Notice to Centre on tobacco manufacturers 'flouting' plastic waste management rules
The National Green Tribunal has sought a reply from the Centre regarding the strict enforcement of the Plastic Waste Management Rules by the manufacturers of gutkha, pan masala and tobacco products.A bench of NGT Chairperson Justice Prakash Shrivastava and expert member A Senthil Vel noted the submissions of the petitioner's counsel that in October 2021, the Central Pollution Control Board (CPCB) issued certain directions to 25 such manufacturers, including immediately closing down operations until they switched to environmentally sound alternatives, which were not complied with.advertisementThe bench, in its order dated May 30, noted that according to the counsel, Anuj Aggarwal, certain provisions of the plastic waste management rules were being flouted.
These included the clause that "sachets using plastic material shall not be used for storing, packing or selling gutkha, tobacco and pan masala" and "plastic material, in any form including vinyl acetate, maleic acid, vinyl chloride copolymer (used in plastic coating) shall not be used in any package for packaging gutkha, pan masala and tobacco in all forms", the bench noted.It also noted the submission that these manufacturers were not complying with the Extended Producers' Responsibility (EPR) regime under the Plastic Waste Management Rules, which stipulated environmentally sound management of products, particularly at the end of their life cycle.During the proceedings, the advocate also told the tribunal that no action had been taken against these manufacturers despite the EPR regime specifying consequences for non-compliance, including seizure of products, closure of units and penalties.advertisementThe tribunal said, "The original application (OA) raises substantial issues relating to compliance with environmental norms. Issue notice to the respondents."It posted the matter for further proceedings on September 26.The respondents in the matter are the Centre, Union Ministry of Environment, Forest and Climate Change, Delhi Pollution Control Committee (DPCC), Uttar Pradesh Pollution Control Board (UPPCB) and some pan masala and supari manufacturers.Must Watch

Local Airlines Nudged to Invest in Air Mauritius
The Centre has asked carriers to consider a strategic investment in Air Mauritius , the financially strapped national carrier of the African island nation, people aware of the development said. The nudge from the government comes as that airline battles a financial crisis , with a negative equity of $237 million (₹2,035 crore). A government official said the move came after the ministry of external affairs got a request from the Mauritian government for a potential strategic investment. It also asked for an increase in flights by Indian carriers to its capital, Port Louis, the person said. 'To cut losses, Air Mauritius has restructured its network, as part of which it significantly cut flights to India,' the official said. 'Indian carriers have been asked to launch more flights to cover the shortfall. The airline is also seeking to raise funding by selling equity, so Indian airlines are being requested to consider that, (but) only if it suits their business interest.' Airport Holdings (AHL), controlled by the Government of Mauritius, has a 99% stake in the airline. AHL recently converted ₹1,500 crore of debt into equity as part of the carrier's financial restructuring. Earlier this year, Mauritius Prime Minister Navin Ramgoolam said the carrier was technically insolvent, casting doubt over its future. The airline, which earlier operated two weekly flights between Port Louis and Delhi, had considered axing them but then decided to reduce it to one a week, while increasing fares significantly. Spokespersons of the ministry of civil aviation and Air Mauritius didn't respond to queries on the topic. Indian airline executives said they are unlikely to be interested in investing in a market that's not a significant source of passengers for them. Besides, they are in the midst of executing their own ambitious expansion plans. Prime Minister Narendra Modi was chief guest at Mauritius' National Day celebrations earlier this year. During his visit, Ramgoolam asked Indian investors to explore opportunities in the island nation, underlining that their participation is 'vital' for its economic growth. Last year, India built an airstrip and a jetty at Agaléga island in that country. Air India held about 8% of Air Mauritius before the former was privatised in 2022. Experts said Mauritius is of strategic interest to India due to its location on the maritime routes of the Western Indian Ocean Region (WIOR). Geopolitical competition over the region has intensified. China has a military base in Djibouti and extended its engagement with and presence in Mauritius and other island nations, according to Samir Bhattacharya, associate fellow at Observer Research Foundation. 'Given its diplomatic, cultural and commercial connections in the region, India considers the WIOR a part of its extended neighbourhood,' he wrote recently. 'Despite geographically being part of Africa, New Delhi categorises both Mauritius and the Seychelles under the Indian Ocean Region division, alongside more proximate states such as Sri Lanka and the Maldives. India is therefore keen to safeguard its influence against Beijing in this region.' While Mauritius is geographically well positioned to attract transit traffic between Africa and Asia, a fast-growing market, competition has surged. That's made it difficult for Air Mauritius to succeed at developing a new east-west hub while maintaining profitability. Since Air India absorbed Vistara last November, the airline has increased flights, managing to win a portion of the traffic from Air Mauritius while IndiGo continues to capture a significant share of that market. Additionally, Middle East carriers such as Emirates have a strong presence on the route.

