
Prospects and challenges of Tamil Nadu education policy
The core challenge of 'Basic Literacy and Numeracy' (BLN) with inclusive approach to the Ennum Ezhuthum Mission (2022-2025) of the TNSEP-School Education 2025 needs to be seen in context of the overall status of school education in the State and the existing ground realities as a comparative study of the vision and reality.
The most basic learning requirement of reading, writing, and arithmetic skills at the foundational level needs to be addressed seriously. The Annual Status of Education Research (ASER) report of 2022 indicates that close to 60% of the students at the national level research in Class V could not read a Class II level text and the report of 2023 reveals that 25 per cent of children in the age group of 14-18 years could not read a Class-II level text fluently in their native/regional language. This study also revealed that 40% of the children in the similar age group stated as above could not read sentences in English and the learning outcomes in foundational numeracy skills like subtraction and division is equally poor.
The problem of teacher vacancies remains unaddressed for over a decade and half in Tamil Nadu and the policy should address this crisis at the policy implementation stage given the current status of several thousands of state government schools run with a single or two teachers and in most cases with the support of temporary contract staff.
A key component of the TNSEP–School Education 2025 is the decision to make Tamil language compulsory across all school boards including CBSE, ICSE and the State Board until Class 10.
The decision of the government to retain the board exams only for Classes 10 and 12, and not for Class 11 based on the rationale that Class 11 should be converted as a preparatory and transitional year with a focus on enrichment of subject knowledge, skill development, and academic readiness through continuous, competency-based internal assessment system in a stress-free environment is a policy with mixed opportunities and challenges.
The Tamil Nadu government should review the 'no-detention' policy for Classes 1-8 by retaining the 'no-detention' policy from Class I to Class V and introducing a fair, open and inclusive evaluation mechanism (examination system) for the Classes 6-8 in full appreciation of the diverse learning challenges, abilities, conditions and environment of the children. All evaluation methods and examination models are not punitive or penalizing as the policy suggests. The successful implementation of the Basic Literacy and Numeracy (BLN) plan and language education are intrinsically linked to teacher motivation, teaching methodology and continuous evaluation system. This also requires more comprehensive teacher training and continuous teacher education/evaluation which is largely absent under the current school education system.
The policy reiterates the state's commitment to its two-language policy – Tamil and English – rejecting the three – language formula prescribed by the NEP-2020. The two-language policy of Tamil Nadu is seen as a potential study or model for several states that are keen to review their three-language policy, especially in Karnataka. It is equally important for the state to strengthen the language education system and address discrepancies/challenges in mother tongue education at the primary level and the standardization of English language teaching and the performance/evaluation of Tamil and English as medium of instruction for sciences and social sciences subjects at the state-run government schools for upper primary and middle levels.
The problems of enrolment, attendance and the dropout of children in hill districts and tribal areas are directly related to the dialectic/linguistic difficulties than commonly perceived learning ability challenges as attributed to the tribal children in these areas. This requires encouragement and appointment of teachers from the local tribal community as special measures besides acknowledging the problem of teacher absentees in these areas which is common due to lack of empathy, motivation and identification among the teachers appointed from outside the local/tribal community. The disparities in Gross Enrolment Ratio (GER), dropout rates, learning outcomes among Scheduled Castes, Scheduled Tribes, minority and tribal population needs to be addressed with special focus and area wise attention.
Tamil Nadu is the first state in the country to formally adopt its own comprehensive school education policy signalling the growing movement within the country towards educational autonomy and raising questions about the future course of National Education Policy-2020. Although this move is seen as both political and pedagogical response(s) to the NEP-2020 yet educationists and critics believe there are several pedagogical issues and challenges similar to the NEP-2020. The Tamil Nadu government should revaluate and enhance its current budgetary allocation of 13.7% of the total budget towards education given the futuristic and technological orientation of the education policy itself by allocating 30% of the state budget to education like the Government of Karnataka.
