Food, convenience and loyalty redefine South Africa's fuel stops

As fuel volumes decline and competition intensifies, South Africa's forecourt retailers are shifting their focus beyond the pump toward food, convenience, and partnerships that drive loyalty and spending.
Trade Intelligence's latest Forecourt Retail Report sheds light on a channel under pressure, yet actively adapting.
Forecourts are evolving into dynamic convenience hubs, embracing partnerships and diversified services to preserve margins and unlock new growth. The fuel that once defined the forecourt is no longer enough to sustain it.
Beyond the pump: understanding foot traffic dynamics
While fuel volumes have declined by 6.3% over the past year, the number of South African forecourts has grown by +12% over five years.
This increased competition, coupled with the increasing dependency on alternate revenues (due to declining fuel sales), creates an environment where the battle for shopper footfall has become the defining challenge – and opportunity – for fuel retailers.
To attract shoppers, forecourt operators are investing in three key levers:
- Retail partnerships with supermarket brands
- Loyalty programmes, often linked to financial or retail partners
- Value-added services, from fast-food outlets to parcel lockers and app-based deliveries
1. Retailer partnerships: footfall through familiarity
Retailer partnerships are now a hallmark of the forecourt experience.
From Woolworths Foodstops at Engen to Pick n Pay Express at bp and FreshStop at Astron Energy, 849 forecourts now host supermarket-branded stores, a +26% increase over five years.
Trade Intelligence research shows that forecourt shoppers have a clear preference for supermarket-branded stores over fuel-branded ones, seeking the familiarity and quality offered by established retail brands.
2. Loyalty pogrammes: driving traffic through rewards
Fuel providers are increasingly tapping into the power of loyalty programmes. Most major players, Shell, Sasol, Astron Energy, TotalEnergies and bpSA, run their own rewards programmes. At the same time, they are integrating with established retailer and financial institution loyalty ecosystems.
Examples include earning Clicks ClubCard points when filling up at Engen, or fuel cashback via Discovery at bp and Shell.
The impact is measurable: the Standard Bank UCount partnership with Astron/Caltex, which offers up to R10 per litre cashback, resulted in an +83% increase in customer traffic to Astron Energy versus competitors.
'This demonstrates how well-executed loyalty initiatives can influence forecourt choice,' says Andrea Slabber, insights lead at Trade Intelligence.
'These collaborations are strategic levers to attract footfall by tapping into an existing loyalty base to draw that spend onto their site.'
3. A broader offering: fueling convenience
From quick-service restaurants (QSRs) to mini-supermarkets and parcel collection points, forecourts are expanding their role in everyday convenience.
The integration of diverse offerings is creating one-stop destinations that resonate with today's time-pressed shoppers.
Notable examples include:
- Seattle and Vida e Caffè counters inside Astron Energy forecourts
- KFC and Pedro's drive-throughs at Shell and bp stations
- Pargo pick-up points and Pudo lockers for parcel collection
- bpSA's planned rollout of 40 new sites featuring services like licence disk renewals and battery rentals
These offerings tap into convenience shoppers' needs, deepening relevance and increasing footfall beyond the fuel tank.
Convenience sales rise as fuel margins are squeezed
The numbers tell a compelling story. While fuel sales still account for most forecourt revenue in SA, they fell by 4.2% in 2024. Convenience store sales, meanwhile, increased by +4.0%.
In the US, although non-fuel categories contribute only 30–40% of forecourt sales, they deliver 60% of gross profit – emphasising the growing importance of non-fuel revenues.
The South African consumer's relationship with forecourts is shifting from a pure fuel stop to a desire for convenient, on-the-go solutions.
A remarkable 75% of forecourt shoppers surveyed by Trade Intelligence in June 2025 said that they intend to maintain or increase their visits, highlighting the rising relevance of forecourt convenience. The message is clear: the shop matters.
Speedy shoppers
The average forecourt shopper spends just 3.5 minutes in-store. This incredibly tight window underscores the importance of strategic merchandising. Stocking the right range, clear category layout, impulse-ready positioning, and fast-moving combo offers all play a role.