Address mismatch stalls farmer ID drive in Telangana
Hyderabad: A new initiative to assign unique identification numbers to farmers for accessing central govt schemes has hit a major roadblock in Telangana, leaving thousands unable to register due to a mismatch between their Aadhaar and land passbook addresses. Their Aadhaar card lists the urban address, while the land passbook reflects the village location. This discrepancy is causing the agriculture department's software to reject applications, preventing successful linkage of land records to the new farmer IDs. Even when farmers manage to receive the OTP (one-time password) required for verification, upload errors are commonly reported. The system currently mandates that addresses on both documents match exactly, a condition many farmers are unable to meet. Frustrated applicants are now calling for relaxation of the rules, fearing that continued technical hurdles could exclude them from key central schemes such as PM Kisan, crop insurance, and a 60% subsidy for fruit, vegetable, and silk farming. While 19 states have already completed the registration process and submitted data to the Centre, Telangana lags far behind. As per official figures, only about 30% of eligible farmers have successfully registered. Agriculture officers are now working to complete registrations by June 6, after which MeeSeva centres will also facilitate the process. The goal of the unique farmer ID system is to streamline benefit delivery, reduce fraud, and ensure faster compensation— especially in cases of natural calamities or crop failure. In Telangana, there are more than 70 lakh landholding farmers, of whom around 40 lakh currently receive Rs 2,000 in three annual instalments under PM Kisan. Illegal shops set up along Galleria Market Road, NGT serves notice to govt agencies in Gurgaon
Gurgaon: National Green Tribunal (NGT) has initiated proceedings against CPCB, HSPCB, deputy commissioner, MCG commissioner and others over illegal commercial activities and environmental violations on a plot of land along the road leading to upscale Galleria market in in Sector 27. Dubey, who claimed the unauthorised operations were causing severe pollution and endangering public health, filed the application under sections 14, 15 and 18 of the NGT Act, 2010, highlighting "rampant violations" in areas situated near Hamilton Court and Galleria Market. The plots in question include khasra numbers 446/1/1, 446/1/1/3, 458, 459 and 460. Saying the matter raises critical environmental concerns, the NGT bench — comprising Justice Arun Kumar Tyagi and expert member Dr Afroz Ahmad — on May 30 directed issuance of notices to the concerned respondents, asking them to submit replies before the next hearing on July 4. The complaint alleges these establishments engage in activities such as the illegal use and sale of diesel generator (DG) sets, open dumping and burning of waste, untreated sewage discharge and unregulated use of heavy vehicles. These operations, he says, have severely degraded air quality and increased noise pollution in the area. An inspection carried out by DHBVN (Dakshin Haryana Bijli Vitran Nigam) on Feb 21 had confirmed illegal electricity connections and unauthorised power resale by two landlords. Following this, the electricity supply was disconnected, but the accused parties allegedly continued operations using DG sets in violation of environmental norms. He claims that several complaints made to civic and environmental authorities since August 2024 have gone unanswered. The petitioner has sought immediate sealing of illegal operations, penalties on violators, cancellation of licences and a zoning audit to assess the scale of damage. He also invoked Article 21 of the Constitution, saying the right to a clean environment is an essential part of the right to life.
