
Households living near new pylons could get £250 a year off bills for a decade
The Government says around twice as much new transmission network infrastructure will be needed by 2030 as has been built in the past decade.
But building new pylons and cables through the British countryside has faced a backlash, with homeowners and campaigners concerned about the visual impact and disruption to local areas and beauty spots.
The Government has pledged to deliver clean energy by 2030, as part of efforts to boost the economy, cut climate emissions and reduce Britain's exposure to volatile fossil fuel prices.
It hopes cash benefits to local people will reduce opposition and planning delays to the infrastructure needed to deliver the clean energy plans.
The launch of the consultation comes alongside reforms which place new obligations on energy companies to improve smart meters, and improving connectivity across Scotland and northern England including rolling out 4G services to allow more households to benefit from getting meters installed.
The Department of Energy Security and Net Zero is launching a consultation into proposals included in the Planning and Infrastructure Bill to provide payments to households affected by the new developments.
Households within 500 metres (a third of a mile) of new or upgraded electricity transmission infrastructure could receive a discount of up to £250 via their electricity bill every year for 10 years, totalling £2,500.
The discounts, which would be assigned to the home, and applied to the occupant, could be provided in instalments of £125 every six months.
Minister for energy consumers Miatta Fahnbulleh said: 'As we build the infrastructure we need to deliver homegrown, affordable energy, communities must be given a stake.
'That is why we are teaming up with communities hosting new pylons to ensure they receive direct, tangible benefits.
'We are on the side of those who want Britain to get back to what it does best: building for the future, driving innovation and putting communities first.'
Labour also accused opposition parties of backing higher energy bills by demanding cables be buried underground rather than attached to pylons.
Describing this as 'ideological opposition' to pylons, the party pointed to analysis from the National Energy System Operator suggesting it would cost billions more and could raise household bills by up to £850.
A Labour spokesperson said: 'Ideological opposition to vital energy infrastructure projects holds back our economy and pushes bills higher. Yet that is what Reform, the Tories, Lib Dems and Greens are doing when they oppose the infrastructure needed to get energy into people's homes and businesses.'
Shadow energy minister Andrew Bowie said it was 'right that communities get some payback for pylons – with this scheme following initiatives started by the last Conservative government'.
But he added that the public should 'be in no doubt' that more communities would see pylons built nearby 'as a consequence of Labour's net zero by 2050 zealotry'.
Mr Bowie said the Government was now having to 'scramble to try and build the infrastructure needed to support their mad green projects' and urged more investment in nuclear power rather than solar.
Proposals to improve smart meters from Ofgem, which are set to be introduced next year, include requirements to cut times for installation appointments and to fix meters that have stopped working in smart mode within 90 days – or provide consumers with automatic compensation.
Officials said the measures would help households get lower bills through better management of their energy use and access to more flexible tariffs, such as paying less to use power off-peak or benefiting from free electricity offers when excess power is available on the grid.
Charlotte Friel, director of retail pricing and systems at Ofgem, said: 'Millions of consumers rely on their smart meter every day for accurate billing, cheaper tariffs, automatic meter readings and real-time data to help keep track of spending.
'But we know many customers that want a smart meter wait too long to get one installed or face delays on repairs when it stops working – this needs to change.
'These new rules are about setting clear expectations of suppliers, incentivising them to boost smart meter standards, and protecting consumers from poor service if things go wrong.'

