Quebec court convicts Moroccan YouTuber Hicham Jerando for defaming Casablanca lawyer

On Monday, July 14, the Quebec Superior Court in Canada convicted Moroccan YouTuber Hicham Jerando, who lives in Montreal, of defaming Casablanca lawyer Adil Said Lamtiri.
The case stems from a lawsuit filed by Lamtiri following a series of offensive and misleading videos posted by Jerando on his YouTube channel, «Tahadi» according to Moroccan daily Assabah.
The court ordered Jerando to pay a total of 164,514 Canadian dollars in damages, covering financial, moral, and punitive compensation, and mandated the removal of all defamatory content. The judgment is immediately enforceable, even if appealed.
Notably, in May, the Criminal Chamber of the Court of Appeal in Rabat sentenced Jerando in absentia to 15 years in prison. He was convicted of «forming a terrorist group to prepare and commit terrorist acts as part of a collective project aimed at seriously undermining public order through intimidation, threats, and violence», as well as inciting others to commit terrorist offenses.
Jerando is known for his videos criticizing Moroccan authorities and is also the main suspect in a separate case involving harassment and extortion. That investigation was launched after a citizen filed a complaint alleging she and her family were subjected to threats, defamation, and blackmail by an organized group allegedly led by the YouTuber.

Adoption of Criminal Procedure Code Reform, Major Step in Justice Modernization

The Moroccan Parliament has definitively adopted the bill reforming the Code of Criminal Procedure, marking a decisive step in the ongoing process of modernizing criminal justice and strengthening the rule of law, the Ministry of Justice stated. The result of a legislative process marked by extensive consultations and institutional debates, this bill is part of a broader reform vision led by the Ministry of Justice, aiming to enhance fair trial guarantees, promote the rights of the defense, and modernize the tools of criminal procedure, the Ministry said in a press release. The bill introduces major advancements, notably the broader use of alternatives to pre-trial detention, the strengthening of judicial oversight measures, enhanced protection of victims and witnesses, as well as the integration of digital technologies into legal procedures and the enshrinement of the principles of promptness and efficiency in handling criminal cases. "The definitive adoption of this fundamental text reflects the Kingdom's firm commitment to building a modern, accessible justice system that respects fundamental rights,' adding that this represents 'a key milestone in our comprehensive strategy to reform the judicial system, alongside the Penal Code and the law on alternative sentencing," said Minister of Justice Abdellatif Ouahbi as quoted in the release. In this regard, the Ministry of Justice welcomed the constructive involvement of all institutional actors, legal professionals, and civil society organizations who contributed to enriching the bill. The Ministry also reaffirmed its commitment to support the implementation of the reform through training, awareness campaigns, and capacity building, in accordance with the principles of transparency, legal security, and equity. On Tuesday, the House of Representatives approved, in a second reading and by majority vote, Bill No. 03.23 amending and supplementing Law No. 22.01 on the Code of Criminal Procedure. Agadir police investigate foreign SUV driver for unauthorized beach entry

The Agadir Police Department responded swiftly on Tuesday, July 22, after a photo began circulating on social media showing an SUV driving across the city's beach. The image, which drew widespread attention, raised safety concerns as users pointed out that the vehicle, bearing a foreign license plate, was seen navigating the sand near beachgoers. According to a security source, police launched an investigation following the online posts and confirmed that the case is being handled by the precinct responsible for the Agadir area. Officers on patrol at the beach quickly intercepted the driver after he entered the sandy area, reportedly unaware of local regulations. The foreign driver is now under judicial investigation, supervised by the relevant public prosecutor's office. Authorities aim to determine the full context of the incident, assess the driver's intentions, and identify any violations of Moroccan law.
