Vijayawada: Water resources minister Nimmala Ramanaidu made it clear that the state government will secure all necessary permissions from the Central government for the Polavaram-Banakacherla project, which aims to divert 200 tmc ft of Godavari floodwater to the drought-prone Rayalaseema region. He emphasised the Andhra Pradesh's right to construct the project to address water scarcity in Rayalaseema, with all approvals sought from the Central government.
Responding to allegations from some Telangana leaders that Andhra Pradesh is violating Central Water Commission rules by planning the project without permission, Ramanaidu clarified that a preliminary report has already been submitted to the Central government, which approved the preparation of the Detailed Project Report (DPR).
The minister dismissed claims that the project would harm Telangana, noting that Andhra Pradesh, located downstream, cannot adversely affect upstream Telangana.
Addressing the media at the Secretariat on Tuesday, Ramanaidu outlined the project's three phases: the first from Polavaram to Prakasam Barrage using gravity flow, the second from Prakasam Barrage to Bollapalli Reservoir, and the third from Bollapalli to Banakacherla in Kurnool district, utilising two lift irrigation schemes.
He pointed out that of the 3,000 tmc ft of Godavari water flowing into the sea annually, the project proposes to divert only 200 tmc ft to transform Rayalaseema, one of India's most backward regions, into a prosperous 'Ratanala Seema.'
Ramanaidu refuted Telangana leaders' claims of potential losses, accusing them of making politically motivated allegations. He stressed that the project uses only floodwater released into the sea during the rainy season, ensuring no injustice to Telangana.
He also underscored the importance of river-linking projects, citing former Prime Minister Atal Bihari Vajpayee's vision, and noted that the Krishna river, with lower water availability than the Godavari, underscores the need for such initiatives.
The minister reiterated that Andhra Pradesh, which bears the brunt of Godavari floods, has the right to utilise floodwaters to meet Rayalaseema's water needs. He added that Chief Minister N Chandrababu Naidu envisions prosperity for both Telugu states through projects like Polavaram-Banakacherla, urging other states not to object to this critical initiative.

Currently, an extra support price of Rs 4 per kilogram has been implemented for mangoes, and the Chief Minister insisted that processing units ensure a minimum purchase price of Rs 8. Concluding the review, Naidu reassured that the government is committed to safeguarding farmers against potential losses, underlining their vital role in the economy.

New Delhi [India], June 18 (ANI): Union Minister JP Nadda on Wednesday expressed his gratitude to Prime Minister Narendra Modi and Union Home Minister Amit Shah for the approval of disaster relief funds under the 'Recovery and Reconstruction Plan' to Himachal Pradesh and Uttarakhand. 'I express my heartfelt gratitude to the Prime Minister Narendra Modi and Home Minister Amit Shah for approving the 'Recovery and Reconstruction Plan' of Rs 2006.40 crore as relief amount due to natural calamities like floods in the year 2023,' Nadda said in a post on X. Earlier today, a high-level committee chaired by HM Shah approved Rs 2006.40 crore to Himachal Pradesh under the Recovery and Reconstruction Plan, with the Home Ministry's office highlighting that the Centre stands shoulder to shoulder with states in time of natural calamities. 'The financial assistance provided by the Modi government is an important support to the disaster-affected citizens in dealing with the crisis in Devbhoomi and providing relief to the disaster victims. The Modi government stands with the people of Devbhoomi in every crisis and at the same time, is committed as always to provide all possible help to Himachal,' Nadda said in the post. According to an official statement from the Ministry of Home Affairs, the High-Level Committee has approved the recovery plan of Rs 2006.40 crore to the State of Himachal Pradesh, which will help the State in carrying out Recovery and Reconstruction activities, arisen due to damage and destruction occurred during 2023 monsoon due to floods, cloudbursts and landslides. Out of this, Rs 1504.80 crores will be the central share from the Recovery and Reconstruction Funding Window under the National Disaster Response Fund. Earlier, on December 12, 2023, the Ministry of Home Affairs had approved additional financial assistance of Rs 633.73 crore from the NDRF for Himachal Pradesh, which was affected by this disaster. The Central Government had approved Recovery plans for the state of Uttarakhand of Rs 1658.17 crore, in the aftermath of the Joshimath subsidence and for Sikkim of Rs 555.27 crore, in the aftermath of the GLOF incident of 2023. The official statement read, Central Government had approved several mitigation projects with overall financial outlay of Rs 7253.51 crore, for mitigating the risks of several hazards in the areas of Urban Floods (Rs. 3075.65 crore), Landslides (Rs.1000 crore), GLOF (Rs. 150 crore), Forest Fire (Rs. 818.92 crore), Lightening (Rs. 186.78 crore) and Drought (Rs. 2022.16 crore) During the financial year 2024-25, the Central Government has released Rs 20,264.40 crore to 28 States under SDRF and Rs 5,160.76 crore under NDRF to 19 States. Additionally, Rs 4984.25 crore from the State Disaster Mitigation Fund (SDMF) to 19 States and Rs 719.72 crore from the National Disaster Mitigation Fund (NDMF) to 08 States have also been released. A high-level committee, headed by Union Home Minister Amit Shah, has approved ₹2,006.40 crore in Central assistance for Himachal Pradesh for recovery and reconstruction efforts following the devastating floods, landslides, and cloudburst of 2023. 'The committee, comprising Union Finance and Agriculture Ministers and the Vice-Chairman of the NITI Aayog as members, considered the proposal for financial assistance to the State from the recovery and reconstruction funding window under the National Disaster Response Fund (NDRF),' an official statement said. 'The high-level committee has approved the recovery plan of ₹2,006.40 crore to Himachal Pradesh, which will help the State in carrying out recovery and reconstruction activities, arising due to damage and destruction occurred during the 2023 monsoon owing to floods, cloudbursts and landslides,' it said. Of this, ₹1,504.80 crore will be the Central share from the recovery and reconstruction funding window under the NDRF,' it added. On December 12, 2023, the Ministry of Home Affairs approved an additional financial assistance of ₹633.73 crore from the NDRF for Himachal Pradesh. 'Under the leadership of Prime Minister Narendra Modi, the government is standing shoulder to shoulder with the State Governments during natural calamities and disasters,' the statement said. 'To fulfil Mr. Modi's vision of a disaster-resilient India, the Home Ministry, under the guidance of Mr. Shah, has taken several initiatives to ensure effective management of disasters in the country,' the statement said. 'Several steps have been taken to prevent any extensive loss of life and property during disasters by strengthening the disaster risk reduction system in India,' it said. The Central Government had approved a recovery plan of ₹1658.17 crore for Uttarakhand in the aftermath of the Joshimath subsidence and of ₹555.27 crore for Sikkim in the aftermath of the Glacial Lake Outburst Flood (GLOF) incident of 2023. Further, the Central Government approved several mitigation projects with an overall financial outlay of ₹7,253.51 crore, for mitigating the risks of several hazards in the areas of urban floods (₹3075.65 crore), landslides (₹1,000 crore), GLOF (₹150 crore), forest fires (₹818.92 crore), lightning (₹186.78 crore) and drought (₹2022.16 crore). This additional assistance is over and above the funds released by the Centre to the States in the State Disaster Response Fund (SDRF), already placed at the disposal of the States. During the financial year 2024-25, the Central Government allocated ₹20,264.40 crore to 28 States under the SDRF and ₹5,160.76 crore to 19 States under the NDRF. Additionally, ₹4984.25 crore from the State Disaster Mitigation Fund (SDMF) to 19 States and ₹719.72 crore from the National Disaster Mitigation Fund (NDMF) to eight States were also released.