The expenditure(s) on education and Research & Development are, in fact, an investment for the future besides addressing the problems of lack of funding and financial shortages of several current scientific and technical projects. The state should develop a more stable and corpus funding than exposing the state education to the inconsistencies and vulnerabilities of private and corporate funding.

Let's take a closer look: What happened? First let's briefly take a look at the 'good moral character' requirement for citizenship. This stipulation was added after the US passed the 1790 Naturalization Act. This had long been interpreted to mean that a person has no criminal convictions against him or her – for example murders, felonies and genocide. However, drink driving, for example, can also be a disqualifier. Those wanting to apply to become a citizen must show that they have undergone rehabilitation. This citizenship test is usually given to green card holders who have been in the country between three and five years and who want to become American citizens – a process known as naturalisation. Other than showing 'good moral character', those wanting to become citizens must also clear English and civics tests. The agency ordered its employees to do a more complete and 'holistic' assessment of applicants' 'good moral character'. This includes being involved in their local community, positive contributions to the US, having family ties, having a long employment history, being a lawful resident of the us for a long time and paying taxes. The agency asked employees to consider applicants' 'positive attributes and not simply the absence of misconduct.' The applicant must show their character is 'commensurate with the standards of average citizens of the community in which the alien resides.' Officers have been told to bar applicants if they have committed 'any other acts that are contrary to the average behaviour of citizens in the jurisdiction where aliens reside. This even if those acts are 'technically lawful.' USCIS has also said it will check prospective citizens and visa applicants for 'anti-Americanism,' and in particular 'antisemitic ideologies' including their behaviour on social media. That this is the latest move from Trump to attempt to restrict immigration to the United States. Trump has also taken aim at birthright citizenship which he has vowed to do away with. Since 2015, anywhere from 600,000 to 1 million immigrants have become US citizens every year. There are around 25 million naturalised citizens in the US. Critics say the Trump administration is trying to keep the keep the number of people who enter the US and become naturalised citizens in check. 'They're trying to increase the grounds for denial of US citizenship by kind of torturing the definition of good moral character to encompass extremely harmless behaviour,' Doug Rand, a former senior USCIS official who worked in the Biden Administration, told CBS. STORY CONTINUES BELOW THIS AD Gabriel J Chin, a University of California, Davis, law professor, told The Washington Post that new USCIS guidance is 'so loose and discretionary that it is obviously susceptible to arbitrary enforcement.' 'Many birthright US citizens do not have sufficient educational or economic achievements that would entitle them to a visa to immigrate to the United States,' said Chin. 'If they had not been born here, they would not make the cut'. Some in the Trump administration have propounded 'the Great Replacement theory' – a conspiracy advanced by many on the far-right that accuses shadowy elitist figures of seeking to replace white citizens with non-white immigrants. While Trump has never explicitly referred to this theory, he has consistently put down immigrants, particularly from South American nations as 'animals' and 'rapists'. He has also repeatedly said that America is at risk of being invaded and its culture lost. 'For me, the really big story is they are opening the door for stereotypes and prejudice and implicit bias to take the wheel in these decisions. That's really worrisome,' Jane Lilly Lopez, an associate professor of sociology at Brigham Young University, said. STORY CONTINUES BELOW THIS AD Experts say that this is the latest move from Donald Trump to attempt to restrict immigration to the United States. Trump has also taken aim at birthright citizenship which he has vowed to do away with. A judge ordered Öztürk to be released after finding that the government had no grounds to hold her in custody, STORY CONTINUES BELOW THIS AD What does this mean? It means that if you are planning to apply for the United States for visa or a citizenship, the last thing you should do is criticise President Donald Trump on