CPI(M) demands refund of ‘excess power charges' of ₹2,787 crore collected in Andhra Pradesh
According to the letter dated Wednesday, the DISCOMs in the State had been levying an additional ₹0.40 per unit every month under the guise of FPPCA charges and this has resulted in an excess collection of ₹2,787.19 crore from the consumers—a figure publicly available on the Andhra Pradesh Electricity Regulatory Commission (APERC) website under the summary tables, he said.
He said that the SPDCL and CPDCL have sought permission from the APERC to recover an additional ₹842.68 crore, claiming it as part of their true-up charges, despite already collecting the significant excess. 'Even in this month's power bills, ₹0.40 per unit has been charged under FPPCA,' Mr. Srinivasa Rao pointed out.
The CPI(M) leader criticised the DISCOMs for issuing press releases claiming that there had been no power tariff hikes this year, calling such statements 'misleading and deceptive'.
'Ensure the government issues a direct clarification on power charges. Refund the excess amount collected from consumers without delay. Stop the collection of ₹0.40 per unit adjustment charges immediately,' he said.
'Calculated fraud'
Meanwhile, CPI(M) State Secretariat member Ch. Babu Rao criticised the government during a public hearing held by the Electricity Regulatory Commission from Kurnool on Wednesday.
Participating in the programme in virtual mode from Vijayawada, he condemned what he called 'manipulation of electricity tariffs'. 'The true-up and fuel adjustment charges are calculated move to fraud the power consumers,' he alleged.
Highlighting staggering financial losses of over ₹30,000 crore due to administrative failures and corruption in the power sector, he questioned why no investigation had been initiated even after a year.
He demanded a judicial inquiry into all 'such scandals'.
Mr. Babu Rao urged the Electricity Regulatory Commission to stop 'acting as a rubber stamp' and to stand by the consumers.

CPI(M) flays economic priorities of State, Centre
Senior leaders of the CPI(M) flayed the State and the Central government for extending a red carpet to the corporates with the taxpayers' money while the burden of price rise was being borne by the poor. The CPI(M) leader U. Basavaraj said that though the people of the country pay ₹50 lakh crore in taxes to the Centre and ₹3-₹4 lakh crore is received by the State government, the amount was being used to benefit the corporate companies. He was speaking at the concluding programme of the political campaign organised by the CPI(M) Mysuru district committee at Gandhi Square here. Mr. Basavaraju said India ranked 105th in the Global Hunger Index, and the unemployment rate was high; hence, the claim that it was the fourth-largest economy was questionable. Though nearly 70 crore people were receiving rations through the public distribution system and nutritious food was being distributed through the Anganwadis, the scourge of hunger and malnutrition persisted and put a question mark on the claims of being the fourth largest economy, said Mr. Basavaraju. The economic policies of the Central and State governments also received flak, and the CPI(M) wondered whether the two were working for the corporates or the economically impoverished section of the population. District secretary Jagadeesh Surya said that no project has been introduced in the district for job creation. There is neither a government law college nor an engineering college in the district, and no government seems to be concerned about it, he added. The district ranks second in the State in terms of farmer suicides, but the State and Central governments are not focusing on improving farmers' lives here, he said. Mr. Jagadish Surya urged the government to establish ward-level clinics and strengthen primary health centres in the district. He also demanded that farmers cultivating gomala (common) and forest lands be issued cultivation rights. Homage was also paid to the former Chief Minister of Kerala V.S. Achuthanandan who died recently.

Election Commission wraps up enumeration phase in Bihar, 65 lakh voters out of draft roll due to...
Bihar Elections: A day before the Supreme Court is scheduled to hear a batch of pleas challenging the Election Commission's decision to undertake a special intensive revision (SIR) of electoral rolls in poll-bound Bihar, ECI On Sunday said that it has successfully concluded the enumeration phase of the Special Summary Revision (SIR) in Bihar, held from June 24 to July 25, 2025. In what is being hailed as one of the most comprehensive electoral exercises in the state, more than 7.24 crore electors – out of a total of 7.89 crore – submitted their enumeration forms, reflecting a massive outreach and high voter engagement. According to a detailed press release shared by the election commission, as many as 65 lakh voters will not figure in the state's new draft electoral rolls, which are to be published on August 1. This includes 22 lakh deceased electors (2.83 per cent), 36 lakh (4.59 per cent) who have permanently shifted or not found and seven lakh (0.89 per cent) who have enrolled at more than one place. This large-scale campaign, which began just a few months before the high-stakes Bihar assembly elections, was aimed at ensuring 'No Elector Left Behind', with a focus on first-time voters, urban populations, migrants, and vulnerable groups such as the elderly and persons with disabilities. All 12 major political parties actively took part in the exercise. The number of Booth Level Agents (BLAs) appointed by political outfits increased by over 16 per cent during the campaign. Notably, CPI(M) and Congress recorded over 100% increase in BLA nominations, with CPI(M) showing a remarkable 1083% jump. BJP led the tally with over 53,000 BLAs, followed closely by RJD and JD(U). To ensure maximum inclusion, more than 5.7 crore SMS alerts were sent to registered voters, while the CEO of Bihar collaborated with counterparts across States/UTs to reach temporary migrants from Bihar. Around 29 lakh forms were submitted digitally, either through the ECI website or mobile app, signifying an increasing shift towards tech-savvy voter engagement. Similarly, 'electors whose Enumeration Forms were received were sent repeat SMSs, as an acknowledgement of submission of their form. A total of 10.2 crore SMSs have been sent since the beginning of the exercise,' the poll panel said. Young citizens turning 18 by October 1, 2025, are being encouraged to register from August 1 to September 1. 'ECI will conduct special campaigns across Bihar from August 1 to September 1 2025, to enrol such young electors, so that all eligible electors can be enrolled and no one is left out,' the ECI said. Volunteers and officials are assisting senior citizens and PwD voters in completing documentation. The draft roll will be made available both digitally and in print on August 1. Any inclusions, deletions, or corrections must be submitted during the one-month window. No name will be removed without a formal speaking order, and appeals can be made under Section 24 of the RP Act, 1950. With meticulous planning and mass involvement, the ECI's enumeration push in Bihar is being seen as a model for voter inclusion and electoral transparency.