Newly qualified doctors face ‘recurring cycle of debt', BMA warns
Students from poorer backgrounds are hit hardest, the union claims, as it calls on the Government to address the funding gap and make a career in medicine accessible to people from as many backgrounds as possible. Students in their final undergraduate year, along with those in the later years of a post-graduate medical degree, get a reduced student loan alongside an NHS bursary. This leads to a £3,674 drop in funding on average, according to the BMA. Sophie Mitchell, deputy co-chair (finance) of the BMA's medical students' committee, told the PA news agency: 'A lot of people are using these loans in previous years to either pay their rent and to live off. 'Losing out on a significant portion of that is meaning that students are struggling. 'We've got people maxing out overdrafts, we've got people maxing out credit cards. 'We've got people going into very significant debt just to actually finish this degree.' The average medical student faces 12 months of this reduced funding. However, some post-graduate students, along with those on six-year degree programmes, face up to three years, Ms Mitchell said. Some are them are also faced with relocation expenses ahead of starting their first job in the NHS. 'The issue with that is most academic years or final years start in around the middle of August,' Ms Mitchell said. 'You are then having this reduced rate of funding until you then get paid at the end of August the following year. 'I know that a lot of my colleagues have had to get loans to pay their rent, or they've had to get credit agreements so that they can pay their rent. 'Also then having to relocate to a new place where you're getting this reduced rate of funding has been a struggle for a lot of people. 'A lot of my friends were already graduating, maxing out their overdrafts, and then they've had to get overdraft extensions to help them live until they get paid at the end of August. 'It's creating this recurrent cycle of debt that people are really struggling to get out of until that first paycheck.' Ms Mitchell said she knows of new graduates stewarding football matches or taking zero hours bar work to get by. She added: 'We have people working behind bars. 'We have people stewarding. 'One of my friends is actually working for Uber at the moment, because it was the only work that she could get that meant that she could get some employment in the area that she's in.' Ms Mitchell is heading the BMA's Fix Our Finance campaign alongside co-chair Henry Budden. 'Quite a common thing that we've heard about the campaign is 'every student gets a job, why are you guys complaining so much?',' she told PA. 'But I think what people maybe aren't so aware of is actually how intense our course is. 'You're training for that role that you're about to start. 'You're in hospital Monday to Friday, nine to five. 'Some universities make their students do night shifts. 'Some universities make their students also do weekends on top of this. 'And then on top of that placement, where you're learning to be a doctor, you're also having to revise for your exams.' The BMA is calling on the Government to ensure medical students receive full student finance maintenance for the entirety of their course. The union claims this would cost the Treasury £24 million and just 0.12% of Student Finance England annual lending. Ms Mitchell and Mr Budden warned the 'situation isn't sustainable' and 'does nothing to help those from poorer backgrounds or improve participation in medicine'. 'Medicine is longer than many other degrees for good reason; because we want to ensure doctors working in the NHS have the best possible training,' they added. 'It is only right then that they should receive the appropriate funding to see them through the entirety of their course.' A Government spokesperson said: 'NHS bursary grants were uplifted from last September for the first time since 2015 and will increase again by forecast inflation this year, but we know there is more to do to support future NHS doctors. 'The 10-Year Health Plan explicitly acknowledges that the cost of studying medicine is a barrier for working-class students. 'We are determined to break down these barriers and ensure the NHS workforce reflects the communities it serves, which is why we're exploring options to improve financial support to students from the lowest socio-economic background so that they are able to thrive at medical school.'

More electric cars eligible for new Government grants
Drivers can save £1,500 with the purchase of certain Nissan, Renault and Vauxhall models, the Department for Transport (DfT) said. The discount will be automatically applied at the point of sale. This comes after four Citroen cars were announced as the first grant-eligible models on Tuesday. More models are expected to be approved in the coming weeks as manufacturers' applications are assessed against sustainability standards. The new £650 million electric car grant scheme enables motorists purchasing some new electric cars costing up to £37,000 to save either £1,500 or £3,750, depending on the vehicle's green credentials. All models announced so far are eligible for grants of £1,500. Transport Secretary Heidi Alexander said: 'With discounts on 17 car models announced this week alone, we're delivering on our promise to make it easier and cheaper for families to go electric. 