Penang posts RM65.27m surplus, eyes revenue strategies

GEORGE TOWN: Penang recorded a financial surplus of RM65.27 million as of March 31 after the state government earned income of RM268.46 million, exceeding expenditure of RM203.18 million.
Chief Minister Chow Kon Yeow said the State Government Consolidated Fund comprised RM1.54 billion consisting a consolidated revenue account of RM199.22 million and a consolidated trust account of RM1.34 billion as of April 30.
'The financial statement for 2024 (unaudited) shows the consolidated fund position at RM1.38 billion compared to RM1.46 billion in 2023 comprising a consolidated revenue account of RM155.94 million and a consolidated trust account of RM1.23 billion.
'The consolidated revenue account decreased by RM174 million compared to 2023 while the consolidated trust account increased by RM92.79 million compared to 2023,' he said in reply to a question from Goh Choon Aik (PH-Bukit Tambun) on the latest figures for the state government's consolidated revenue account, consolidated trust account and consolidated fund at the Penang State Legislative Assembly sitting here today.
Chow added that the state government ended the 2024 financial year with a current deficit of RM174 million, which is lower than the 2023 deficit of RM358.8 million.
He said the shortfall was due to revenue of RM810.4 million compared to operating expenses of RM719.5 million and transfers to the development fund amounting to RM265 million.
He said Penang had received an advance from the federal government of RM100 million to cover cash flow, which among other things contributed to the increase in the consolidated trust account.
Meanwhile, Chow explained that the Penang State Finance Department has taken the initiative to identify new sources of income for this year through two series of workshops to strengthen the financial position.
'The two workshops are the Workshop on Reviewing Rates, Revenue Collection Procedures and Identifying Arrears and Reductions in Penang State Revenue on Aug 2-4, 2024 and the Workshop on Direction and Revenue Improvement of Administrations and Agencies under the state government on Jan 15-18, 2025.
'The results of the two workshops have produced 24 strategies to increase or stabilise revenue. Nine strategies are currently being implemented this year,' he said.

GEORGE TOWN: The Penang government will review its decision to offer a 5% discount to first-time homebuyers among the Indian Muslim community for one year before implementing it, says Steven Sim. The Penang DAP chairman said he had discussed the matter with Chief Minister Chow Kon Yeow, adding that the latter agreed the matter to be brought up for review and discussion at the upcoming state executive council meeting. "I take note of the public feedback regarding the 5% discount given to the Indian Muslim community for the purchase of unsold (overhang) property units in Penang," he said in a statement. Sim said it is important for the state government to continue upholding the principles of social justice and to ensure that the right of every Malaysian to own a home is protected. Earlier, state housing committee chairman Datuk Seri S. Sundarajoo said the state government has approved measures to revitalise the property sector. Sundarajoo said the decision was made during the state executive council meeting on Saturday (June 7) and the state planning committee meeting on Tuesday (June 3), following discussions with housing industry stakeholders. He, however, said the discount excludes bumiputra quota units and does not affect existing housing policies. The provision of the discount is based on developers' social responsibility and does not involve financial support or subsidies from the state government. Meanwhile, state MCA secretary Yeoh Chin Kah criticised the state government over the measure, questioning if it introduces a new form of racial quota. He questioned why the Penang government couldn't base its housing policy on economic status rather than race and religion and said that DAP is promoting a "Malaysian Malaysia" while introducing racial policies that divide society.

Building the future: The temporary steel bridge provides access for construction and infrastructure works on Silicon Island. — CHAN BOON KAI/The Star, Silicon Island Development Sdn Bhd GEORGE TOWN: A 380m-long coastal bridge connecting the southern coast of Penang island to the emerging Silicon Island is expected to be ready by the end of 2028. With four lanes in each direction, the bridge is designed to meet future transportation needs and support the development of the man-made island, which will house the proposed Mutiara Line Light Rail Transit (LRT) depot and Green Tech Park. The bridge is also a key component of the Pan Island Link 2A (PIL2A), a strategic initiative aimed at improving connectivity between Silicon Island and the Sultan Abdul Halim Mu'adzam Shah Bridge. Chief Minister Chow Kon Yeow, who disclosed this yesterday, said the contract for the bridge project had been awarded and construction will begin this month. He said phase one is targeted for completion by mid-2027 to support the opening of Silicon Island's first operational factory, with full commissioning expected at the end of the following year. 'In the meantime, a temporary steel bridge has been built to provide access for construction and infrastructure works on Silicon Island, which now spans 64.75ha of the intended 931ha. This is a model development,' Chow said during a visit to the Silicon Island project site. The visit included a preview of the designated areas for the Mutiara Line LRT depot and Green Tech Park, which are gradually taking shape. Chow said work on the LRT project will begin once the Notice to Proceed is issued to SRS Consortium Sdn Bhd (SRS) in several weeks' time. 'Preliminary work, including soil testing and placement of infrastructure, are being carried out,' he added. It was reported that construction of the Mutiara Line LRT would begin in the fourth quarter of 2026. The 29.5km Mutiara Line, targeted for delivery in December 2031, will feature 21 strategically located stations to improve connectivity between the island and mainland. Chow also said a new community facility, Medan Selera Matang, was being built in Permatang Damar Laut overlooking Silicon Island. It will feature a village community management council hall, fishermen's one-stop service centre, food stalls, restaurants and storage sheds for fishermen. For the initial water supply needs of Silicon Island, a suction tank and pump house will be built. The total construction cost for the community facilities, pump house and suction tank is estimated at RM36mil.
