GEORGE TOWN: Perbadanan Bekalan Air Pulau Pinang Sdn Bhd (PBAPP) has unveiled its inaugural RM5 billion Islamic Medium-Term Notes (IMTN) Programme to enhance water infrastructure and long-term supply stability in Penang. The sukuk, structured under the Shariah-compliant Sukuk Wakalah model, aligns with PBAPP's newly launched Sustainable Finance Framework.
Chief Minister Chow Kon Yeow, who chairs PBAPP, stated that the sukuk issuance will provide long-term capital for critical water projects while adhering to sustainable and Islamic financing principles. He highlighted that the programme received a AAA/Stable credit rating from RAM Rating Services Bhd, with the framework earning a Gold Sustainable Finance Rating from RAV Sustainability Sdn Bhd.
United Overseas Bank (UOB) Malaysia and Maybank Investment Bank Bhd (Maybank IB) are the joint principal advisers and lead managers for the sukuk. Maybank IB also acts as the sole sustainability structuring adviser.
Proceeds will fund PBAPP's Water Contingency Plan 2030, operational costs, refinancing, and eligible green initiatives. PBAPP is the first Penang state-linked agency to adopt both a sukuk programme and a Sustainable Finance Framework.
UOB Malaysia's Andy Cheah emphasised the role of banks in mobilising sustainable financing, while Maybank IB's Michael Oh-Lau noted Malaysia's robust debt capital market, with over RM120 billion in annual private debt issuances. - Bernama

KUALA LUMPUR: The size of the Islamic finance industry in ASEAN is expected to cross US$1 trillion by end-2026, after reaching nearly US$950 billion at the end of the first half of this year (1H2025). Credit ratings agency, Fitch Ratings (Fitch) said the industry's growth will continue to be led by Malaysia, Indonesia and Brunei due to their large Muslim populations, supportive regulations, access to sukuk, and potentially improving ties with Gulf Cooperation Council countries. "Malaysia is ASEAN's largest Islamic banking market, with about US$300 billion in assets, and Islamic financing representing 42 per cent of total system financing at end-1H2025,' the agency said in a statement. It added that Malaysia led ASEAN's Islamic funds segment, with assets under management (AUM) exceeding US$50 billion in the first four months of 2025 (4M2025), reflecting an established Islamic finance ecosystem, mature regulatory environment, strong demand and diverse Shariah-compliant products. As for Indonesia, its Islamic banking assets stood at US$56 billion in 4M2025, accounting for seven per cent of the banking sector's total. Brunei's Islamic banks held nearly US$10 billion in assets or 63 per cent of total banking assets at end-2024, while the Philippines' only Islamic bank's assets stood at about US$20 million. Indonesia's and Brunei's Islamic fund markets are smaller, with AUM of US$3 billion and US$500 million, respectively. Fitch Ratings also highlighted that Islamic finance demand in ASEAN is fragmented, with limited presence in Singapore, the Philippines and Thailand, and remains undeveloped in Vietnam, Laos, Cambodia and Myanmar due to their small Muslim populations and lack of regulatory frameworks. "More interconnected ASEAN financial systems could support penetration,' it said. The agency said that sukuk outstanding in ASEAN reached US$475 billion or 16 per cent of the debt capital market (DCM) at end-1H2025, with Malaysia and Indonesia contributing almost all issuance, accounting for 47 per cent of the global sukuk market. Sukuk outstanding accounts for 59 per cent of Malaysia's DCM, and 18 per cent of Indonesia's DCM, while environmental, social and governance (ESG) sukuk are also concentrated in these two countries. It added that the Singapore Exchange is the sixth-largest dollar sukuk listing venue globally, and highlighted that the Philippines' sukuk outstanding remained flat since its 2023 sovereign debut, while Brunei's are mainly short-term and sovereign. No sukuk has been issued in other ASEAN countries. On takaful, Fitch Ratings said Malaysia, Indonesia and Brunei have the most established takaful markets in ASEAN. General takaful represented 21 per cent of Malaysia's general insurance market in the first quarter of 2025, while family takaful held a 39 per cent share at end-2024. "Indonesia's takaful sector contributed 8.4 per cent of total insurance premiums in 4M2025, while Brunei's share was 47.8 per cent at end-2024. SIBU (Aug 14): The Commercial Vehicle Licensing Board (CVLB) Sarawak plans to enforce the mandatory installation of Global Positioning System (GPS) devices and electronic ticketing machines (ETMs) on all stage buses. CVLB Sarawak chairman Michael Kong said this technological upgrade is essential for improving data collection, such as ridership statistics, which will directly inform and enhance route planning and service optimisation. 