Over half a million residents affected by floods in Pampanga

Continuous rains from Tropical Storms #DantePH and #EmongPH, worsened by the Southwest Monsoon, or habagat, have caused massive flooding in Pampanga, displacing thousands and inundating communities across several towns.
In Bacolor, floodwaters reached up to four feet in Barangay Tinajero. The local government enforced a forced evacuation. Residents were seen salvaging important belongings from their homes.
'Yung sa Tinajero, housing project ito ng NHA… halos baha na yung 500 housing resettlement ng San Guillermo,' Bacolor Mayor Diman Datu said.
As of 11 a.m. on July 23, 2025, the Pampanga Provincial Disaster Risk Reduction and Management Office (PDRRMO) reported at least 301 families or 945 individuals had been evacuated in Bacolor alone.
The town had the highest number of evacuees across the province.
Flooding also hit major roads in the City of San Fernando, including B. Mendoza Street in Barangay Sto. Rosario, which was rendered impassable.
In Sasmuan, several houses were flooded, while in Candaba, early evacuations were carried out in the riverside barangays of Buas and Gulap.
In Guagua, floodwaters reached knee level in Barangay Golangco around 2 p.m. on July 23, 2025.
The PDRRMO reported that 223 barangays across 18 local government units were affected by flooding, with approximately 160,891 families or 527,648 people impacted throughout Pampanga.

A total of 83,804 individuals from various parts of the country who were affected by the recent typhoons and Southwest Monsoon (Habagat) have received aid from the GMA Kapuso Foundation. According to "24 Oras" Monday, Barangay Bucao in San Gabriel, La Union, was among the areas that were heavily impacted by the inclement weather, which left many homes devastated and caused a power outage in the neighborhood. "Nadaganan ng kahoy tapos 'yung iba, 'yung flooded po sila, we have a river kasi dito eh maraming residents sa area beside the river. Sila po 'yung victim ng baha," said Fr. Jonathan Obar, a Sanggunian member. "Nung humating-gabi na, lumakas yung ulan, lakas pa ng hangin, parang ipo-ipo na umiikot, lahat ng mga gamit naming sa loob, nabasa," said resident Magdalena Cariaga. In La Trinidad, Benguet, strawberry farmers suffered losses after their crops got damaged by the floods, while stores have been closed for almost a month due to the low number of tourists. "Kailangan ng bigas, wala rin benta kasi walang bisita," said Helen Hipol, a resident. The GMA Kapuso Foundation, under its Operation Bayanihan project, distributed relief goods to various parts of the country to help those who have been impacted by the heavy rains and floods. Relief goods were distributed to residents in Quezon City, Valenzuela, Bulacan, Rizal, Pampanga, Zambales, Bataan, Pangasinan, La Union, and Benguet. Families who worked in a landfill in Bauang, La Union, also received aid from the foundation. Aside from the 83,804 who received relief goods, a total of 2,800 individuals also received porridge with egg from the GMA Kapuso Foundation. Severe weather conditions have affected the supply of rice and other products in Itbayat, Batanes, according to the provincial disaster risk reduction and management office (PDRRMO). In the report of GMA Regional TV's Cris Zuñiga in Balitanghali on Monday, the Batanes PDRRMO said that most of the supply of commodities in Itbayat come from Basco via air or sea. But the strong waves in the sea have become a challenge for delivering goods, the report added. The northernmost municipality of Itbayat has a population of around 2,900. Rains have persisted for more than two weeks in Batanes. Aside from rice, the weather condition has resulted in low stocks of corn, animal feeds and petroleum products, the report further said.
