Delhi, Nearby Areas To Witness First-Ever Mega Mock Disaster Drill On August 1
A first-ever "mega-scale" disaster management mock exercise will be conducted in the national capital region (NCR) on August 1 with the involvement of multiple emergency response agencies working to tackle earthquake, industrial and chemical hazards-like situations.
The drill will be preceded by a symposium of multiple stakeholder agencies to be held on July 29 and table-top exercises (TTEx) on July 30 at the Manekshaw Centre in Delhi.
The exercise will be conducted jointly by the National Disaster Management Authority (NDMA), Delhi Disaster Management Authority (DDMA), Army's Western Command and Headquarter Delhi Area, National Disaster Response Force (NDRF), police, civil defence, fire services, and health and transport departments apart from the disaster management organisations of Uttar Pradesh and Haryana.
This mega exercise is named Suraksha Chakra and this is the first such integrated disaster management exercise to be held in Delhi-NCR, an NDMA member said during a press briefing here.
"The mega-scale drills are part of the Centre's whole-of-government approach where multiple stakeholders will work together to make this region a safer place," NDMA Member Lt Gen Syed Ata Hasnain (retd) told reporters.
He said the exercise aims to create awareness amongst the general public and find ways and solutions to tackle a real disaster that may hit the Delhi-NCR in the future.
DDMA CEO Krishan Kumar said at least 55 places in 11 districts of Delhi will be hosting the mock drills with multiple police, fire and emergency vehicles and ambulances criss-crossing the length and breadth of the national capital on August 1.
"We request the press to spread the message that these are mock drills and there should be no panic or rumour mongering. Through these drills, the participating agencies are aiming to lessen response time during disasters and identify gaps," Kumar said.
Lt Gen Hasnain said apart from Delhi, two districts of UP -- Noida and Ghaziabad -- and five from adjoining Haryana-- Gurugram, Faridabad, Palwal, Nuh and Rewari-- will be part of the mock drills.
"We are looking for jointness during this exercise. Prime Minister Narendra Modi has a vision that such exercises should be regularly held in order to better prepare ourselves for tackling disasters," he said.
The symposium and table-top exercises, Hasnain said, will have discussions and debates amongst various agencies and aims to find "optimum" ways to respond to disasters in this region which is especially vulnerable to earthquakes.
An analysis and response mechanism against chemical and fire hazards will also be done at the same time and "we will find best ways" to tackle such accidents apart from "resource mapping" , he said.
Hasnain said the NDMA has conducted 200 small and large disaster mock drills across the country in the last five years. He recalled that Union Home Minister Amit Shah has also directed that such exercises should be conducted once every three years in each of the 750 districts of the country.
The NDMA said such exercises are part of its effort to build a culture of "preparedness" and "resilience" and the outcomes will contribute towards strengthening the disaster management capabilities of Delhi-NCR for the safety and security of citizens during emergencies.
Such integrated mock exercises have been held earlier in UP, the north eastern states and along the east and west coasts of the country, as per the NDMA.

Kozhikode: State govt included an additional 49 families in the list of beneficiaries for rehabilitation of those affected by the Mundakkai-Chooralmala landslides. With this, 451 persons will get houses in the township coming up at Elstone Estate. Tired of too many ads? go ad free now Govt had earlier identified 402 persons for alloting houses in the township. Revenue minister K Rajan announced this at the memorial meeting held for victims of the landslide at MSA auditorium, Meppadi, on the tragedy's first anniversary on Wednesday. State cabinet decided to include the 48 families recommended by DDMA and one case, which came up during hearing, in the list, he said. Rajan said hearings were held for 100 persons, who submitted applications for inclusion in the list, and physical examination as per guidelines would be held in Aug and a decision taken accordingly. The decision to include 49 persons will provide relief for families that complained of being excluded from the list citing technical reasons. Rajan said govt was working towards completing the construction of houses in the township by Dec 31. Cabinet decided to construct a memorial at 'July 30 Hridayabhoomi' burial site at Puthumala where many victims of the disaster are buried, he said. Govt approved a proposal worth Rs 99.93 lakh submitted by Nirmiti Kendra for memorial construction. He said Rs 6 crore was issued for follow-up treatment expenses of those injured in the landslide and the free treatment scheme was extended from Aug 31 to Dec 31. A committee comprising Wayanad collector and senior officials from local self-govt and industries departments will review and recommend the compensation amount and eligibility criteria. SASCI fund usage plan raises eyebrows
