MUSCAT: In today's space race, it's the lean and adaptive — not the legacy giants — who are setting the pace. As private space companies push the boundaries of propulsion systems, small satellite tech and reusable launch vehicles, they're increasingly on the lookout for launch partners that offer more than just real estate. One of the newest — and most surprising — answers to that call is Oman.
Etlaq Spaceport, located near the coastal city of the Wilayat of Al Duqm, Al Wusta Governorate, is gaining attention from space startups across the globe. Not because it's the biggest, but because it's fast, flexible and surprisingly accessible.
Backed by Oman's National Aerospace Services Company (NASCOM), the spaceport has quickly positioned itself as a responsive, startup-friendly gateway — an emerging alternative to heavily booked and bureaucratically burdened launch complexes.
Stellar Kinetics has chosen Etlaq for the maiden launch of its Kea-1 vehicle. 'The upcoming mission will be the inaugural launch of the Kea-1 vehicle, offering a unique opportunity to test orbital class systems such as stage separation mechanisms and active guidance under unprecedented timelines,' stated a company representative. Their mission is part of the Duqm-2 suborbital flight scheduled this year.
Stellar Kinetics is part of a growing shift in the new-space economy, where iterative testing, agile development and hardware validation happen quickly — and repeatedly. Traditional launch sites can involve long wait times, complex onboarding and rigid launch windows. For smaller companies trying to keep pace with tight funding milestones and evolving designs, those delays can be deal-breakers.
Etlaq's agile structure is built to answer that need. Through its Genesis Programme, the spaceport enables launch service providers to move from planning to liftoff in as little as 14 weeks. This type of responsive launch cadence is rare in a market dominated by legacy infrastructure.

Beyond timeline acceleration, startups are drawn to Etlaq's partnership mindset. For startups that don't have the scale or capital of larger aerospace firms, this degree of access and flexibility is a game-changer.
Even research payloads are finding opportunities in Oman. Onboard Duqm-2 will be two international experiments from the UK's university-led JUPITER programme and Taiwan's SIGHT Space. The teams are sending a compact CubeSat and an even smaller PocketQube to conduct microgravity experiments and onboard systems validation — objectives that are often delayed, deprioritised and prohibitively expensive in larger missions elsewhere.
Oman's location, near the equator with direct ocean overflight zones, gives technical advantages for a wide range of orbits. But more importantly for these startups, the country is building a framework that supports innovation: clear regulatory pathways, public-private collaboration and an openness to emerging technologies.
While Oman's space programme is still in its early stages, its engagement with foreign startups is already shaping a reputation: not as a competitor to the world's spacefaring superpowers, but as a strategic enabler for the next generation of launch providers.

The full satellite, expected to deliver advanced broadband capacity, is targeted for launch in 2028. The decision by the International Telecommunication Union (ITU) to grant Oman this extension represents a major step forward for the Sultanate of Oman, which has faced multiple delays in executing its national satellite communications programme. The orbital slot is considered highly strategic, offering coverage across large parts of the Middle East, South Asia, and Central Asia—regions with growing demand for satellite-based broadband, broadcasting, and data services. Oman's satellite ambitions have been in development since at least 2018, centred on its Omansat-1 telecommunications satellite project. However, due to a series of setbacks—including procurement delays and missed regulatory milestones—the country risked losing its claim to the 73.5° East orbital position under ITU's 'use-it-or-lose-it' policy. In October 2024, Oman issued a public tender for a temporary satellite to maintain the slot while working toward a long-term solution. According to a report by Space Intel Report, the ITU's Radio Regulations Board reviewed Oman's case and agreed to the country's roadmap, granting it a deadline of December 31, 2025 to launch the interim satellite. Oman also committed to contracting a full Ka-band HTS satellite by the end of 2025, with a 2028 launch deadline. Despite limited progress in earlier years, the report notes that Oman was able to retain the slot through timely regulatory commitments and credible plans. The announcement builds on Oman's recent achievements in space. In November 2024, the country successfully launched OL-1, its first AI-powered Earth observation satellite, into low-Earth orbit. Developed by Oman Lens, in partnership with Star Vision Aerospace and Mars Development & Investment Company, OL-1 provides real-time, high-resolution imaging for land use planning, infrastructure monitoring, and environmental assessments. To reinforce its position, Oman issued Royal Decree 40/2025, granting OmanSat a Category I licence to develop and operate national satellite communication services. This allows OmanSat to offer fixed satellite broadband to underserved regions and support national digital transformation goals. Oman is working to meet the immediate goal of launching a temporary satellite by the end of 2025 in order to comply with ITU regulations and hold on to the orbital slot. In parallel, the country plans to finalise a contract for the more powerful Ka-band high-throughput satellite within the same year, with the actual launch scheduled for 2028. Together, these milestones are intended to cement Oman's role in the regional space and communications sector, and reflect a growing strategic focus on space as a pillar of economic diversification and national infrastructure development under Oman Vision 2040.

