation quantum pending completion of land acquisition probe
State Infrastructure, Transport and Digital Committee chairman Zairil Khir Johari said the investigation would be conducted soon, as the gazetting of Section 8 of the LAA 1960 was only completed on April 10.
'The quantum of compensation will only be finalised after the investigation process under section 12 of the LAA 1960, on all stakeholders, is completed. As of now, the compensation assessment process has not yet been implemented, and this will be determined by the Land Tribunal,' he said.
He said this in his reply to an oral question from Muhamad Kasim (PN-Telok Bahang) on the progress of site preparation work and the route of the Mutiara Line LRT project, as well as the number of residents affected by land or property acquisition and the compensation involved.
Zairil said the LRT project is currently at the land acquisition stage, which has been gazetted under the LAA 1960 by the State Land and Mines Office, in collaboration with the project owner, Mass Rapid Transit Corp Sdn Bhd (MRT Corp), for the lots involved in Segment 1 of the line, stretching from Komtar to Permatang Damar Laut.
He said permission had been given to MRT Corp to use 86 government land lots so far, while preliminary works are underway following approval under Section 20A of the Town and Country Planning Act 1976.
Zairil added that the Mutiara Line LRT project is currently in the preliminary preparation phase, with a key focus on relocating existing utilities, an essential step that must be completed before the construction of any stations or flyovers can begin.
He also said that the state government is committed to ensuring the project is implemented transparently and efficiently in accordance with the set schedule, and has taken several proactive measures to that end.
Among them is the requirement for MRT Corp to submit monthly progress reports to the State Executive Council (MMK) meetings, chaired by Chief Minister Chow Kon Yeow, to enable periodic monitoring of the project's development.
'In addition, construction activities are being closely monitored by the local authorities (PBT), and a mega project traffic management task force has been established in Penang specifically to oversee and ensure the smooth implementation of the project,' he said.
The physical works for the project, estimated to cost around RM13 billion based on the latest scope and design, are expected to begin in the third quarter of this year, with large-scale construction slated to commence in the fourth quarter of 2026.
The 29.5-kilometre Mutiara Line LRT will feature 21 strategically located stations and is designed to enhance connectivity between Penang Island and the mainland, reduce road congestion, and improve overall accessibility.

80ha of Silicon Island reclaimed so far
GEORGE TOWN: Reclamation works for Silicon Island have passed the 80-hectare mark, marking steady progress for the largest land reclamation project in Penang to date. The project, which covers a total area of 930.78 hectares, is being developed in two phases, namely 510 hectares under Phase 1 and the remaining 420.9 hectares under Phase 2, with reclamation starting in September 2023. Penang Infrastructure Corporation Sdn Bhd (PIC) chief executive officer Datuk Seri Farizan Darus said the 80-hectare milestone was a positive sign that the project was progressing according to plan, and it was not just about physical progress. "This project is designed to be a driver of Penang's long-term growth by combining world-class infrastructure, sustainable development practices and community-oriented facilities. "It will also open up new opportunities for investment, innovation and employment, while ensuring that the local community benefits from better facilities," he said in a statement today. On the development of the Social Impact Management Plan (SIMP), Farizan said a total of RM11.7 million in ex-gratia payments had been channelled to 791 eligible fishermen, thus strengthening the state government's commitment to the welfare of fishermen. Apart from cash assistance, he said the government had also implemented a boat and engine assistance scheme as part of its ongoing efforts to provide financial guarantees and modern equipment to local fishermen to ensure they can continue their livelihoods more effectively. "To date, 118 out of 295 active fishermen who own boats have received new boats and engines, with a total expenditure of almost RM10 million," he said. Earlier, the Yang Dipertua Negeri Tun Ramli Ngah Talib and his wife Toh Puan Raja Noor Ashikin Raja Abdullah visited the project site to witness the achievements and crossed to the island using a 378m temporary iron bridge built at Permatang Damar Laut. Also present were state Infrastructure, Transport and Digital Committee Chairman Zairil Khir Johari, Deputy State Secretary (Development) Mohamed Abdul Rahman and Silicon Island Development Sdn Bhd (SIDSB) chief executive officer Datuk Szeto Wai Loong. During the visit, they were also briefed on upcoming facilities including the 380m marine flyover, Pan Island Link 2A (PIL2A), Matang Food Court and community facilities as well as a new Community Development Department (KEMAS) training centre. Silicon Island, with a land area of 930.78 hectares, is a reclamation project owned by the Penang government, the first time the state government has directly developed a reclamation project to ensure long-term economic growth.

