
Ghaziabad: Over 2,400 flats under RERA rehabilitation clause yet to be completed
GHAZIABAD
: In 2022, when nearly 270 buyers of
Jaypee Greens Kalypso Court
became the first in the country to take over the stuck project and see through its completion under UP-Rera's rehabilitation clause, nearly 2,400 flat owners, whose investment were stuck in six stalled projects in Ghaziabad had hoped for reprieve from the real estate regulator too.
But over the years, none of the 2,491 flats in
Antriksh Sanskriti
, La
Casa Ansal Aquapolis
,
Utopia Estate
, ASG Apple 7 and Spring View Heights along national highway 9 and Vasundhara Grand in Atal Chowk have been handed over. The projects were brought under the Rera Act in 2021.
Ashish Kumar, who is waiting for his flat in Antriksh Sanskriti for a decade, said, "None of the flats in our society has been delivered in all these years forcing us to pay home loan EMIs and rents."
The developer began construction of the project in 2015 and was to complete it by July 2022.
Under Section 8 of UP Rera Act, a project whose registrations is revoked—if a promoter has violated the terms and conditions of the registration or committed irregularities—can be brought under the rehabilitation clause, if the builder and at least 50% of the homebuyers approach the real estate regulator with a rehabilitation plan. Once it is brought in, the authority constitutes project advisory and monitoring committees to oversee the development work.
Though taking away a stuck project from the developer and handing it over to others for completion seems to be a quick fix but the success of the model has been tepid.
Real estate and legal experts told TOI that for the model to be successful, it is important for homebuyers to be united in the cause of completing the project. In case of Kalypso Court, homebuyers' association, the builder and UP-Rera were on the same page, they said.
"But in most of the six other stalled projects, there were differences between the two parties. In such cases, the Act alone cannot come to the rescue, which explains the delay," real estate lawyer Rajiv Ranjan Raj said.
An official from UP Rera said paucity of funds was also among the major impediments delaying the completion of the projects. "In many cases, developers, who take up projects under the Act, don't find it lucrative or economically viable as the cost of completing the construction cannot be recovered from the sale of unsold units. In some cases, homebuyers have not cleared their dues," the official said.
According to Rera data, 985 in Antriksh Sanskriti, 660 in Spring View Heights, 320 in Vasundhara Grand, 192 units in La Casa Ansal Aquapolis, 184 in Utopia Estate and 150 in Apple 7 are to be completed under Rera guidance.

Have issued norms to monitor use of loan money by builders: RBI to SC
NEW DELHI: As many banks and financial institutions have come under scanner for harassing homebuyers in connivance with real estate companies particularly in case of subvention plan and facing Central Bureau of Investigation (CBI) probe on direction of the Supreme Court, banking regulator RBI has virtually shrugged off its responsibility and told SC that it has over the years issued various guidelines and circulars to monitor use of loan amount by developers to prevent misuse and siphoning of funds. It also said that it had directed banks not to resort to intimidation or harassment of any kind for recovery of loan amounts from buyers. Under the subvention scheme, banks disburse the sanctioned amount directly to the the builders, who then have to pay EMIs on the sanctioned loan amount, until possession of the flats is handed over to homebuyers. As many builders did not complete construction and started defaulting in paying the EMIs to the banks as per the Tripartite Agreement, the banks started action against the buyers to recover the EMIs and it is the SC which came to their rescue by ordering a probe into the alleged 'unholy' nexus of builders and banks. In an affidavit filed in the apex court, RBI referred to various directions and guidelines issued by it from time to time and said, "RBI has performed its duty in discharge of its statutory obligations under the various statutes, including those under the BR (Banking Regulation) Act." The regulator said it had way back in 2015 taken cognisance of the practices such as Subvention Schemes and had issued guidelines as per which disbursal of housing loans sanctioned to individuals should be closely linked to the stages of construction of the housing project and upfront disbursal should not be made in cases of incomplete or under-construction housing projects. In a relief to many homebuyers who booked flats under subvention plan and have not got possession of their flats because of inordinate delay by developers, SC had in July last year directed that no coercive action could be taken against them by banks or builders regarding payment of EMI and no complaint shall be entertained against them for cheque bounce cases. Seeking intervention, hundreds of homebuyers had moved the SC against banks and builders.

