Business rate cuts could create 'vibrant high streets'
According to the proposals, larger properties with "rateable values" – an estimation of how much it would cost to rent a property for a year – over £100,000 could be charged slightly more, while public buildings such as hospitals and schools would be protected. If approved, the changes would start on 1 April 2026, with the exact rates set during the Welsh government's budget planning for 2026-27.Finance Secretary Mark Drakeford said the proposals would "re-balance the rates system in favour of retail shops" and are aimed at supporting the sector, particularly in the face of online competition.He added the plans were part of efforts to "create more vibrant high streets" across Wales.Vacant shops are an issue in many towns across the country, and research published in 2023 found one in six shops in Wales were empty. Business rates are collected by local councils and sent to the Welsh government, which uses them to distribute funds back to local authorities.Information on rents is gathered and analysed by the Valuation Office Agency (VOA), which works out a price for the rates per square metre of the premises.David Chapman, executive director of UKHospitality Cymru, said the proposals "simply ignored and overlooked hospitality as one of the sectors most impacted long-term by the broken business rates system"."These plans would see bills dramatically hiked, by the tens of thousands for many, and force businesses to reduce their hours, cut jobs and see many close for good," he said. "It will make Wales a significantly worse place to do business and see investment in hospitality diverted to the other side of the border to England."Mr Chapman called for "wholesale revision" of the plans to ensure hospitality venues are eligible for a lower rate.Last year, business owners in Aberystwyth, Ceredigion, called for business rates to be re-evaluated, with one saying she paid more per square metre than those paid by major chains such as Marks & Spencer.Others said lower business rates could help occupy empty shop units.The consultation runs until 12 August.

Homes, school and green spaces to replace old coal-fired power station
The site of a decommissioned power station in Staffordshire is being transformed into new homes, a school and accessible green spaces. Rugeley Power Station joins a growing number of coal-fired power stations that have been or are in the process of being repurposed into mixed-use developments. Energy services firm Engie has been working on turning Rugeley into a sustainable community asset since its closure in 2016, underpinned by a £45 million investment. This has included the demolition of the coal-fired plant and restoring the site to create the foundations for a safe, green neighbourhood. After the completion of these remedial works, the site has been sold to housebuilding firm Vistry Group, Engie said on Tuesday. Planning consent has been secured for the building of 2,300 new homes, five hectares of employment space, green spaces and an all-through school that will open to its first students in September. Engie said it donated the land for the school and supported its construction, as well as the delivery of a new access road. The firm also partnered with Staffordshire Wildlife Trust to donate land and create a 26-hectare Riverside Park, providing accessible green space and environmental benefits. Miya Paolucci, Engie UK chief executive, said: 'Rugeley Power Station played an important role in the UK's energy history, and we have been proud to lead its transformation into a place focused on sustainability, community and opportunity. 'From the outset our ambition extended beyond redevelopment to responsible stewardship, ensuring that the site would serve the long-term needs of the local community and the environment. 'We are deeply grateful to the local stakeholders, partners and residents who have helped shape the site, guiding a regeneration effort that reflects both the area's heritage and its aspirations. 'We are pleased to confirm the transfer of the site to Vistry Group, who will continue to deliver our vison of a beautiful and sustainable community asset.' Michael Moore, managing director of Vistry North West Midlands, said: 'This is an important development that will contribute to Rugeley's economic growth, providing both new jobs and high-quality places to live. 'Like many areas of the UK, Rugeley has a severe shortage of housing and that's something we're aiming to address by delivering affordable and social rent homes, as well as PRS (private rented sector) and open market homes, and crucially delivering them at pace.' Ratcliffe-on-Soar in Nottinghamshire became the last coal-fired power station in the UK to close last year, with plans in the works for its redevelopment into a zero-carbon technology and energy hub. Other notable transformations include Battersea Power Station becoming homes and a shopping centre, and the Bankside Power Station being repurposed into the Tate Modern art gallery, both in London.

JD Vance ‘unaware' of claim police asked Cotswolds residents for social media details
JD Vance 's team have denied knowing about any efforts from police to collect social media information from residents near where he spent his Cotswolds holiday. Locals near the Hamlet of Dean, near Chipping Norton, Oxfordshire, have claimed police had been door-to-door asking for personal details of residents and social media accounts. Thames Valley Police have denied officers were instructed to ask residents for social media details, and said they were under 'no obligation' to answer any questions. One local told The Observer: 'I know several people refused. We asked them if they were protecting us, or Vance. At least they were honest and said it is for him and that it will all be passed on to the American security people.' The claims have circulated widely on social media in recent days, and now the vice president's team has denied being aware of any efforts to collect such information. 'The Vice President's Office and Secret Service were unaware of any efforts by local police to collect residents' social media information,' William Martin, Mr Vance's communications director said. 'We greatly appreciate the effort our law enforcement partners put in to keeping the vice president safe, but any questions about security measures are best directed to the law enforcement agency responsible.' Residents in the vicinity of the 6-acre site Mr Vance was staying on described roadblocks and police door knocks in recent days, as security in the area was on high alert. Thames Valley Police said it was supporting the US during the vice president's visit to the area to 'ensure the safety of all involved'. It said: 'No officers were instructed to ask residents about their social media accounts or use, and we have received no complaints regarding this. 'To reduce local impact due to temporary road restrictions during the visit, we held brief courtesy conversations with residents to understand their access needs and facilitate safe movement. 'It was made clear that participation was entirely voluntary and that responses would not be shared outside the police force.' Road closures, sniffer dogs, police and a number of blacked out cars have all been spotted in the area, a marked difference to the usual calm and quaint atmosphere of a Cotswold country retreat. One woman told The Times the village had seen 'one blinking pantomime after the other'. Another told the paper she and a friend had been stopped by police blocking a footpath while walking through the area, and said: 'I told the police 'we are two old ladies, we are hardly terrorists'.' The vice president has now left the Cotswolds to begin his second leg of his family holiday in Scotland, where he will reportedly spend five days. He landed at at Prestwick Airport on Wednesday evening before travelling with a large motorcade to the luxury Carnell Estate near Kilmarnock in East Ayrshire, where airspace restrictions will remain in place around the estate until Sunday. He was greeted by dozens of pro-Palestine protesters referencing the US government's support for Israel amid the starvation and bombardment of Gaza. Similar protests were seen at a 'not welcome' party staged in the Cotswolds earlier this week, where dozens came quipped with banners, cake and plenty of pictures of an unflattering meme of the vice president. Many placards referenced Mr Vance's own words, with a woman holding a sign saying 'Cotswolds childless cat ladies say go home', and many quoting his 2016 statement that he was a 'Never Trump guy'. Other more satirical signs read 'JD Vance claps when the plane lands' and 'JD Vance's Netflix password is 'password''. One picture was everywhere - an edited image of Mr Vance as a bloated, smooth, bald man staring off into the distance, which has become a commonly-used meme on social media. Last month, US officials were forced to deny a claim from a 21-year-old Norwegian man who said he was denied entry at Newark Liberty International Airport after border security found the meme on his phone. 'Fact Check: FALSE,' the Customs and Border Protection wrote on X. 'Mads Mikkelsen was not denied entry for any memes or political reasons, it was for his admitted drug use.'
