HC allows CPI(M) to hold ‘peaceful assembly' to ‘express thoughts' on Gaza

Mumbai: Weeks after the CPI(M)'s criticism of its observations while rejecting a plea to hold a rally in support of Palestinians, the Bombay high court has permitted the party to hold a "peaceful assembly" at Azad Maidan on August 20 between 3 pm and 6 pm to "express thoughts on genocide, purportedly occurring at Gaza.

The State govt through additional public prosecutor Shreekant Gavand informed a bench headed by Justice R V Ghuge that it would permit the assembly at Azad Maidan which has a designated spot for public meetings, agitations and processions under draft rules of the Maharashtra Police Act.
Senior counsel Mihir Desai argued that the Communist Party of India (Marxist) only wanted to meet at the designated protest spot and were not seeking permission to march.
He said the draft rules provide for space at Azad Maidan to assemble peacefully. The court was shown an affidavit filed by deputy police commissioner (Zone 1) in March 2025 indicating the draft rules. The rules stipulate that a protest meeting or assembly can be held between 11 am and 6 pm.
At the hearing, the bench remarked that "peaceful assembly sounds good". "Demonstration sounds more intense," said Justice Ghuge.

Last month police had denied permission on a plea by the All India Peace and Solidarity Foundation to stage a protest on the Gaza issue at Azad Maidan. The bench had asked Desai how his clients were affected by what was happening "thousands of miles" away. "Be patriots…speak up for causes in our own country," the high court remarked orally.
Desai said democracies worldwide were holding peaceful protests on the issue. "Our country has enough issues.
We don't want anything like this. I am sorry to say, you are all short-sighted… You are looking at issues in Gaza and Palestine. Look at your own country," the court said.
The prosecutor had then opposed the CPI(M) plea on the grounds that permitting the protest may create a law and order situation and a conflict with reference to India's stand on the issue.
After the police rejected the CPI(M) application, the party filed a fresh request before the high court challenging the refusal. It had also issued a statement criticising the court's observations. However, the court had refused to initiate suo motu contempt proceedings.
A bench of Bombay HC Chief Justice Alok Aradhe in March this year had directed the state govt to frame rules to regulate public meetings, agitations, and processions in Mumbai, and implement them in "letter and spirit."

