Single deal likely behind Sabah's ‘unusually high' 2023 trade figure, says Phoong

PETALING JAYA : Sabah's industrial development minister Phoong Jin Zhe says the state's 'unusually high' trade figure for 2023 was likely driven by a single transaction and does not reflect the state's actual economic performance.
Phoong also said he had written to the statistics department for clarification of the spike, which saw Sabah's total trade value for that year leaping to RM158 billion, the Daily Express reported.
'If you look at the trend from 2019 to 2022, Sabah's trade consistently hovered between RM36 billion and RM58 billion. But in 2023, it suddenly jumped to RM158 billion,' he said.
He said initial checks suggested that the increase might be linked to a single entry of goods related to a large-scale investment project, which would not reflect long-term trends.
He also said that figures from the Malaysian Investment Development Authority (Mida) provided a more consistent view of Sabah's trade performance, recording RM52.1 billion in 2023 and an increase to RM53.6 billion the following year.
'This shows that the state's economic fundamentals remain stable and positive,' he added.
Although the reports from both the statistics department and Mida tallied at the national level, showing total Malaysian trade at RM2.6 trillion in 2023 and RM2.9 trillion in 2024, Phoong said the discrepancy in data involving over RM100 billion affected only Sabah.
'That's why I have officially written to the department's director for an explanation. I am still waiting for their reply,' he said.
Phoong said the discrepancy might be due to how the agencies record trade activity, noting that some methods might count goods at points of exit such as ports or airports, which could distort the location attribution in state-level data.
He warned that if corrections were warranted but not made, it could lead to the false conclusion that Sabah's economy was in decline if lower figures were recorded for 2024.
Phoong said that based on Mida's data, Sabah's trade performance in 2024 actually improved from pre-pandemic levels in 2019 and 2020, which ranged between RM36 billion and RM40 billion.
Sabah Umno information chief Suhaimi Nasir previously criticised the state government for failing to stimulate economic growth, citing figures from the statistics department showing drops in Sabah's import and export numbers.

The department's director, Bernard Liew, said no prospecting licence was awarded to the company under the Sabah Mining Ordinance 1960 and that allegations claiming otherwise were baseless. He added that the department was the authoritative body governing mining in the Bornean state. 'Any mineral exploration activity in Sabah can only be conducted after obtaining a legitimate licence issued under Sections 6 and 8 of the Sabah Mining Ordinance. 'And this is subject to technical conditions and other relevant laws that are already in place. The department views seriously any statement made via the media that can mislead the public,' he said in a statement. MalaysiaNow previously reported that Sabah Mineral Management Sdn Bhd (SMM) had awarded Bumi Suria an exploration licence for coal mining. The report said it had been granted exclusive rights to explore and search for minerals on 70,000ha of forest reserve in Kalabakan and Gunung Rara near the Kalimantan border. In a statement to FMT, SMM CEO Natasha Sim said the state government agency was not a licence-awarding body, nor did it have jurisdiction to award or issue licences. On Monday, Farhash said his lawyers had served MalaysiaNow with a cease and desist letter, saying allegations that he owned Bumi Suria and that the company had been awarded a mineral prospecting or exploration licence in Sabah were false and defamatory. The lawyers said Farhash was merely a director and shareholder of Bumi Suria, and demanded that the article be removed from the website and all social media channels.

PETALING JAYA : The long-delayed redevelopment of Kampung Sungai Baru is now expected to begin in the first quarter of 2026, says federal territories minister Dr Zaliha Mustafa. In a written parliamentary reply, she said the project's layout and building plans have been approved, and the developer is currently securing other technical clearances from Kuala Lumpur City Hall (DBKL) and relevant agencies. 'The project is expected to be launched soon, with construction set to begin in the first quarter of 2026,' she said in response to Azman Nasrudin (PN-Padang Serai), who asked for details about the redevelopment. The new timeline marks a delay from a commitment made by Zaliha in 2024, when she told Parliament that construction would begin in the first quarter of 2025. Kampung Sungai Baru's redevelopment was first initiated in 2016, but has been stalled largely due to legal issues, compensation disputes and disagreements among its residents. Zaliha also said that the land acquisition application under the Land Acquisition Act 1960 was submitted by the developer in October 2020 and subsequently approved by the federal territories land working committee. Gazettement of the acquisition, involving 110 properties, including 37 terrace lots, 72 flats, and a Tenaga Nasional Berhad substation, was carried out in June 2021 under Sections 4 and 8 of the Act, for residential and commercial use.

KOTA KINABALU (July 24): The Sabah-China Chamber of Commerce (SCCC) will lead a delegation together with the Sabah Chinese Herbal Doctors' Association to participate in the 2025 International (Bozhou) Traditional Chinese Medicine Expo and the 3rd China (Bozhou) – RCEP TCM Industry Cooperation Conference' to be held in Bozhou City, Anhui Province, China. SCCC president Datuk Frankie Liew expressed hope that through the initiative of 'Sabah TCM Going Global,' it can drive the upgrade and development of local traditional Chinese medicine in terms of technology, services, and industry. 'As is well known, Sabah is rich in medicinal resources and has a strong tradition of using traditional Chinese medicine (TCM). These advantages are highly compatible and complementary with China, offering Sabah the opportunity to become the most important TCM production and research base outside of China,' he said. Liew made this announcement yesterday after holding a dialogue with the Sabah Chinese Physicians Association. Representatives from the Sabah Chinese Herbal Doctors' Association who attended included chariman Sim Hun Yung, vice chairman Lung Tet Kun, assistant secretary Tan Ker Shin, members Chin Cheong Mong, Loh Yun Kent and SCCC committee members Chin Hui Zhi and Cheong Siau Ling. He further stated that this time, the delegation from Sabah will be led by the SCCC, jointly with the Sabah Chinese Herbal Doctors' Association, and will include representatives from the business community and TCM professionals, to participate in this major event in the field of traditional Chinese medicine. He also emphasized that the implementation of the Regional Comprehensive Economic Partnership (RCEP) has brought new business opportunities to China and ASEAN countries. The TCM industries of RCEP member countries are highly complementary, which helps promote trade, investment and technological cooperation among enterprises in the TCM field across these countries. Liew looks forward to this event fostering collaboration among the TCM industries of Malaysia and other RCEP member countries. He hopes it will help develop planning and policy alignment, identify entry points and areas of focus for cooperation, and jointly create an open, shared and mutually beneficial trade platform. This will support Sabah's TCM industry and its enterprises to expand cooperation and advance new developments in TCM cooperation under the RCEP framework. 'We hope that the standards and equipment of TCM in Sabah will continue to improve in the future and remain a key healthcare option, enabling people to enjoy better TCM services and treatment, bringing benefits to the public,' he stated.