Traditionally seen as more expensive, forecourt stores are starting to shift away from 'convenience surcharges' toward value promotions and regular deals. Combo offers on coffee and pies, daypart-based energy drink discounts, and creative cross-merchandising are all attempts to increase basket size.
Getting this right requires tight collaboration between suppliers and retailers – at both national and store level – to ensure the right range, price points, and promotions are in place to meet shopper expectations.
Small format, big potential
South Africa's forecourt retail sector is at an exciting juncture. With the right combination of retail partnerships, shopper insight, and execution focus, forecourts are well-positioned to evolve into full-fledged convenience hubs – designed to meet today's shopper expectations and to unlock tomorrow's growth.

However, with opportunities come challenges. While Marriott and Protea's expansion signals continued investment confidence, it may be even more important that local partnerships deliver local impact. The future of fuel retail in South Africa: NEVs and solar panels

Even though new energy vehicles (NEVs) only make up less than 3% of South Africa's car market, local fuel station operators can still capitalise on the world's drive to embrace cleaner sources of fuel and energy. The global state of NEVs The global NEV space is evolving rapidly: The European Union is working to phase out combustion engines by 2035 and is shifting focus to autonomous NEVs. China remains dominant, controlling most of the global NEV supply chain and having built battery capacity exceeding global demand by 500%. But according to the Automotive Business Council (Naamsa), South Africa is lagging for several reasons: Without access to Euro-5 and Euro-6 compliant fuels, South Africa cannot authorise or legally sell many modern vehicles. Currently, 38% of petrol and 67% of diesel are imported, but the Department of Mineral Resources and Energy has committed to making Cleaner Fuel 2 available by 1 July 2027, with indications it may arrive slightly earlier. The South African NEV market is small but growing, dominated by traditional hybrids like the Toyota Corolla Cross and Mercedes-Benz C-Class. Full battery electric vehicle (BEV) sales remain limited due to affordability, which is the biggest barrier to growth in this market: most BEVs are priced over R900,000, yet 74% of new car sales in South Africa are under R500,000. How fuel stations can benefit More affordable options are coming, with one original equipment manufacturer scheduled to launch a sub-R400,000 battery electric vehicle (BEV) this year. However, even affordable BEVs face practical challenges. Many consumers – particularly in the lower end of the market – lack solar, inverters, or batteries to charge vehicles at home. In addition, range anxiety persists, even though most BEVs offer over 200km per charge, and concerns about resale value and long-term performance deter buyers. Another issue for South African NEV sales is that existing public charging infrastructure is limited, poorly maintained, and inconveniently located: A Joburg to Cape Town EV convoy last year exposed major gaps, with vehicles stranded due to faulty charging stations. To address these challenges, Naamsa is engaging with the private sector to build a national charging network of 120 sites, providing accessible, reliable charging along key routes throughout the country. The network will leverage existing fuel stations instead of building new sites, ensuring that drivers can find a charging site within easy travelling distance, which will be public and free to access, without hidden costs. These strategic partnerships with fuel stations are preferable because of their proximity to main national routes and their existing vehicle-refuelling and alternate revenue stream infrastructures. To reduce the cost of the NEV charging infrastructure build and increase the speed of installation, these sites will initially operate largely through the national electricity grid, supported by renewable energy. Fuel stations are, in fact, ideally suited for solar PV installations because they have sizable areas of roof space over their buildings and forecourts, which are generally located in full sun. So, as increased income streams generated by the new infrastructure boost profits, fuel station owners can increase the renewable energy component of their sites to decrease their reliance on the national grid and thus boost profitability further. Fuel stations to evolve EV charging facilities certainly offer great potential for fuel retailers. It's a natural progression for them as it uses their experience and already-expanding forecourt product offerings while providing the highest potential margin. A recent study on the future of fuel stations in South Africa by commercial real estate company Cushman & Wakefield | Broll, indicates that fuel stations will evolve into 'mobility' stations within the next 5 to 15 years, offering a wider range of energy sources (electricity, natural gas, petrol, diesel, biofuels, and green hydrogen). As Fuel Connect points out, fuel forecourts offering much more than fuel is nothing new – as far back as the 1960s, fuel stations have incorporated restaurants, convenience stores, car workshops, tyre fitment centres, and even hotels, and fuel stations have always been an important midway destination on long journeys for family holidays. But because recharging an NEV takes significantly more time than filling up the fuel tank of a vehicle with an internal combustion