ADFD signs first financing agreement with Laos for Dhs73.5 million road project

Abu Dhabi Fund for Development (ADFD) has signed a financing agreement with the Government of Lao People's Democratic Republic to support the development of the Southern National Road 13, with a fund of Dhs73.5 million (US$20 million).
The project aims to strengthen Laos' transportation infrastructure by enhancing road quality and improving traffic safety. Thereby, supporting the nation's economic growth while promoting environmental sustainability, and enhancing internal and cross-border connectivity.
The agreement was signed virtually by Mohammed Saif Al Suwaidi, Director-General of ADFD, and Phouvong Kittavong, Deputy Minister of Finance of Lao People's Democratic Republic, in the presence of senior officials and representatives from both parties.
Al Suwaidi said, 'This agreement reinforces the fund's ongoing commitment to supporting development initiatives in emerging economies through financing strategic projects that contribute to social stability and enhance quality of life.'
He added that this project, a crucial initiative within Laos' infrastructure sector, marks a significant step in expanding ADFD's multilateral partnerships and fostering regional integration. Such projects aim to empower communities to help overcome development challenges while pursuing long-term stability and prosperity.
Al Suwaidi further emphasised that through its global partnerships, ADFD remains committed to adopt a development-driven approach, prioritising sustainable and high-impact financing across key sectors including transportation, energy, water, and healthcare. These efforts enhance partner countries' capacities to implement their national development plans and deliver lasting socio-economic outcomes.
Kittavong expressed the country's appreciation for the effective partnership with the UAE and ADFD, underscoring the fund's role in supporting in enabling development initiatives. He noted that the Southern National Road 13 project is a strategic initiative that directly benefits citizens by enhancing transport accessibility, improving efficiency, and strengthening both local and regional economic integration.
He further emphasised that the new route plays a key role in supporting the development of the agricultural sector in Laos by improving farmers' access to markets and reducing transport costs, thereby enhancing food security and increasing household income. He added that the project also supports the enhancement of public services and contributes to providing citizens with sustainable development solutions.
Furthermore, he reaffirmed the country's strong interest in expanding collaborative partnerships with ADFD across additional economic sectors in future phases of development.
The project covers the construction and upgrade of around 50 kilometres of road, including expanding 20 kilometres from two to four lanes with pedestrian sidewalks, and upgrading another 30 kilometres of existing roadway. It also includes traffic safety enhancements, measures to ease congestion, improved stormwater drainage, the installation of two truck weigh stations, and support for technical capacity-building initiatives.
The road is expected to benefit over 48,000 households each year, positively impacting more than 255,000 individuals. It aims to advance economic activity, enhance access to essential services and markets, reduce travel time, and lower transportation costs.

I'm grateful to the Aig-Imoukhuede Foundation for partnering with us to advance this important project'. The Minister highlighted how the NWDS ties into the Ministry's broader vision to deliver inclusive, efficient, and transparent digital services to citizens. Stating further that under his leadership, the Ministry has launched several initiatives, including the 3 Million Technical Talent (3MTT) programme, which is helping young Nigerians gain key digital skills. He said other efforts include expanding broadband coverage, developing AI and digital public infrastructure strategies, and working with global partners to position Nigeria as a leader in the digital space. On his Part, Aigboje Aig-Imoukhuede,, Chairman of the Foundation, stated that ''the introduction of a national standard for government websites is a bold and necessary step. It says to every Nigerian, we are one government, working together to serve you better. A standardized approach will ensure our websites are not only aesthetically aligned, but also functional, accessible, and user-centric, meeting the diverse needs of Nigerians at home and abroad.' The Aig-Imoukhuede Foundation's involvement in the NWDS Project builds on its ongoing efforts to advance digital adoption in Nigeria's public sector. The Foundation played a key role in the digitalization of the Office of the Head of the Civil Service of the Federation, a groundbreaking initiative that has encouraged many other Ministries, Departments, and Agencies to begin their own digital transformation journeys. This growing momentum has been further strengthened through the Foundation's signing of Memorandums of Understanding (MOUs) with the Federal Ministry of Justice, the Federal Ministry of Industry, Trade and Investment, and the Federal Civil Service Commission, aimed at expanding and deepening digitalization across the public service. AMMAN — The Central Bank of Jordan's (CBJ) annual report of the National Payments System revealed a 14.4 per cent increase in public debt servicing last year compared with 2023. According to the report, debt servicing reached JD4.8 billion in 2024, compared with JD4.2 billion in 2023, Al Mamlaka TV reported. The report indicated that debt servicing included the payment of interest on public debt issuances reached JD1.1 billion in 2024, compared with JD997 million during 2023, representing an increase of 19.4 per cent. The total value of public debt instruments issued in the market reached some JD5.5 billion in 2024 compared with JD5.2 billion in 2023, marking a 6 per cent increase. The issuances included bonds, sukuk, treasury bills, and other debt instruments, were the increase aimed at meeting government financing needs, according to the report. The Public Debt Management and Open Market Operations System (DEPO/X) is an integrated system under the CBJ for the registration and settlement of government securities. The system aims to enhance the efficiency of trading and settlement processes for government securities. York Space Systems to acquire ATLAS Space Operations

Acquisition will strengthen York's position as a fully integrated space solutions provider for national security and commercial missions. York Space Systems, a US-based defence technology company known for redefining how space-based capabilities are built and operated, has announced its agreement to acquire ATLAS Space Operations. A Ground Software as a Service (GSaaS) provider, ATLAS is expected to significantly enhance York’s software-driven approach to satellite communications and ground systems. With this acquisition, York gains access to a software-led ground architecture designed to streamline satellite operations, eliminate integration barriers, and improve space-to-ground resiliency. The deal is set to accelerate York’s mission of delivering secure, high-performance space systems with greater speed and efficiency. ATLAS will play a critical role in supporting York’s Golden Dome architecture, an advanced defense platform integrating spacecraft, software, and ground operations to offer comprehensive capabilities in contested space environments. ATLAS, which was founded in 2015, will continue to operate independently under its established brand. Its Freedom software platform, which provides cloud-native satellite connectivity through a single API and a global network of more than 50 antennas in over 20 countries, is the only GSaaS solution developed and based in the US. The platform shifts the burden of satellite communications from hardware to software, allowing for real-time tasking, automated scheduling, and cloud delivery of mission data, resulting in a cost-effective, scalable, and flexible solution for both government and commercial clients. Dirk Wallinger, CEO of York, said: 'ATLAS has built one of the most sophisticated and secure ground communications platforms in the industry. This acquisition will enhance York's ability to deliver mission-ready systems on the timelines our customers demand while continuing to support the broader space ecosystem with best-in-class ground solutions.' The Freedom platform enables operators—whether managing a single satellite or a vast constellation—to onboard quickly, stream data to the cloud, and access a global infrastructure without the need for additional physical buildout.