A week ago, contractual workers demanded the cancellation of the kilometre-scheme tenders being floated for private bus operators and pressing for overdue salary payments and other job-related demands. The protest was temporarily suspended after govt intervention. However, the workers issued a warning that they would resume their protest beginning Aug 14 if their demands were not met. The employees are also demanding regularisation and addition of new buses to the PRTC and Punbus fleet. The workers claimed that as per the state govt transport policy of 1986, govt and private buses need to be operated at a 70:30 ratio, a move not being followed. Around 400 govt buses completed their 15 years of life in the last three years and are non-operating. Nevertheless, the state govt failed to add any new buses to the govt fleet, with only around 800 new buses being added in 2021, they claimed. The strike caused inconvenience to a number of commuters, especially women who have been provided free travel access in govt buses. 1 2 Jind: His victory stamped by the first-ever recount of an EVM result in Supreme Court, Mohit Kumar on Thursday took oath as sarpanch of Buvana Lakhu village, 25km from the Panipat district headquarters. In the last panchayat elections in 2022, Kuldeep Singh was declared the winner and served as the sarpanch for the last 33 months. In the historic recount in SC on Aug 11, the scoreline was reversed and Mohit was found to have got 51 votes more than Kuldeep. A bench of Justices Surya Kant, Dipankar Datta, and N K Singh then ordered the Panipat deputy commissioner-cum-election officer to issue a notification within two days declaring the appellant, Mohit, elected, and allowing him to assume office immediately. He took charge on Thursday. There were seven candidates for the Buana Lakhu sarpanch post, with the main contenders being Mohit and Kuldeep. Six booths were set up, 65-70, but an error occurred at Booth 69, where the vote counts for the two main candidates got exchanged. "Of the 3,767 votes polled, I secured 1,051 votes while Kuldeep got 1,000. A recount was ordered promptly and it revealed Mohit had indeed received 51 votes more than Kuldeep. "The same day (Nov 2, 2022), the district officer declared me the winner again after a recount. However, my opponent, Kuldeep, obtained a stay order from Punjab and Haryana high court, which remained in effect for over one and a half years," Mohit said. "I approached the tribunal in Panipat, which again ordered a recount. But my opponent once more secured a stay from high court. In July 2024, I filed a petition in Supreme Court, seeking a recount, but no decision was given at that time. Then, on July 31, 2025, I approached SC again, and on the same day, the court ordered a fresh count," he said. The unprecedented recount was carried out on the SC premises by the Supreme Court registrar in the presence of both parties and their counsel on Aug 11. It was a hard-fought victory for Mohit. "Justice was delayed, but it was served well. The entire village is happy. Now, the entire focus will be on development work. The irregularities in the election were committed by the presiding officer, which have now been rectified after Supreme Court's intervention," he said. "Today, after a long battle, I finally took the oath as sarpanch. During this period, no development work could be carried out.," Mohit said, adding: "The development works that have been pending for the past three years will be completed in the remaining two years. Moscow officials said Trump accepted Putin's denial of any Russian role. Russia's incursions into Ukraine, which at the time were confined to Crimea and the eastern part of the country, were a minor topic in a bilateral that lasted more than than two hours. Things took an unusual turn at the dinner for leaders and their spouses at the Elbphilharmonie concert hall on the banks of the Elbe River. At the end of the meal, Trump walked over to Putin and the two spoke informally for an hour. No notes. No aides. The only record of this conversation came from the Kremlin's Russian interpreter. Trump later criticized reports that characterized this second encounter as secretive, although it was only disclosed after other dinner participants recounted what they observed. Da Nang, Vietnam: APEC, November 2017 Putin's main motivation for traveling to Vietnam — rather than sending a lower ranking official — was to sit down with Trump. There was bipartisan pressure to tighten US sanctions on Russia. Moscow, on the other hand, cheered both the tone and the outcome of the talks. Putin said the two leaders had 'begun the path toward positive changes.' During the meeting, Putin secretly offered Trump a proposal to hold a referendum in the parts of eastern Ukraine held by Russian separatists. Trump later rejected the idea publicly, although Putin went ahead anyway after his full-scale invasion of Ukraine in 2022 when Trump was no longer in office. In Helsinki, Trump also invited Putin to Washington later that fall. That meeting, however, never happened. Paris, France: WWI Armistice Ceremony, November 2018 There was rampant speculation about whether Trump and Putin would have a substantive meeting on the sidelines of an international commemoration of the 1918 armistice that ended World War I. John Bolton, then Trump's national security adviser, said the two did plan to meet. The Kremlin publicly played down the possibility of talks with Trump, even though Putin had met with Bolton several weeks earlier. It was a rainy weekend. Trump and Putin took their own motorcades, skipping the soggy and somber walk to the Arc de Triomphe with other world leaders. When Putin arrived for the group photo, he first shook the hand of French President Emmanuel Macron, then German Chancellor Angela Merkel — then he shook Trump's hand, with a brief thumbs-up. Trump declining to meet separately with Putin was seen in Russia as a slight, but forgivable snub. Buenos Aires, Argentina: G-20, November 2018 With no trip to Washington and no bilateral in Paris, Putin was confident that he would see Trump in Buenos Aires. Trump confirmed that plan, but then he canceled the meeting via a social media post from the plane, citing Russia's capture of Ukrainian ships and sailors near Crimea. Russian officials were taken aback by Trump's affront – his second nixed meeting with Putin in less than a month – with one describing it as 'really bad.' Publicly, Putin's foreign policy adviser Yuri Ushakov insisted there was 'no offense taken,' even after the Kremlin had previously talked up the Argentina meeting. Osaka, Japan: G-20, June 2019 Putin would have to wait until the following year's G-20 summit in Japan for his next sit-down with Trump on a day the US leader also met with four other heads of state. Speaking with reporters before the meeting, Putin noted that they hadn't met since Helsinki. Trump lauded past meetings and said 'we've had a very, very good relationship.' This meeting came just two months after US Special Counsel Robert Mueller released his 448-page report on Russian election interference. He indicted two dozen Russians for social media activity and hacking Democrats. Mueller said hecouldn't charge a sitting president with a crime, according to Justice Department policy. When asked in Osaka if he would tell Putin not to meddle in the 2020 US election, Trump said, 'Yes, of course I will.' He grinned and pointed at the Russian leader and gave a light-hearted warning: 'Don't meddle in the election.' Putin played along. They also joked about fake news, with Putin smilingly telling Trump in English: 'Yes, we have it too.' Putin invited Trump to Moscow to mark the 75th anniversary of the Allied victory in World War II in 2020. That meeting never happened. By the time 2020 came, the world was locking down as the Coronavirus pandemic took hold. Trump was voted out of office and Putin went into deep isolation, emerging with a much more hostile view of the West.
