Bihar CM Nitish Kumar Offered ‘Topi' At Madrasa Event. This Happens Next
Nitish Kumar refused to wear a topi at the Bihar Madrasa Education Board event in Patna, gave it to Mohd Zama Khan.
Bihar Chief Minister Nitish Kumar on Thursday hit the headlines after a video showing the JDU President refusing to wear a 'topi' (Muslim cap) at a madrasa event in Patna went viral.
The incident took place on Thursday at the centenary celebration of the Bihar Madrasa Education Board in Patna, when the Chief Minister was offered the traditional muslim cap as part of the event's customary gesture.
However, Kumar did not wear it and instead placed it on the head of his party colleague and the state Minority Welfare Minister, Mohd Zama Khan, who wanted to put it on Kumar's head in the first place.

However, the Chief Minister did accept the ceremonial shawl and went on to inaugurate the event from the stage.
While addressing the occasion, Kumar emphasised that his government has undertaken several initiatives for the welfare of the Muslim community. He further assured continued support in the future.
The act assumes significance as it comes in the run-up to assembly elections in Bihar. The 'topi' is associated with Muslims, the community that comprises 18% votes in the state.
Back in 2013, Kumar made a notable statement, suggesting that a leader must be willing to embrace both 'topi" (a traditional Muslim cap) and 'tilak" (a Hindu forehead marking) to govern the country effectively. Although he didn't mention Narendra Modi by name, it was widely understood that his comments were aimed at the then-Gujarat Chief Minister, who had previously declined to wear a skullcap presented by a Muslim cleric
Chaos At The Event
Meanwhile, chaos erupted at the event when a group of teachers protested over salary dues.

During the program, a large number of madrasa teachers and community members attempted to submit applications to the Chief Minister. However, officials initially stopped them, leading to a brief commotion. Observing this, Kumar intervened, asked the officials to allow people to approach him, and personally received the applications.

Bihar CM Nitish sparks controversy after declining to wear traditional ‘topi' at madrasa event
The chief minister, who has long cultivated a secular image, has ruled Bihar for two decades in alliance with the BJP, except for two stints when he partnered with the RJD and other allies as part of the grand alliance. Despite his BJP ties, Nitish has launched several welfare schemes for the minority community, including building boundary walls around graveyards, which helped him secure support from sections of Muslims. During his speech, Nitish drew a contrast with the earlier RJD regime, saying: 'No work was done for Muslim community before 2005.' This is not the first time Nitish has drawn attention with such gestures. On earlier occasions, he has avoided someone garlanding him by taking the garland and putting it back on the person. In 2013, he said: 'To govern a country like India, you have to take everyone along; sometimes you will have to wear 'topi' and sometimes 'tilak' (kabhi topi bhi pehenni padhegi, kabhi tilak bhi lagana padega).' Earlier in the day, a group of madarsa teachers protested outside the venue, alleging they had not received salaries for months. They accused the state government of ignoring the poor condition of madarsas across the state. Tension escalated after Nitish's address, as teachers waved pamphlets and demanded action on salaries and pending commitments.

FIR filed against journalist Abhisar Sharma by Guwahati police
The Guwahati Crime Branch on Thursday (August 21, 2025) registered a First Information Report (FIR) against journalist and YouTuber Abhisar Sharma on the basis of a complaint filed by a local resident alleging that he had uploaded a video ridiculing both the Assam and the Union Governments, a senior police officer said. The FIR invokes Sections 152 (sedition), 196 and 197 of the Bharatiya Nyaya Sanhita, 2023 (BNS). According to the complaint, Mr. Sharma uploaded a video on YouTube accusing Assam Chief Minister Himanta Biswa Sarma of pursuing communal politics. Mr. Sharma also mocked the principle of Ram Rajya and claimed that the Government 'survives only on Hindu-Muslim polarisation', the complainant said. Complainant Alok Baruah, a 23-year-old resident of Nayanpur, Ganeshguri, stated that the remarks were made with mala fide intent to disrepute elected governments and have the effect of provoking communal sentiments. He alleged that such comments are capable of inflaming passions, creating distrust against lawfully established authorities and promoting enmity between religious groups. The FIR further records that the video is being discussed in the complainant's locality and that people are talking about a religion-based divide after viewing it which may disturb public peace and harmony. The complainant alleged that the offences committed by Mr. Sharma are punishable under Sections 152 (which replaced the repealed sedition law and criminalises acts that endanger the sovereignty, unity, and integrity of India), 196 (offence of promoting enmity between different groups on grounds of religion, race, place of birth, residence, language, caste, or community) and 197 (dealing with imputations and assertions that are prejudicial to national integration) of the Bharatiya Nyay Sanhita (BNS).

Row over plan to remove mazaar from municipality premises in Sambhal
A controversy has erupted over a mazaar situated inside the Sambhal Municipal Council premises after the administration initiated steps for its removal. Members of the Muslim community have opposed the move, claiming the shrine is over a thousand years old. Members of the Muslim community warned that removing the mazaar would be unlawful and could spark public resentment. (HT Photo) On Thursday, tehsildar Dhirendra Pratap Singh, accompanied by naib tehsildar Deepak Jurel and lekhpal Rahul Dhariwal, inspected the site in the presence of municipal executive officer Manibhushan Tiwari. The administration directed community representatives to submit relevant documents related to the mazaar within two to three days. Community leader Shahid Hussain Masudi said the shrine holds historic significance and has existed for more than a millennium. He added that people gather here every Friday night and during the traditional Neja Mela for 'Niyaz'. He also pointed out that the matter has been under litigation for the past four years. Tiwari clarified that no religious structure is registered in the municipal council's property records. However, he confirmed that the documents sought by the tehsildar have been submitted. Meanwhile, members of the Muslim community warned that removing the mazaar would be unlawful and could spark public resentment. The administration has said it will review the documents before taking further action.
