Cracking down on LPG misuse

PUTRAJAYA: The Domestic Trade and Cost of Living Ministry is intensifying enforcement against the misappropriation of subsidised liquefied petroleum gas (LPG) through 'decanting', which has been identified as one of the main causes of subsidy leakage, says Datuk Fuziah Salleh (pic).
The Deputy Domestic Trade and Cost of Living Minister said the ministry is taking the issue seriously and enforcement under the Ops Gasak initiative is being ramped up to prevent irresponsible parties from exploiting government subsidies.
(Decanting is the process of illegally transferring LPG from subsidised cylinders to commercial cylinders.)
Fuziah said the focus of Ops Gasak on decanting follows the discovery of several cases involving individuals or entities posing as legitimate businesses or wholesalers but who divert subsidised LPG to industrial use.
'We found that the syndicate transfers subsidised LPG from 14kg cylinders, which cost RM26.60 each, into non-subsidised cylinders of the same size, which are sold at RM70 per unit.
'This significant price difference highlights the substantial profits that can be gained through such illegal practices, making it a major form of subsidy leakage that the authorities are tackling on a large scale,' she said in an exclusive interview with Bernama recently.
She cited a recent case in Johor where the ministry uncovered decanting activities that were carried out under the guise of legitimate LPG wholesale operations.
'The individuals involved have been arrested and found to have committed offences under the Supply Control Act 1961. Strict enforcement action has been taken,' she said.
Fuziah added that Ops Gasak is currently being implemented nationwide, except in Sarawak, where LPG enforcement falls under the state's ordinance and jurisdiction.
She explained that Ops Gasak also aims to ensure that subsidised LPG is used solely by eligible households and micro-entrepreneurs, in line with the government's targeted subsidy policy.
'In terms of the law, there is no defect, but there was misuse by the wholesaler who supplied subsidised LPG to unqualified parties such as industries.
'So in this case, it is highly likely that the wholesaler who committed the offence will have to be held responsible.
'We have sufficient regulations to protect this subsidy, but there are still parties who abuse it,' she said.
Prior to this, Domestic Trade and Cost of Living Minister Datuk Armizan Mohd Ali announced that Ops Gasak would run from May 1 to Oct 31.
The initiative is part of the broader Kita Gempur movement, launched on Oct 19, to combat the manipulation and leakage of subsidised goods.

International travellers accounted for 33 per cent of guests, more than double their 2022 share. Over 80 per cent of international guests came from the Asia-Pacific region, highlighting its importance as a key market. More than half of Airbnb guest spending occurred outside Kuala Lumpur and Selangor. Non-urban areas contributed 62 per cent of Airbnb's GDP impact and supported 63,500 jobs. Amanpreet Bajaj, Airbnb's country head for Southeast Asia and India, said the platform helps distribute economic benefits nationwide. He added that Airbnb's role in supporting local businesses and job creation is highly rewarding. - Bernama

PUTRAJAYA, Aug 7 (Bernama) -- The Federal Court has set Aug 13 to deliver its verdict on the Attorney-General's Chambers' (AGC) appeal concerning the existence of a purported additional document that permitted Datuk Seri Najib Razak to serve the remainder of his prison sentence under house arrest. The former Prime Minister's counsel, Tan Sri Muhammad Shafee Abdullah, confirmed with Bernama the decision date. On July 9 this year, the Federal Court's three-member bench comprising Chief Judge of Malaya Tan Sri Hasnah Mohammed Hashim and Federal Court judges Datuk Zabariah Mohd Yusof and Datuk Hanipah Farikullah reserved their decision in the appeal. On April 28, the Federal Court granted leave to the Attorney-General to appeal against the Court of Appeal's decision concerning the alleged additional document linked to Najib. On Jan 6, in a 2-1 majority decision, the Court of Appeal remitted Najib's application on the purported existence of an additional document that allows him to serve the remainder of his six-year prison sentence under house arrest, to the High Court for determination on its merits. This decision overturned the earlier ruling of the High Court, which had dismissed Najib's application for leave to commence judicial review concerning the alleged document. Najib is currently serving a six-year custodial sentence for his conviction in the SRC International Sdn Bhd case, following the Federal Court's dismissal of both his appeal and subsequent review application. In February 2023, the Pardons Board commuted Najib's original 12-year sentence to six years and reduced the RM210 million fine to RM50 million. -- BERNAMA

BUSINESS KUALA LUMPUR, August 7 (Bernama) -- The Ministry of Investment, Trade and Industry (MITI) reiterated that Malaysia's semiconductor exports to the United States (US) are currently still exempted from reciprocal tariffs. However, the ministry said that this is subject to the US's current policy reviews and changes at any time. MITI minister Tengku Datuk Seri Zafrul Abdul Aziz said the US is currently conducting an investigation under Section 232 of its Trade Expansion Act of 1962 to determine whether imports of semiconductors, semiconductor manufacturing equipment and related derivative products pose a threat to its national security. 'The investigation was supposed to be completed by the end of December, but (has been) expedited, and the results from this investigation will be used for further action, including the possible measure of high tariffs as announced by US President Donald Trump this morning,' he said during the Minister's Question Time session in the Dewan Rakyat today. He was replying to a supplementary question from Lim Guan Eng (Bagan-PH) about the impact of the latest reports that the US would impose a tariff of around 100 per cent on imported semiconductors from countries that do not produce them in the US or do not plan to do so. Tengku Zafrul said Malaysia is currently taking several mitigation measures, including contacting directly with the US Trade Representative and the Department of Commerce to obtain official clarification and to advocate for the interests of Malaysian exporters. He said that if tariffs are imposed, Malaysia will risk losing a key market in the US, as locally produced products might become less competitive. However, he said, as of now, the US government has not finalised the detailed mechanism for implementing the tariffs. 'Based on current information, the exemption is not country-based but on companies that invest directly in the US, regardless of the company's location in another country.