engine, extended services such as pharmacies, laundry services, gyms, and co-working spaces will become more common at these sites. Operators will then become less reliant on income from fuel, as it will account for just 20% of the forecourt's revenue, compared with the 90% it has contributed historically. A further consideration is that, going forward, successful retailers won't just operate a single site, but instead own between five and 10. But managing multiple sites brings complexity – more employees, more systems, more human error. The only real solution? Leveraging smart technology, which prevents fraud, boosts efficiency, and further increases profitability. The future of fuel retailing lies beyond the fuel pump. As NEV adoption grows and cleaner fuels become standard, traditional forecourts will evolve. Embracing the opportunities this transition promises, together with smart technology and renewable energy, fuel station operators can future-proof their businesses and thrive in the rapidly changing mobility environment. SA Connect is the South African government's national broadband policy and strategy. This framework aims to deliver universal, affordable internet access to all citizens. Launched in 2013, the initiative seeks to connect government institutions, schools, healthcare facilities, and underserved communities to fast and reliable internet. As part of the programme, the government aims to deliver full broadband coverage by 2030, ensuring that every South African, regardless of location, can participate in the digital economy. But as the government works on longer-term broadband infrastructure projects, like SA Connect, there is a significant opportunity for ISPs to fill these connectivity gaps. Introducing the hybrid carriers In the past, a company might specialise in offering fibre networks, and that's the only field they played in. But this has changed. To compete, you need to expand your offerings. This trend is driving the rise of hybrid carriers; service providers that find other ways to connect communities. Hybrid carriers and ISPs are companies that combine multiple connectivity technologies or service models to deliver internet access more efficiently and affordably, especially in areas where a single approach falls short. These hybrid players are usually smaller than the more traditional telcos, and they're able to succeed by servicing the more isolated and underserved communities. They're typically more agile and can deploy modern connectivity solutions at pace. This agility also allows them to experiment with innovative service models that might be unfavourable to larger, more traditional providers. Fibre companies like those mentioned above face multiple obstacles in deploying new infrastructure to remote township communities, such as obtaining demand and intent confirmation and securing municipal approval. The time and cost associated with digging or erecting fibre lines is another barrier. Couple this with the reality that many of these communities are unbanked and have constrained disposable income, which limits their ability to sign on for debit payments and what they can afford to spend on data or subscriptions. Additionally, smaller user bases and lower ARPU (average revenue per user) mean that the financial return on these infrastructure investments is typically far lower. The business case for Community Wifi Underserved South African communities alone represent R26 billion in annual spending power, much of which remains disconnected from digital commerce and services. Across these underserved areas, community Wifi has the potential to empower people by allowing them to connect to the Internet. In action, a Community Wifi model will see subscribers buying prepaid vouchers that they can use to get online at different Wifi hotspots across their community, be it their local supermarket or the cafè down the road. For a small fee of around R5 or R10, community members can access the Internet for a day as they move about connecting to different hotspots across their community. For a fibre operator, offering this additional service makes good business sense because the average person might not be able to afford their fibre services, but can afford to connect for a small daily fee. Now, this single fibre point might be servicing a few hundred people, and that small daily fee equates to a positive return on investment. In this way, they're able to make money where fibre isn't a good fit, while also driving digital inclusion because the solution is more affordable. In addition to fixed and hotspot coverage, hybrid carriers also represent the next frontier in MVNO growth, with many ISPs leveraging their existing presence in underserved communities to roll out mobile services. This omni-service approach ensures that providers are able to service their customers at home, at their destination and anywhere in between. While expanding your service offerings opens up new business opportunities, it can also increase billing complexity. Many OSS (Operational Support System) / BSS (Business Support System) vendors offer billing software that caters to a specific type of billing, but few are equipped to meet the complex and evolving needs of hybrid carriers. To scale effectively, hybrid telcos need flexible, integrated billing systems that can support their growing needs and cater to multiple disparate services, like mobile (MVNO), fixed line, fixed wireless and fibre, as well as the voucher inventory, distribution and redemption requirements associated with community WiFi or prepaid mobile.