Kozhikode: Even as hundreds of families hit by the devastating Chooralmala–Mundakkai landslide in Wayanad a year ago struggle with unmet rehabilitation needs, state govt is set to channel a substantial portion of the Special Assistance to States for Capital Investment scheme (SASCI) funds granted by the Centre as long-term loan for building helipads, roads and constructing a new Rs 30cr D-block for the civil station which will house the district disaster management authority (DDMA) office. Of the 16 SASCI projects granted administrative nod include construction of more than half a dozen helipads in the district at a cost of Rs 9cr. Also, administrative sanction has been accorded for constructing a roads even to locations rendered highly vulnerable by the landslide. The selection of the projects has raised serious concerns over priorities in post-disaster recovery and long-term sustainability. For instance, of the Rs 529.5cr sanctioned by the Centre in Feb under SASCI, Rs 9cr is being allotted for setting up nine helipads in the district, including in Meppadi and other panchayats, along with approach roads. Govt authorities maintained that the helipads are being set up as part of disaster preparedness but the question being raised is whether this aligns with the district's actual priorities. Also, Rs 9cr has been allotted for construction of a road from disaster-hit Chooralmala to Attamala across the Bailey bridge. Meppadi panchayat authorities said that the remaining 27 families in Attamala are seeking relocation citing safety concerns to the township being built for landslide survivors. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Passive Income Ideas Sitting at Home Mone Undo That apart, five tribal families in the Erattukundu settlement are being rehabilitated in 15 acres at Puthiya village near Chooralmala. Also, a new bridge connecting Punchirimattom to Vanarani and approach road has been sanctioned at a cost of Rs 7cr. "The road projects to the disaster zone would only benefit the Harissons Malayalam Ltd and also players in the tourism sector. Construction of a bridge across Punnapuzha is fine. What is the need to build new roads at such high costs to the disaster-affected areas when even the remaining people who are not included in the beneficiary lists are seeking moving out from the area?," Wayanad district panchayat president Shamsad Marakkar asked. He added that already there are helicopter landing spots in all the three assembly constituencies in the district and there are many other suitable areas which can be used for the purpose. "The state govt had not asked our suggestions on the projects to be implemented using the SASCI funds. We and the DDMA were asked to find locations for the projects," Marakkar said. Also, SACSI projects include Rs 60cr improvement works to Muttil-Meppadi road and construction of a new bridge at Chooralmala at a cost of Rs 38cr. The govt has also allotted SACSI funds for setting up 15 MLD capacity WTP at Karapuzha at a cost of Rs 22.5cr. However, disaster-related rehabilitation and preparedness projects being set up using SASCI funds include construction of public buildings in rehabilitation township at Elstone Estate and roads to the township. The other projects include Rs 65cr for first phase of removal of debris at Punnapuzha and river training, three fire and rescue stations, reconstruction of GVHSS Vellarmala nd GLPS, Mundakkai, eight multipurpose shelters. Wayanad Prakrithi Samrakshana Samithi president K Badusha said that building new roads to disaster-hit areas was to help the tourism lobby. "The disaster-hit region is very fragile and poses risk of further landslides and any new development activity there would be a recipe for disaster. The SASCI fund should have been put to use in a creative and sustainable manner. Why should it be used for setting up new block in the civil station under the cover of housing DDMA complex?," he asked.

Multi-agency drill to boost city's disaster preparedness
New Delhi: The national capital is set to host a drill aimed at bolstering emergency response for major calamities such as earthquakes and industrial chemical disasters, officials said on Sunday. Tired of too many ads? go ad free now The field-level drill will mark the culmination of the multi-agency Exercise Suraksha Chakra, designed to enhance emergency response coordination in the National Capital Region, covering 18 districts across Delhi, Haryana, and Uttar Pradesh, they said. Delhi Disaster Management Authority (DDMA) said the drill will simulate a major earthquake scenario and test real-time preparedness, inter-agency coordination, and public response mechanisms. All necessary preparations were made to conduct the drill smoothly in all 11 districts of Delhi. This is a crucial step towards building a resilient city capable of handling major disasters, an advisory from DDMA said. It urged citizens to cooperate fully and not to panic during the drill. It is a planned exercise and not a real emergency, it added. As part of the exercise, residents may witness increased movement of emergency vehicles, including ambulances, fire tenders, police vans and army trucks. Sirens and public address systems may be used to signal the start of the drill. Temporary facilities like incident command posts, staging areas, relief camps, and medical aid posts will also be established, the advisory said. Teams from the National Disaster Response Force (NDRF), armed forces, civil defence, Delhi Police and other stakeholders will carry out simulated rescue operations, casualty evacuations, and offer medical assistance to supposed victims, the advisory added. Tired of too many ads? go ad free now The exercise will begin on July 29 with a high-level symposium on disaster risk and strategic preparedness. A tabletop exercise (TTEx) will be conducted on July 30 to allow disaster managers to test their response plans in a controlled environment. The full-scale drill on Aug 1 will be the final phase, putting planning into action on the ground. The exercise will cover Gurgaon, Faridabad, Palwal, Nuh and Rewari in Haryana, and Ghaziabad and Gautam Buddha Nagar in Uttar Pradesh.