'Historically, the lack of data has limited our ability to assess and adjust routes effectively. Through this initiative, CVLB Sarawak aims to make data-driven decisions that will lead to better public transport services throughout Sarawak. 'We fully recognise the financial implications of these upgrades. To ease this burden, CVLB Sarawak has agreed to utilise the annual RM5 million 'Dana Bantuan Sementara Pengusaha Bas Berhenti-Henti' fund to subsidise the cost of implementing these technologies,' Kong said in a statement today. The statement was issued following dialogues with key players in the public transport sector, namely taxi operators and stage bus operators from the central region, including Sibu, Sarikei, and Kapit held in Sibu yesterday. During the dialogue session with the taxi industry, Kong said CVLB Sarawak reiterated that it is a mandatory requirement for all taxis to use meters for fare calculation. 'Unfortunately, compliance has remained an issue in the past, and we are taking steps to address this more effectively,' he added. To support this effort, Kong said CVLB Sarawak has introduced a new initiative whereby e-hailing operators have agreed to incorporate taxi meter functions directly into their mobile applications. 'This approach provides taxi operators with a more cost-effective alternative to traditional physical meters. With pricing transparency and improved accessibility, we hope to restore public confidence in taxi services. 'This is especially important considering next year will be Visit Malaysia 2026, as we all try to promote Malaysia as a top tourist destination.' Kong said while some operators initially voiced concerns, CVLB Sarawak is heartened by the general openness and constructive feedback received. Kong assured that CVLB Sarawak will continue to play a facilitative role by arranging dialogues between taxi operators and e-hailing operators like Grab Malaysia, enabling taxi operators to make informed decisions about which platform or system best suits their needs. He added that CVLB Sarawak remains committed to continuous engagement with the public and transport operators. 'Our goal is to listen, collaborate, and implement reforms that modernise the industry while ensuring it remains accessible and efficient for all,' said Kong.

BUSINESS KUALA LUMPUR, Aug 14 (Bernama) -- Maybank Investment Bank Bhd (Maybank IB) expects MR D.I.Y. Group (M) Bhd's outlook to remain positive with expectations for earnings tailwinds from the appreciation in the ringgit versus the yuan. This is also due the potential for further margin accretion from lower product cost if the United States-China trade tensions escalate, and the company benefitting from consumer down-trading. 'We believe that MR D.I.Y. also has more breathing room to undertake added product promotions to boost sales volume if it manages to negotiate for better product prices with its Chinese suppliers,' it said. Maybank IB also expects MR D.I.Y. to ramp up store openings in the second half of 2025 (2H 2025) to meet its financial year 2025 (FY2025) new store opening target of 190 stores, particularly in East Malaysia and KKV stores. 'Separately, MR D.I.Y. only has about 20 stores equipped with SARA/MyKasih terminals as at end-August 2025. 'We understand that the management is still evaluating whether this adds to overall sales volume and store footfall before aggressively adding cash aid touchpoints to its store network,' it added. Therefore, the investment bank made no changes to the company's earnings estimates while maintaining a 'Buy' rating with an unchanged target price (TP) of RM1.85 per share. Meanwhile, CGS International Securities Malaysia Sdn Bhd believes that MR D.I.Y.'s same-store sales growth is forecast to return to positive in 2H 2025 as better consumer sentiment from higher disposable income measures should help lift sales and amplified by year-on-year growth due to the low base effect in 2H 2024. 'We retain our 'Add' call with TP of RM2.09 per share,' it said.