social media. Or even worse, take aim at Israel over the unfolding events in Gaza. This, of course, is steeped in irony given that Trump himself is a convicted felon. Trump in May 2024 was found guilty on 34 counts of falsifying business records during the 2016 presidential election. Trump did so to cover up an affair with a porn star Karen McDougal, with whom he had carried on at a time when his wife Melania had just given birth to their son Baron. Trump also is the first president to enter office as a convict. A New York judge found Trump civilly liable for sexual abuse and defamation of E Jean Carroll. Trump also has been credibly accused of sexual harassment by dozens of women. Trump has also claimed that the late Jeffrey Epstein, who ran a sex trafficking ring, was a good friend for many years. The two men are said to have had a falling out. Trump has since distanced himself from the late disgraced financier. STORY CONTINUES BELOW THIS AD While Trump isn't exactly in a position to be the arbiter of moral standards, that has not deterred his administration from trying to do so anyway. Israel, meanwhile, is more and more being widely accused by experts of conducting a genocide in Gaza. The International Court of Justice has issued arrest warrants for Prime Minister Benjamin Netanyahu and former Defence Minister Yoav Gallant for war crimes and crimes against humanity. Experts are warning that Gaza faces a starvation crisis. Over 60,000 Palestinians are said to have died since the war in Gaza began according to the Palestinian Health Ministry. U.P.'s Jalalabad to get a new name, it's Parashurampuri
Lucknow The Union Home Ministry on Wednesday (August 20, 2025) approved the renaming of Jalalabad town in Uttar Pradesh's Shahjahanpur district to Parashurampuri. 'I am to invite attention to Government of Uttar Pradesh letter No. 591/N-2/2025 E-1922059, dated 27.06.2025 on the subject mentioned above (renaming of town Jalalabad as Parashurampuri in Shahjahanpur district) and to say that Government of India has No Objection to the change of the name of town Jalalabad as Parashurampuri, District Shahjahanpur, Uttar Pradesh,' reads the letter by the Ministry of Home Affairs (MHA) addressed to the Chief Secretary of Uttar Pradesh. The Centre asked the State government to notify the new name, Parashurampuri, by registering it in Devnagri (Hindi) and Roman (English) scripts, and in all regional languages. The Uttar Pradesh government, in a letter to the MHA, had said that Jalalabad is known as the birthplace of Parashuram, the saint, and houses an ancient temple dedicated to him. The Jalalabad municipal board had passed a resolution to rename it after Parashuram. After the Union government's approval, Union Minister and Lok Sabha MP from Pilibhit Jitin Prasada, who hails from Shahjahanpur, expressed his gratitude. 'Heartfelt thanks and gratitude to the Honorable Home Minister Shri Amit Shah ji for giving permission to change the name of Jalalabad ... to 'Parshurampuri'. Centre has decided to defile the Constitution by turning India into a dictatorship under PM, alleges Stalin
Tamil Nadu Chief Minister M.K. Stalin on Wednesday strongly objected to The Constitution (130th Amendment) Bill, 2025, introduced by Home Minister Amit Shah in Parliament, which seeks to provide a legal framework for the removal of the Prime Minister, Union Ministers, Chief Ministers, and Ministers of States and Union Territories who are arrested and detained in custody for 30 consecutive days on serious criminal charges. He said the BJP government at the Centre has decided to defile the Constitution and its democratic foundations by turning India into a dictatorship under the Prime Minister. 'The 130th Constitutional Amendment is not reform. This is a black day and this is a black Bill. This is how dictatorships begin: steal votes, silence rivals and crush States. I strongly condemn this Bill, which strikes at the very root of democracy, and I call upon all the democratic forces to unite against this attempt to turn India into a dictatorship,' Mr. Stalin said in a post on X. 'After the exposé of vote theft, the very mandate on which the Union BJP government was formed is in serious question. Its legitimacy is doubtful. Having stolen the mandate of the people through fraud, the BJP is now desperate to distract public attention from this exposé. To do that, they have brought in the 130th Constitutional Amendment Bill,' Mr. Stalin alleged. 'The plan of this Bill is clear. It allows the BJP to foist false cases against political opponents in power across States and remove them by misusing provisions that treat even a 30-day arrest as a ground for removal of an elected leader, without any conviction or trial.
