Delska's New 10MW Data Center in Latvia Achieves Tier III Design Certification

RIGA, Latvia, Aug. 19, 2025 /CNW/ -- Northern European data center operator Delska's upcoming facility, EU North Riga LV DC1, has been awarded the prestigious Uptime Institute Tier III Design Certification—an important milestone ahead of its planned launch at the end of this year. Once operational, it will be one of the greenest data centers in the Baltic region. The Tier III Design certification ensures the facility meets strict standards for redundancy, safety, and uninterrupted service, guaranteeing 99.982% uptime. "In a world where even a few seconds of downtime can cost thousands, Tier III means our infrastructure stays online—even during planned maintenance," said Delska CEO Andris Gailitis. Addressing power shortages in major European hubs, the 10 MW site, offering up to 250 kW per rack, is built for next-generation workloads, including AI and high-performance computing (HPC). Its modular 6,000 m² layout is fully scalable, with the ability to expand the data center campus site up to 30 MW. Sustainability is at the core of the design. The facility will run entirely on 100% wind energy, with backup generators powered by Neste MY renewable diesel. Targeting a PUE of just 1.3, it will use advanced free-cooling systems, hot-aisle containment, an effective Weiss Technik wall cooling system and Trane Turbocor-based chillers. It supports both air cooling and high-density direct-to-chip cooling. Delska also aims for LEED green building certification, an achievement held by fewer than 15 buildings in Latvia. Upon completion, LV DC1 will undergo Tier III Facility certification to confirm its construction and operations meet the same high standard as its design. This will be Delska's third Tier III-certified data center and sixth overall, joining two Tier III Facility-certified sites in Lithuania. Plans include an additional Lithuanian data center and another facility in the region, strengthening Delska's Baltic data centers' network. About Delska Delska is one of the largest data center operators in the Baltics, with over 26 years in IT and network infrastructure. Operating fully green Tier III and PCI-DSS certified facilities in Riga and Vilnius with 19 MW capacity, Delska also maintains points of presence in Frankfurt, Amsterdam, and Stockholm. Its portfolio includes cloud, server rental, network, security, and managed services. Since being acquired by Quaero European Infrastructure Fund II in 2020, Delska has significantly expanded its infrastructure and improved energy efficiency. In 2024, DEAC (Latvia) and DLC (Lithuania) merged under a new Delska brand, and this year RackRay (Lithuania) joined the group of companies.

Air Canada strike has become a ‘watershed moment' for labour unions, McGill lecturer says

The strike pitting 10,000 flight attendants against their management at Air Canada that has stranded hundreds of thousands of travellers has its roots in a labour contract signed more than 10 years ago and disputes over unpaid working hours. But the fight has evolved into a larger battle over how the Liberal government has been using back-to-work legislation to force binding arbitration in multiple disputes, in a move unions say is undermining Canada's entire labour movement. Things came to a head Saturday when the union representing the flight attendants refused the government's back-to-work order. On Monday, the head of the Canadian Union of Public Employees (CUPE), Mark Hancock, told reporters he would rather go to jail than comply with a directive from the Canada Industrial Relations Board (CIRB) ordering his workers to return to the job on the basis that their strike is illegal. 'This is a watershed moment for labour unions in Canada,' said John Gradek, a faculty lecturer at McGill University specializing in Air Canada passenger services. 'It's an act of civil disobedience. I think the unions would love to see somebody be sent to jail or receive a $10,000 fine to demonstrate the power that the CIRB has over labour negotiations.' The issue with the flight attendants was born in the signing of their last 10-year agreement, which saw them locked into salary increases of roughly two per cent a year, Gradek said. Air Canada argues that it granted higher-than-average salaries of $40 to $45 an hour to make up for the amount of pre-flight labour that attendants do for little or no hourly pay. Since that agreement was signed, the cost of living has grown beyond the negotiated salary hikes and the amount of pre-flight work attendants were expected to perform expanded as the industry changed, with more time spent boarding passengers, seeing to special needs and jostling luggage into packed overhead compartments. Air Canada said it offered attendants a 38 per cent pay increase and some additional payment on pre- and post-flight work, but the union said the corporation's offer did not represent fair payment for all their time worked. While similar nonpayment clauses exist among airlines across North America, several unionized and non-unionized airlines like American, United and Delta as well as European carriers have started specifying that flight attendants will be paid for work done outside of flying times. 'It's like a tsunami that's basically hit the industry,' Gradek said. 'Air Canada has been bucking that tsunami of change.' On Saturday afternoon, about 12 hours after the flight attendants went on strike, federal Jobs Minister Patty Hajdu invoked Section 107 of the Canada Labour Code, asking the CIRB to send both sides to binding arbitration and order flight attendants back to work. The Liberal government said it was doing so to 'secure industrial peace' and because the airline's passenger and cargo operations are so important to the Canadian economy. The attendants' union responded by saying 95 per cent of its members had turned out to vote and 99.7 per cent of them voted for a strike. By invoking Section 107 so quickly after their strike began, it said, the government was undermining a right enshrined in the Canadian charter and backed up by the Supreme Court. On Sunday, hours after Air Canada announced it was planning to resume flights, CUPE announced its workers were remaining on strike and defying the back-to-work order. On Monday it reiterated that pledge, saying its leaders would risk fines or jail. Other unions have joined the fight, arguing that the Liberal government has begun invoking the once-rarely used Section 107 of the labour code to enforce binding operations in multiple disputes, including with port workers, railway employees and WestJet airline mechanics. In doing so, unions argue, the government is taking away corporations' obligation to negotiate in good faith because they assume workers will be forced back to the job soon after a strike begins. 'I call Section 107 the skirt the government has that employers are standing behind, so there's a refusal for management to consider the proposals the unions are making,' Gradek said, noting that Air Canada and the flight attendants' union have been negotiating for eight months. 'The unions feel the power exerted by the government by using 107 is abusive ... and it basically abrogates the whole concept of labour negotiations in Canada.' The flight attendants' strike has become bigger than just CUPE and Air Canada, 'in terms of trying to figure out what is the best way to move forward in labour relations and labour negotiations in Canada,' he said. It appears to have the support of the populace as well. An Abacus Data poll commissioned by CUPE found 59 per cent of Canadians were more likely to sympathize with flight attendants than with Air Canada (12 per cent). The presidents of two major Quebec unions fear workers in the province could soon face the same treatment as striking Air Canada flight attendants under a provincial law passed in May. The law gives Quebec's labour minister the power to end a labour dispute by imposing arbitration when the strike or lockout is deemed likely to cause serious or irreparable harm to the public. Magali Picard with the FTQ and Eric Gingras with the CSQ say Quebec employers now have an incentive to drag their feet on negotiations while waiting for the government to intervene. DAZN and Fubo team up for (almost) all the soccer Canadians want

