ASCC Strategic Plan adoption key to ASEAN Community Vision 2045

KUALA LUMPUR: The ASEAN Socio-Cultural Community (ASCC) Strategic Plan has been hailed as a pivotal move towards achieving the ASEAN Community Vision 2045.
Tourism, Arts and Culture Minister Datuk Seri Tiong King Sing stressed that vision must be matched by action and unity.
'A vision and strategy are not enough. Execution is the key to success. We must work more closely together in unity, for only through unity can we unlock our limitless potential,' he said.
He emphasised the need to promote ASEAN's shared heritage and culture as the foundation of regional cooperation.
The remarks were made during the ASCC Strategic Plan Regional Forum, co-hosted by Malaysia with Japan's support through the Japan-ASEAN Integration Fund.
ASEAN Secretary-General Dr Kao Kim Hourn and Japanese Ambassador to ASEAN Kiya Masahiko also attended the event.
Nearly 200 participants, including officials from ASEAN states and NGOs, joined the one-day forum.
Tiong, who chairs the ASCC Council, outlined the plan's 12 strategic goals, 16 objectives, and 112 measures.
The plan focuses on empowering women and youth, preserving cultural heritage, and ensuring sustainable growth.
'Far from being ASEAN's 'soft pillar,' the ASCC is a critical driver of regional stability, social cohesion, and justice,' he added.
He called for collective action to tackle challenges like climate change and ageing populations.

SEMPORNA: Sabah Immigration Director Datuk Sh Sitti Saleha Yussof denied allegations that her officers were involved in corruption, particularly in the tourism sector. She was responding to Tourism, Arts and Culture Minister Datuk Seri Tiong King Sing, who claimed there were signs of corruption within the Immigration Department following his two-day visit to Tawau and Semporna last week. Advertisement 'I strongly deny the accusation by Tiong who alleged our officers took bribes from Chinese tourists. "We remain active in our enforcement operations and will act immediately on public complaints or intelligence,' she told a press conference at the Immigration Office here. Sitti urged the Minister to take responsibility for his statement and provide evidence instead of making general claims. 'If there are complaints, submit them with proof. This will be fair to our officers who are affected by such allegations,' she said. She said no complaints have been received so far, including from Chinese tourists in Semporna, but stressed that if any wrongdoing is proven, the department would not compromise as such acts tarnish the image of the country and the department's integrity. Meanwhile, the department has issued a total of 145,711 foreign worker passes in Sabah as of Aug 13, this year. Sitti said the figure comprised 121,199 Indonesian nationals and 21,442 Filipinos working across seven employment sectors. 'The seven sectors are domestic helpers (3,608), construction (5,550), services (8,154), manufacturing (8,333), plantations (90,825), mining (67) and agriculture (29,174). 'In addition, a total of 5,121 were recorded through the Temporary Employment Visit Pass Renewal Application System (ePLKS),' she said. Sitti said the department respected the decision of the Home Ministry and the State Government to temporarily suspend enforcement operations in the plantation sector to allow the data collection system to proceed. However, she reminded employers not to delay in registering their workers within the six-month period provided, to avoid facing legal action. 'We have discussed this matter with the State Government and for now operations in plantations across Sabah are suspended until new instructions are issued. 'This means our enforcement is currently focused on other sectors, but if complaints are received against plantations and verified to be genuine, operations will still be carried out,' she said. On a separate matter, Sitti acknowledged the statement by the head of Tawau Consulate of the Republic of Indonesia (KRI), Aris Heru Utomo, that there have been cases of unclear citizenship status among detained foreign nationals, which has slowed down repatriation. She said such cases involved only a small number of detainees, for example those who initially claimed to be Indonesians but were later found to be Filipinos. 'These cases do occur, but citizenship determination is also based on the detainees' own statements. "For instance, some claim to be Indonesian due to mixed parentage where the mother is Indonesian and the father is Filipino,' she said. According to her, the Immigration Department conducts careful screening of detainees' citizenship status, including interviews with family members visiting them at the Immigration Detention Depot (DTI). She emphasised that some detainees had to be held longer if their citizenship status could not be confirmed, to allow further investigation before repatriation could proceed. KOTA KINABALU (Aug 21): The Republic of Kazakhstan has expressed interest in exploring tourism cooperation with Sabah, recognising the state's global reputation for sustainable tourism, ecotourism, and community-based tourism development. This follows a meeting between Assistant Tourism, Culture and Environment Minister cum Sabah Tourism Board (STB) chairman Datuk Joniston Bangkuai and the Ambassador of Kazakhstan to Malaysia, Bulat Sugurbayez, today. The meeting discussed potential avenues for collaboration in tourism and cultural exchange, including joint promotion between STB and Kazakh tour operators, and vice versa. Also in attendance at the meeting were Kazakh Embassy Second Secretary Akmaral Belgibekova, STB Deputy Chief Executive Officer Tay Shu Lan, and STB senior officers. In the meeting, Sugurbayez highlighted their plans to bring the popular Kazakh concert to Sabah in mid-October, with members performing at key tourist sites in the state. The performances, he said, will be covered by Kazakhstan National TV and aired in Kazakhstan, to showcase Sabah's tourism offerings to Kazakh audiences. Both sides explored knowledge exchange in rural, nature, cultural and adventure tourism, with the ambassador noting Sabah's potential to attract Kazakh visitors through its islands, diving experiences, food and culture. Discussions included collaboration with Sabah's rural communities, with Joniston noting that Sabah and Kazakhstan, known for their nomadic villages, could learn from one another in developing rural tourism initiatives. He welcomed Kazakhstan's interest and reaffirmed Sabah's openness to exploring meaningful partnerships that support mutual growth. 'Sabah's strength lies in its rich biodiversity, unique cultural heritage, and successful community-based tourism initiatives. 'We are pleased to share our experiences and welcome opportunities to learn from others. Strengthening ties with Kazakhstan opens the door for greater collaboration and knowledge exchange in the tourism sector.' According to records, between January and May 2025, a total of 20,102 Kazakh nationals visited Malaysia, with most choosing Langkawi as their destination, reflecting potential for Sabah to attract Kazakh travellers.
