Noida blacklists agency for Golf Course construction work delay

NOIDA: The Noida authority has blacklisted an agency, engaged in development of the International Golf Course in Sector 151A, for delaying the project work and also failing to carry out the developmental work as per the requisite norms, officials said on Tuesday. The authority has decided to finalise another contractor to complete the project, with about 30% of the work yet to be completed, they added.
The step followed Noida authority's chief executive officer Lokesh M last week conducting a site inspection in Sector 151A last week, and pulling up the agency staff for delay, and violation of the construction guidelines.
'The authority has decided to seize the security amount of this agency named Kashyapi Infrastructure Private Limited, and also put it in the blacklist category because it failed to complete the work as per the fixed timelines, and also failed to carry out the work as per the agreement. Now as a punishment, this agency cannot work in Noida projects for the next two years for its negligence,' said Vijay Rawal, deputy general manager of Noida's authority's civil department.
The agency failed to expedite the work despite repeated notices and subsequent reminders about the delay in work, Rawal added.
To be sure, in the notice, the authority said that the work start date for the Golf Course was July 1, 2021, and completion date June 30, 2022 according to the tender timelines.
Due to the hurdles and challenges at the construction site, the Noida authority said that it gave additional time to the agency for work completion, with the last deadline being June 30. However, the agency failed to complete it on fixed timelines, prompting the civil department to blacklist it.
The authority, on June 10, had issued the last show-cause notice to the agency. On June 24, the agency replied to the show-cause notice and gave some reasons for the delay at the site.
'The reasons given in the reply by the agency were baseless and untrue. Therefore, the authority took action against the agency,' said Rawal.
Noida authority is constructing an 18-hole golf course in Sector 151A along the Noida-Greater Noida Expressway. It has already completed administrative and cafeteria structures, and now it is to finish the landscaping process, requiring closure of the old road passing through the project.
According to officials, during its 198th board meeting in February 2020, the authority approved a tentative budget of ₹90 crore for the development of the golf course at Sector 151A. The project encompasses a 90-acre golf course, a 20-acre adventure sports facility, and a 10-acre heliport.
The agency was not available for a comment despite HT's repeated attempts.

'We are asking for our own hard-earned money. The commission of ₹90 per quintal is already inadequate. On top of that, over two lakh beneficiaries in the district have been removed from the list for not completing eKYC, cutting into our already thin earnings,' he said. For some, the delay is hitting harder. Manpreet Kaur, a widowed depot holder from Doraha, said, 'The commission is my household's only income. This is the festival season, and the delay has made it difficult for us to sustain.' Meanwhile, officials from the district food and civil supplies department have attributed the delay to the introduction of a new central government payment module, 'Sparsh'. This requires uploading updated data of ration depot holders, including their email IDs and bank details. Since we are not well-versed with the intricacies of this new module and it has been plagued with glitches, the process has been delayed. We will be submitting the bills for this quarter through 'Sparsh' to the state treasury department next week, which should facilitate the payments. Only after that will the situation regarding pending payments become clearer. District food supplies controller (Ludhiana West) Sartaaj Singh Cheema said, 'We have raised the issue with higher authorities and are making efforts to clear the payments at the earliest.'

The Public Works Department (PWD) has discovered large-scale irregularities in the Chandni Chowk redevelopment plan, according to an inter-departmental report, which highlighted lapses such as an apparent two-fold increase in cost, bypassed approvals, diverted funds, and lapses in planning and execution. The Chandni Chowk redevelopment, intended to restore the Mughal-era market's heritage charm and improve pedestrian access, was launched in 2019. (HT Archive) According to an internal report submitted to the PWD minister Parvesh Verma, the project's cost — originally approved at ₹65.6 crore — rose to a whopping ₹145.72 crore when the project was completed in 2019. For now, the minister-in-charge is likely to review the report and decide on possible action to be taken, which could include a formal probe into the approvals process, tendering, and fund diversion. Officials said this expenditure was allowed without any fresh budgetary sanction or cabinet approval. Notably, all projects above ₹100 crore must be cleared by the cabinet. The report, also seen by HT, showed that the initial civil and electrical works were pegged at ₹27.79 crore but eventually surged to ₹105.93 crore. For this, additional work was assigned to the same contractor under the existing contract, as against inviting fresh tenders for additional works, officials alleged. 'Out of the total project expenditure, over ₹70 crore was spent on 'extra items and deviations', far exceeding the sanctioned scope… The project suffered from severe deficiencies in cost estimation, planning, and financial control… Overall execution lacked due diligence and led to fiscal indiscipline,' the report mentioned. Further, the department had only submitted a preliminary estimate (PE) of ₹40.6 crore as against the revised estimate of ₹145 crore, the report showed, terming it a 'deliberate attempt to avoid presenting the full proposal before the cabinet.' 'This bypass not only undermined governance oversight, but also set a precedent for ignoring established financial procedures,' the report added. Moreover, the inquiry flagged an instance where ₹30 crore was diverted from the PWD maintenance head to the Shahjahanabad Redevelopment Corporation (SRDC) without the mandatory concurrence from the finance department. 'In this case, the engineer-in-chief directly submitted the file to the minister-in-charge, bypassing both the departmental secretary and the finance department. This is a serious breach of rules and regulations and an outright violation of financial discipline,' a PWD official said. The report also points to 'continued spending beyond sanctioned limits' as a recurring pattern, with additional works awarded without competitive bidding, no fresh tenders invited and payments made in violation of financial transparency and procurement norms. 'The Chandni Chowk Redevelopment Project stands as a textbook case of how public money can be mishandled when rules are bent and procedures bypassed. In 2019, under the then minister-in-charge, costs spiralled, tenders were ignored, and crores were diverted, all without mandatory approvals. Delhi deserves better. Under my watch, PWD will not be a playground for irregularities but a fortress of transparency and accountability, where every paisa serves the people, not personal interests,' PWD minister Verma said. To recall, the Delhi government was led by the Aam Aadmi Party (AAP) government in 2019 when the project was undertaken. The AAP said this was a false case and that opening older enquiries only shows the incompetence of the lieutenant governor (LG). 'The BJP government knows that they won this Assembly elections through cheating and voter list manipulation. They are scared that the people of Delhi now want the AAP government back. Therefore, out of desperation, the BJP wants to file hundreds of false cases against AAP leaders. This is being done to dissuade AAP leaders from asking questions to the government. It was the BJP's LG who was appointing officers to various positions. Opening enquiries into old cases only shows the incompetence of their LG,' the statement added. The Chandni Chowk redevelopment, intended to restore the Mughal-era market's heritage charm and improve pedestrian access, was launched in 2019. The plan included street revamp of the area, creating a pedestrian friendly environment with distinctive character of Chandni Chowk, integrated plan for all the services and creating a heritage environment along the stretch of Chandni Chowk from Lal Jain Mandir to Fatehpuri Masjid.