A decade after streaming apps first shook up the Canadian TV sports rights scene, vibrations of a new shift are being felt. On Monday, DAZN and Fubo, who hold the bulk of the major European soccer leagues in their broadcast stables, confirmed what astute soccer viewers may have figured out a week ago: they're working together. In a Canada-only partnership, the two streamers will now have a subscription carved out on the other's service, allowing Canadians to start bundling their soccer fandom in one place. If they have not already set up year-long subscriptions in one place, that is. Start your day with a roundup of B.C.-focused news and opinion. By signing up you consent to receive the above newsletter from Postmedia Network Inc. A welcome email is on its way. If you don't see it, please check your junk folder. The next issue of Sunrise will soon be in your inbox. Please try again Interested in more newsletters? Browse here. In other words, if you've been subscribing to English Premier League on Fubo but have been eschewing DAZN's coverage of the UEFA Champions League, perhaps because you just didn't want to have several app subscriptions, you can now add a DAZN soccer package under the Fubo umbrella. That is going live any time. And the opposite is true — and indeed has been true for at least a week — if you are a DAZN subscriber, you can get EPL matches there again, by adding the Fubo sports option. DAZN previously held the rights to EPL but lost them to Fubo beginning in 2022. Fubo subscribers will now be able to add DAZN's 'premium' services inside the Fubo app, like the NFL, rugby and boxing on top of DAZN's soccer rights. (DAZN's pay per view events, like big-tent boxing nights, are not part of the Fubo deal.) This deal with Fubo has prompted DAZN to reset how you can subscribe to their service; previously their premium service gave you across the board access to their various feeds, including NFL Game Pass, UEFA club competitions like the Champions League, and more. DAZN now has three different packages: a basic subscription which gets you NFL, Champions League, Budesliga and more, basically what you've always had; second a 'DAZN+' package, which adds on the Fubo rights, including EPL and Serie A; third a package called DAZN Soccer, which only includes the soccer rights. Long-standing users of Fubo know that their service is more than just a soccer streamer: they've got MLB as well, plus CBC channels, One Soccer, beIN Sports and more. Adding more soccer, adding the NFL, is an exciting thing said Ben Grad, Fubo's Senior Vice-President, Strategic Partnerships and Operations. 'We were already the home of soccer in Canada, and it makes that even stronger,' Grad said. And so does striking a deal with DAZN to have EPL and Serie A land there too. It's a chance to put their brand in front of even more customers. Same goes for DAZN on Fubo. It's all win-win said Grad. 'It's not something that we've decided to distribute broadly,' it's super premium content,' he said. 'And I think they're (DAZN) really excited to enable their customers, or anyone who wants to their platform to have access to that. 'They're looking at us — I don't want to put words in their mouth — but I would imagine that, you know they've looked at us and how much we've been able to grow our own offering in Canada in just a few short years, and seeing like, hey, these guys have been really good at customer acquisition. They have a great content experience. They have some great content on there. It'd be great if we could plug into that and enable that to help grow.' Add it all up: if you want European soccer, you only need to look to one place, be it DAZN or Fubo … unless you want La Liga (TSN) or the FA Cup (Sportsnet). It's almost like we're going back to a universe we used to call 'cable.' pjohnston@