Tanya Dubash buys ₹225 crore duplex at Worli sea face
Mumbai: Tanya Dubash, executive director and chief brand officer of the Godrej Group, has purchased a sea-facing duplex apartment in Worli for ₹225.76 crore through a real estate firm. The apartment is located in the upcoming luxury residential tower Naman Xana, being developed by Shree Naman Group along the Worli Sea Face. The project is slated for completion in 2027. The transaction was carried out through Shaula Real Estates Pvt Ltd, where Dubash and Clement Pinto are listed as directors. The duplex spans the 30th and 31st floors of the under-construction high-rise. According to documents accessed via property portal Square Yards, the per square foot rate works out to ₹1.97 lakh on the built-up area and ₹2.45 lakh on the carpet area. The apartment has a total built-up area of 11,485 sq ft, including a 1,227 sq ft balcony, and a carpet area of 9,214 sq ft. The deal also includes six car parking slots. A stamp duty of ₹13.55 crore was paid, and the sale was registered on May 26. Dubash is the daughter of Adi Godrej, chairman of the Godrej Group. The transaction is part of a growing trend of ultra-luxury real estate acquisitions in south Mumbai. Just two days after Dubash's purchase, Leena Gandhi Tewari, chairperson of pharmaceutical major USV, bought two duplex apartments in the same project for a combined ₹639 crore. That deal set a record price of ₹2.83 lakh per sq ft, based on RERA carpet area. Earlier in March, Pirojsha Adi Godrej, chairman of Godrej Properties, and his cousin Freyan Crishna Bieri acquired four apartments in Godrej Carmichael, a project by Godrej Properties. That transaction, made through Ceres Developers, totalled ₹290.59 crore, with a per sq ft price of ₹1.78 lakh. Clement George Pinto, the CFO of Godrej Industries, is also a director in Ceres Developers.

Transport dept nets over 13% growth in revenue over last fiscal year
Lucknow: The transport department of UP recorded an increase of over Rs 240 crore revenue in the first two months of the current financial year. During April-May 2025, the department collected a total of Rs 2,083.6 crore in revenue, compared to Rs 1,842.1 crore in the same period last year — a gain of Rs 241.5 crore, marking a 13.1% increase. Tired of too many ads? go ad free now In May 2025 alone, revenue stood at Rs 1,040.5 crore, which is around Rs 128 crore more than May 2024 — a 14% increase. In May 2025, 3,62,134 non-transport vehicles were registered compared to 2,92,331 in May 2024 — an increase of 69,803 vehicles, or 23.9%. Two-wheeler registrations rose by 26.9% (an increase of 67,225 vehicles). In May 2025, 40,311 transport vehicles were registered, compared to 36,686 in May 2024 — an increase of 3,625 vehicles, or over 9.9%. The e-cart segment recorded an exceptional 65.1% growth (from 2,381 to 3,932). Furthermore, 50,626 electric vehicles were registered in Apr-May 2025, indicating an estimated 35% growth over the previous year. Major contributors include e-rickshaws (23,277), two-wheelers (10,845) and passenger three-wheelers (7,745). Additionally, 3,664 electric cars were registered in just two months — a rise of approximately 11.8%. The total number of on-road vehicles in the state increased from 4.9 crore in Mar 2025 to over 5 crore by May 31, 2025, adding over 7 lakh vehicles in just two months. This represents a 1.6% growth in Apr-May alone, with the annual growth rate projected to exceed 9% by year-end. Transport commissioner Brajesh Narain Singh said, "The department is steadily progressing in revenue growth, service quality and public satisfaction. Other positive indicators include over 90% of tax and vehicle-related revenue being collected through online platforms, reflecting strong digital adoption and transparency. Driving licence fee collections for May alone stood at Rs 29.5 crore, confirming that licensing services have become faster and more automated, officials said.