MCA: Full govt accountability necessary on RM17 bil Penang LRT cost flight
MCA has expressed concern over the escalation in the projected cost of the Penang Light Rail Transit (LRT) project, saying that in just a year, the cost has surged from the RM10 bil as announced in Budget 2024 to an astonishing RM16 bil to 17 bil. Its vice president Datuk Tan Teik Cheng said as a large-scale infrastructure project funded by public funds, the Penang LRT has serious implications for national fiscal sustainability and the responsible use of taxpayer monies, and the public deserves a clear, honest, and comprehensive explanation from the government for this drastic increase. 'The government must approach such a project with rigour, transparency, and professionalism,' he stressed. 'The rapid cost surge, the unexplained change in financing model, and opaque procurement processes all raise serious concerns about transparency and governance.' Tan, who is also the MCA Penang state liaison committee chairman said it is unacceptable for the Transport Ministry to attribute the RM7 bil ballooning to so-called 'value management' without providing the public with a detailed breakdown of what this entails. 'If cost efficiency was the objective, why has the price skyrocketed by over 70%? What components of the project were revised? Could this be a case of inflated projections or misrepresented spending?' he asked. 'Originally, the LRT was proposed under a Public-Private Partnership (PPP) model to lessen the government's financial burden and distribute risk. 'Yet the government has since reversed course, announcing that the entire project will now be fully funded by federal allocations, citing an alleged 'budget surplus' in the Transport Ministry.' According to Tan, this raises critical questions: Was there a thorough financial audit and parliamentary approval before this change? Did private entities withdraw due to concerns about feasibility or profitability? Has the full financial risk now been shifted onto ordinary Malaysians? 'The Penang LRT is not just a regional undertaking but a national expenditure that all Malaysians will shoulder. The government must not proceed when transparency, professionalism, or accountability are still lacking,' he stressed. 'The rakyat has every right to demand answers and to scrutinise how this RM17 billion will be spent. Until the government provides a full, honest, and transparent account, we must continue to question and hold it to account.' On Monday (Aug 18), Transport Minister Anthony Loke announced a budget ceiling of RM16 bil to RM17 bil for the Penang LRT project. Loke said this figure differs from the RM10 bil previously announced by Prime Minister Datuk Seri Anwar Ibrahim in Budget 2024 because the earlier amount was a preliminary projection that did not account for value management and value lab exercises. These are structured approaches used to improve the value of a project and often applied in large-scale projects to ensure the best outcome for all stakeholders. This ceiling amount, however, does not mean it is the final cost of the entire project, he said, adding the government has yet to award the second and third work packages. Loke told Parliament during the winding-up debate on the 13th Malaysia Plan said the ceiling is set higher than what is required but they will try to reduce costs through open tender. Anwar: More goods exempted under SST compared with GST
KUALA LUMPUR: More goods are exempted under the Sales and Service Tax (SST) compared with the Goods and Services Tax (GST), which was abolished in 2018, says Finance Minister and Prime Minister Datuk Seri Anwar Ibrahim. He said following the review of rates and the expansion of the SST scope, 1,826 items were exempted under SST, compared with just 607 items previously exempted under GST. "The exemptions cover a wide range of basic necessities and commonly used items, including unprocessed or raw food such as chicken, beef, mutton, fish, vegetables, local fruits and rice. Processed foods such as flour, sugar, salt, white bread, milk and palm cooking oil are also exempted. "This also applies to medicines, medical devices and reading materials. In addition, SST exempts livestock and pet food, basic construction materials, fertilisers, pesticides, as well as agricultural and livestock machinery," he said in a parliamentary written reply. He was responding to Yuneswaran Ramaraj (PH–Segamat), who asked about the number of goods exempted under SST in 2025 compared with GST, as well as the categories of exempted goods. Anwar said service tax was imposed on 70 per cent of services in the economy, compared to 76 per cent under GST, based on the Malaysia Standard Industrial Classification (MSIC) Codes. He added that a range of essential services remain exempt. These include passenger transport by land and sea such as school buses, express buses, LRT, trains and ferries as well as air passenger transport under Rural Air Services in Sabah and Sarawak. Prepaid telecommunications services are also exempt. Other services not subject to tax include food and beverage delivery, residential rental, residential cleaning and maintenance, water supply, electricity supply of up to 600 kWh for residential use, and electricity supply to business premises. "The government remains committed and cautious in implementing the expansion of SST. Its implementation is targeted and progressive, taking into account the impact on the cost of living. "More practical and comprehensive measures have also been introduced to reduce the effects of double taxation and mitigate living costs, while supporting sustainable economic growth. "The greater number of exempted goods and the lower percentage of taxable services under SST, compared with GST, reflect the government's concern for the people's welfare, while ensuring stronger fiscal sustainability in line with the principles of the Madani Economic Framework," he said.