MUSCAT, JULY 31 International ratings agency S&P Global Ratings has assigned a 'BBB-' global scale issuer credit rating and a 'gcAA-' Gulf Cooperation Council (GCC) regional scale rating to OQ SAOC, the wholly government-owned integrated energy group operating under the umbrella of Oman Investment Authority (OIA). This marks the first time OQ Group has received a public rating from S&P. Commenting on the announcement in a post on Thursday, July 31, 2025, the Group stated that the rating affirms 'OQ's position as a national energy leader committed to long-term resilience and value creation.' 'The assessment highlights OQ's strong liquidity position, disciplined capital structure, and key role in supporting Oman's economic diversification and energy transition under Vision 2040,' the company added. S&P said its assessment of OQ's business risk profile reflects its vertically integrated operations across the hydrocarbon value chain, with efforts to diversify and enhance its asset base. In 2024, upstream accounted for 60% of reported EBITDA, downstream 37%, and other segments—including alternative energy, marketing, manufacturing, and corporate functions—3%. The agency noted that most of OQ's assets are located within Oman (rated BBB-/Stable/A-3), benefiting from the country's robust energy infrastructure. This provides feedstock security, particularly for its refining and petrochemical operations. A well-established trading arm supports both upstream and downstream segments by off-taking production and sourcing feedstock, enhancing operational flexibility. OQ's downstream capacity was significantly boosted following the final completion of the 230,000-barrel-per-day Duqm (OQ8) refinery in April 2025. Developed as a 50:50 joint venture with Kuwait Petroleum (Europe), the refinery represents a major strategic milestone for the group. S&P further highlighted OQ's government-backed mandate to promote economic diversification and investment in Oman. Through its subsidiary, OQ Alternative Energy, the company is investing in renewable energy projects, many of which are expected to be developed in partnership with private players, with OQ retaining up to 50% ownership. Final investment decisions on several of these initiatives are expected in 2025 and 2026. Since 2021, OQ has significantly improved its balance sheet, reducing gross debt by over 45%—from RO 5.3 billion to RO 2.9 billion by end-2024. This deleveraging, supported by strong operating cash flows and nearly RO 2 billion in IPO and divestment proceeds over 2022–2024, underpins its robust credit profile, even amid expectations of a weaker market in 2025–2026. S&P expects funds from operations (FFO) to debt to remain solid at 50%–53% in 2025 and 54%–57% in 2026. Despite planned capital expenditure of RO 700–800 million annually in 2025 and 2026, including investments in maintenance and alternative energy projects, OQ is projected to generate positive free operating cash flow (FOCF) of RO 125–175 million in 2025 and RO 150–200 million in 2026. This is supported by its strong liquidity, including RO 3 billion in cash and cash equivalents, largely placed in interest-bearing short-term deposits, the agency noted. OQ maintains a conservative financial policy, targeting net debt to EBITDA of 2.0x–2.5x and keeping Funds from Operations (FFO) to debt above 55%. Annual dividends are set at RO 289 million, with additional payouts dependent on divestment proceeds. Distributions from 2026 onward are expected to remain balanced with performance, leverage, and investment priorities, S&P added.

Abdullah Al Ajmi, CEO of Duqm Refinery, stated that since the first shipment in May 2023, the refinery has maintained a flawless safety record while exporting over 19 million tonnes of refined products to multiple global markets. This success highlights the refinery's operational resilience, efficiency, and accelerated growth driven by strong momentum. In a statement to Oman News Agency (ONA), Al Ajmi emphasized that reaching the 500th shipment milestone demonstrates what can be achieved through vision, collaboration, and operational excellence. He noted that Duqm Refinery has consistently set new benchmarks in operational performance, achieving exceptional loading rates of 130,000 barrels per hour across five simultaneous berths—a testament to the refinery's advanced operational efficiency and precision. The CEO added that the refinery has demonstrated remarkable logistical capabilities, handling 304,388 metric tons of liquefied petroleum gas (LPG) and seamlessly managing vessels of varying sizes, from small tankers to giant LR2-class ships. Additionally, the refinery completed loading operations for petroleum coke shipments, each exceeding 50,000 tons, in under 120 hours per shipment. Al Ajmi pointed out that after more than two years of full-scale operations, nighttime crude oil offloading at Ras Markaz terminal has become an integral part of daily operations, showcasing the refinery's readiness to provide round-the-clock integrated logistics services. He explained that Duqm's export terminal, strategically located outside the Strait of Hormuz, offers a competitive logistical advantage, enabling smooth exports to key destinations spanning East Africa, South Asia, the Gulf of Mexico, and Europe. He affirmed that Duqm Refinery continues to diversify its exports, with plans to expand sulfur shipments as part of its strategy to broaden its product portfolio and flexibly meet global market demands with innovation. Eng. Al Ajmi stressed that this rapid achievement reinforces Duqm Refinery's position as a strategic developmental hub, advancing Oman's industrial ambitions and strengthening global confidence in the Sultanate of Oman as a reliable supply chain partner. The refinery stands as one of the world's most advanced and efficient refineries. It is worth to mention that Duqm Refinery has achieved remarkable growth in a record time, exceeding 110% of its nameplate capacity and increasing production from 230,000 to 255,000 barrels per day.
