PAGASA notes that mountainous and elevated areas may receive even higher rainfall totals, and areas already saturated from earlier rains could be at higher risk of flooding and landslides.
Public Advisory and Precautions
Authorities are urging the public and local disaster risk reduction and management offices to implement necessary precautions to safeguard lives and property. Flooding, overflowing rivers, and landslides are possible in the affected areas, especially those with prior rainfall accumulation.
PAGASA emphasized that Heavy Rainfall Warnings are more immediate and localized—covering the next three hours and specific municipalities using Doppler radar data—while Weather Advisories, like this one, provide broader, province-level forecasts for the next 24 hours.
The weather bureau may issue localized warnings and advisories through its regional services divisions depending on evolving conditions.
The next Weather Advisory is expected by 5:00 PM today, unless significant changes warrant earlier updates. —VAL, GMA Integrated News

Gorio slightly weakens as it exits PAR
Typhoon Gorio has slightly weakened as it exited the Philippine Area of Responsibility, PAGASA said late Wednesday afternoon. In its 5 p.m. bulletin, PAGASA said at 4 p.m., Gorio was located 325 km northwest of Itbayat, Batanes, and moving west northwestward at 25 km/h. It has maximum sustained winds of 140 km/h and gustiness of up to 230 km/h. 'On the forecast track, Gorio will continue to move generally west northwestward for the entirety of the forecast period,' PAGASA said. 'Gorio is forecast to continue to weaken as it interacts with the terrain of Taiwan and mainland China,' it added. Weather forecast The typhoon will bring cloudy skies with scattered rains and thunderstorms over Batanes, Ilocos Norte, Apayao, and Cagayan. The Southwest Monsoon will affect the weather conditions in MIMAROPA, Bicol Region, Visayas, Zamboanga Peninsula, BARMM, Northern Mindanao, CARAGA, Sultan Kudarat, Sarangani, and Davao Oriental. Moderate to at times heavy rains may cause flash floods or landslides. Meanwhile, Metro Manila and the rest of the country will experience partly cloudy to cloudy skies with isolated rain showers or thunderstorms due to localized thunderstorms. Severe thunderstorms may trigger flash floods or landslides. Winds will be moderate to strong, while coastal waters will be moderate to rough in extreme Northern Luzon. The rest of Luzon will experience moderate wind and coastal water conditions. Winds will be light to moderate, while coastal waters will be slight to moderate in Visayas and Mindanao. Signal No. 2 up in Itbayat as Typhoon Gorio nears Taiwan
Tropical Cyclone Wind Signal No. 2 has been raised over Itbayat, Batanes while the rest of Batanes remains under Signal No. 1 as Typhoon Gorio further intensified and moved closer to Taiwan, PAGASA said Wednesday. In its 11 a.m. bulletin, PAGASA said Gorio is expected to make landfall over the eastern coast of southern Taiwan this morning before exiting the Philippine Area of Responsibility (PAR) by late afternoon or evening. Signal No. 2 warns of minor to moderate impacts from gale-force winds, while areas under Signal No. 1 may experience minimal to minor impacts from strong winds. PAGASA noted that winds could be slightly stronger in coastal and upland areas exposed to the prevailing wind direction. As of 10 a.m., the typhoon was moving west-northwestward with maximum sustained winds of 120 kilometers per hour and gustiness of up to 150 kph. PAGASA said Gorio will likely remain a typhoon before making landfall in Taiwan and then gradually weaken as it moves inland. Southwest monsoon effects The enhanced Southwest Monsoon will continue to bring strong to gale-force gusts today over the Babuyan Islands, the northern portion of mainland Cagayan, the eastern portion of Isabela, and the northern portion of Ilocos Norte. While no storm surge warning has been issued, PAGASA said high waves near the coast may increase the risk of coastal flooding. Hazardous sea conditions A gale warning remains in effect over the seaboard of Extreme Northern Luzon. Very rough seas reaching up to 8.5 meters are expected over the seaboards of Batanes, making sea travel risky for all vessels. PAGASA urged all mariners to stay in port or seek shelter until conditions improve. Rough seas of up to 3.5 meters will persist over the northern and eastern seaboards of the Babuyan Islands, while moderate seas of up to 2.0 to 2.5 meters are expected in other coastal waters of Cagayan, Isabela, Aurora, and parts of Babuyan Islands. —VAL, GMA Integrated News