Businesses must pay more: OpenAI's new GPT-5 era marks subscription evolution

OpenAI's Plus subscription, priced at $20 per month or ₹1,999 per month in India, has undergone significant changes ushering in the new GPT-5 dominated landscape. It is now considerably watered down for subscribers, with theoretical usage limits and access to only the latest models now. A case of lost sheen? Undoubtedly, OpenAI's Plus subscription represented a best-value tier for AI users, and remained versatile enough for some level of professional usage too. Now however, the pricier Pro subscription (that's $200 per month, or ₹19,900 in India) becomes more valuable, which makes business sense at a time when OpenAI is talking about PhD-level intelligence and agentic AI capabilities. OpenAI's Plus subscription represented a best-value tier for AI users. (Official photo) The first change that Plus subscribers will notice is that only three models are listed, of which two are accessible — GPT-5 flagship model for most queries, GPT-5 Thinking for more detailed responses, while GPT-5 Pro remains exclusive to Pro subscribers. Previously, a much wider range of the then latest gen as well a generation older models were available for Plus subscribers. Before the switch a few hours ago, HT noted GPT-4o, o3, o4-mini, o4-mini-high, GPT-4.1 and GPT-4.1-mini available — among this, GPT-4o was the default model. Pro subscribers get unlimited access to GPT-5, and access to GPT-5 Pro. Plus users can use it comfortably as their default model for everyday questions, with significantly higher usage than free users. Team, Enterprise, and Edu customers can also use GPT-5 comfortably as their default model for everyday work, with generous limits that make it easy for entire organisations to rely on GPT-5,' the company details, in an official statement. Secondly, the usage limits for Plus subscribers, across GPT-5 and GPT-5 Thinking models, are now listed as 'Expanded'. This isn't a hard-cap, which is why I don't have a specific number to share with you, but dynamic based on a number of factors. OpenAI explains that Plus subscriptions may include usage limits such as message caps, especially during high demand, and these limits may vary based on system conditions. Business case, enterprise pricing From OpenAI's perspective, these subscription changes represent a sophisticated revenue optimisation strategy that does well to recognise a significant disparity in usage and therefore value derived, when comparing individual consumers and enterprise users. By restricting GPT-5 Pro access to the highest tier, OpenAI is essentially implementing enterprise software pricing principles where the most advanced capabilities — PhD-level reasoning and sophisticated agentic AI, which anyways are positioned as premium enterprise tools rather than consumer products. Businesses and organisations that wish to replace humans with AI agents, must pay more than a regular user. Companies, be it a consulting firm using GPT-5 Pro to analyse market trends, a biotech company leveraging its reasoning capabilities for drug discovery research, or a law firm utilising its advanced document analysis features, must find justifications for paying significantly more for AI access now. At the same time, unlimited access limits should be idea for workplace workflows, which would do well without encountering dynamic usage caps. Token pricing for API, or the application programming interface, too have been slightly tweaked. For instance, GPT-5 for 1 million output tokens costs $10, while the cost with GPT-4.1 was $12 for the same. By nudging enterprises toward Pro subscriptions, OpenAI is attempting to make a clear distinction between consumer-esque pricing as well as something akin to an enterprise software licensing approach. This strategy also creates a natural and useful customer segmentation, where casual and semi-professional users remain on Plus with 'expanded' access limits (ideally, many users may never hit these dynamic limits), while businesses that require AI as a core operational tool must invest more for Pro subscriptions. Yet, there are often two sides to any coin. From a consumer perspective, the GPT Plus subscription no longer unlocks access to OpenAI's best model at this time, but a hint of it. This is in stark contrast to the $20 per month outlay for consumers that essentially unlocked the best of AI capability that was on offer. Not to forget, ambiguous (a nicer word is dynamic) limits of usage, before you'll be sent to the back of the queue. It is clear and understandable that OpenAI is giving its subscription tiers more meaning and differentiation. But as the contrast currently stands, a Plus plan seems to be leaning more towards something that risks being classified as 'freemium' — attractive in theory, but limited in practice.