'This is about backing drivers, putting money back into people's pockets and creating the jobs and growth that will drive Britain forward.' The DfT has previously said many drivers cite upfront costs as a 'key barrier' to buying an EV and the grant will bring down prices so they 'more closely match their petrol and diesel counterparts'. However, shadow transport secretary Richard Holden said: 'Labour ministers' decision to hand £650 million of taxpayers' money to foreign car companies, for cars made in foreign countries, is deranged. 'This latest mess with a confused rollout and botched incentives is only making things worse. 'Labour has put ideological obsession ahead of hard pressed taxpayers, who are staring down the barrel of billions in tax rises to come after Labour's disastrous massive tax hike budget last year that has already seen over 100,000 people join the dole queue. 'Labour's heavy-handed meddling is damaging confidence, placing British jobs at risk, and putting the brakes on competition. 'Consumers and the market should be trusted to drive the transition to cleaner technologies, not this clueless Government.' RAC head of policy Simon Williams said: 'Another wave of cars qualifying for the Government's revamped electric car grant is yet more welcome news. 'It's also very positive to see other manufacturers that don't meet the grant's green production targets lowering their prices. 'Those looking to make the switch now have a wider choice of better-value vehicles than ever before. This can only help speed up the transition to electric motoring.' Online vehicle marketplace Auto Trader said it has seen a spike in interest for electric cars since the grant was announced, with interest in some brands trebling. James Taylor, managing director of Nissan Motor GB, said the announcement that its models will be eligible is 'an exciting step in the UK's electrification journey'. Steve Catlin, his counterpart at Vauxhall, said the manufacturer has been 'committed to electrifying Britain for years'. Under the Government's zero emission vehicle (Zev) mandate, at least 28% of new cars sold by each manufacturer in the UK this year must be zero emission, which generally means pure electric. Across all manufacturers, the figure during the first half of the year was 21.6%. Colin Walker, head of transport at the Energy and Climate Intelligence Unit think tank, warned that the impact of the electric car grant scheme could be 'undermined' by recent changes to the Zev mandate which mean it will be easier for manufacturers who do not meet the targets to avoid fines. He added that this risks 'driving down EV sales'. The Government has pledged to ban the sale of new fully petrol and diesel cars and vans from 2030. Hundreds arrested in week-long crackdown on suspected illegal working
A total of 1,780 people were stopped and spoken to at locations across the UK over suspected illegal working activity between July 20 and 27. Some 280 were arrested as a result, in areas including Hillingdon in north-west London, Dumfries in Scotland, and Birmingham, the Home Office said. Some 89 of those have been detained pending removal from the country and 53 are now having their asylum support reviewed, which the Government said could result in their support being suspended or withdrawn. The Home Office described the operation as a 'nationwide intensification week' targeting illegal working hotspots, with a focus on the gig economy and people working as delivery riders. Immigration enforcement teams will receive £5 million from the £100 million in funding already announced for border security, aimed at increasing visits by officers in these areas over the coming months, it said. Border security minister Dame Angela Eagle said: 'Illegal working undermines our border security and we're cracking down hard on it. 'That's why we have intensified our enforcement activity right across the UK to crack down on those who think they can evade immigration and employment laws in the UK. ' As well as the arrests, 51 businesses including car washes and restaurants were issued with penalty notices that could see them handed hefty fines if they are found to have hired people without the right to work in the UK. Eddy Montgomery, enforcement director at the Home Office, said officers were taking action 'around the clock' against 'those who think they can get away with working illegally'. Asylum seekers in the UK are normally barred from work while their claim is being processed, though permission can be applied for after a year of waiting. Officials had indicated there would be an increase in work to target areas of suspected activity, as ministers hope to tackle the 'pull factors' attracting migrants to the UK. It comes after the Government announced it would share information about asylum hotel locations with food delivery firms in a bid to disrupt such hotspots. Shadow home secretary Chris Philp said the Conservatives wanted to strip asylum seekers of their status and deport them, if they work illegally, and claimed 'this story has only happened' because he 'exposed what Labour refused to see'. He described one hotel housing asylum seekers as a 'black-market, courier hub in plain sight', referring to food delivery riders he had seen allegedly operating out of the site without permission. 'Labour are now boasting about arrests, but we know they are too scared to actually deport anyone,' Mr Philp continued. 'People breaking the law are still being put up in hotels and handed benefits. 'It's a racket and Labour are letting it run.' Deliveroo, Uber Eats and Just Eat have said they will ramp up facial verification and fraud checks over the coming months to prevent people working as riders without permission.
