
Ayushman Bharat scheme: Haryana govt releases funds, restarts payments to private hospitals
SHA, which said payments to empanelled hospitals had been initiated on Aug 4 on a first-in-first-out (FIFO) basis, also urged stakeholders "not to disrupt services". On July 28, Haryana chapter of Indian Medical Association (IMA) issued a letter, which warned of halting services under the Pradhan Mantri Jan Arogya Yojana (AB-PMJAY) from Aug 7, citing long-pending dues and claim rejections.
In a statement, the SHA said, "We remain committed to ensuring transparency, timely disbursement of payments and strengthening public-private partnerships under Ayushman Bharat.
We urge all stakeholders to sustain their collaborative efforts to serve the people of Haryana."

Since the launch of the scheme, Rs 2,900 crore was disbursed to hospitals, including Rs 240.6 crore released this financial year up to mid-July, SHA said. Claims up to the first week of May 2025 were already processed and paid, SHA officials said.
However, the private hospitals still plan to withdraw from the scheme starting Aug 7 if their dues aren't cleared to satisfaction, even as hospitals say "months of claims remain unpaid".
Former president of IMA (Haryana) Dr Ajay Mahajan said, "We are still going to withdraw the services from Aug 7. All Ayushman empanelled hospitals of Haryana are unable to function as all payments are not cleared. The responsibility of any inconvenience caused to the poor people of Haryana will lie completely on the shoulders of the govt of Haryana, which is neither providing adequate budget nor smoothening the process of this scheme.
" Meanwhile, SHA said the claims are processed by a 50-member team of doctors via the NHA's online platform, with case allocation done randomly to ensure "impartiality".
"All deductions follow NHA guidelines and are made only when supporting documents like vital charts, OT notes, or diagnostic reports are missing. Hospitals are given the opportunity to appeal against such deductions, which are reviewed by a medical audit committee," SHA said.
SHA also acknowledged concerns raised over delayed payments and non-processing of claims.
Over 400 grievances from hospitals were formally resolved through the CGRMS 2.0 portal, it said, adding that more training sessions will be held to help hospitals use the system effectively.
As regards another long-standing issue, the SHA said hospitals that earlier received approval for NABH (National Accreditation Board for Hospitals & Healthcare Providers) incentives through the HEM 1.0 portal will remain eligible as long as their certificates are valid. Fresh applications must now be submitted through the HEM 2.0 portal. The agency said Haryana is the first state to include IMA representatives in both district-level and state-level medical audit and grievance redressal committees.

In a statement issued jointly signed by president and secretary of Association of Healthcare Providers of India, Manipur Chapter Dr Palin Khundongbam and Dr James Elangbam respectively after its meeting on July 30, the association said the delay has placed private healthcare institutions including hospitals, clinics, and diagnostic centres under severe financial and operational strain. 'Private healthcare providers have continued to support the public health infrastructure despite repeated financial setbacks. However, the continued non-payment of pending dues under these schemes has made it increasingly unfeasible for member institutions to offer services without timely financial support,' the statement read. Once payments are reimbursed, any amount collected from eligible beneficiaries during this period will be refunded. The association expressed regret over the decision and appealed for public understanding, while urging authorities to resolve the matter swiftly. Hundreds of patients and their respective family members came at Manipur Press Club, Imphal to highlight the grievances on Friday. Patients have expressed their helplessness over the situation and have urged the government to intervene and end the impasse. A diabetic patient from Ukhrul district, who has been receiving treatment at a private hospital in Imphal for 12 years, told media persons that he was recently notified of the suspension. His treatment includes twice-weekly dialysis under PMJAY. 'It will be hard for us. We request the government to take necessary steps,' he said. Laxmi, a resident of Thoubal district and daughter of a diabetic patient undergoing dialysis since 2019, said the suspension would be devastating for families like hers. 'If the PMJAY benefit is stopped, we will be in big trouble. It will be very difficult for daily wage earners like us as dialysis is needed three to four times a week, costing around ₹4,000 per session. The payment is made through the PMJAY card,' she explained. She added that getting dialysis slots at government hospitals is challenging, with patients often waiting nearly a year. 'A patient may die if dialysis is not done for a week,' she said, urging both the association and the government not to suspend services. Currently, 25 hospitals in Manipur are empanelled under AB-PMJAY, including 17 public and eight private institutions. The State Health Agency, Manipur, is responsible for implementing the scheme in the state.

Over Rs 1,607 crore released for digital health infrastructure at PGIMER, Chandigarh in 5 years: Centre
The Ministry of Health and Family Welfare revealed Friday that over Rs 1,607 crore was allocated and released for digital health infrastructure at the Post Graduate Institute of Medical Education and Research (PGIMER), Chandigarh, during the last five years. The government's response came in the wake of a question raised by MP Manish Tewari in Parliament on critical issues and developments in digital infrastructure at the institute. The fund, released under 'Grants for Creation of Capital Assets', was incrementally increased to Rs 350 crore during 2024-25, the Centre stated. Despite these investments, Tewari's query appeared to reveal infrastructural gaps affecting patient care, notably in core facilities and digital systems upgrades. An annexure presented to Parliament also listed the medical equipment procured by PGIMER since 2020. Out of 1,096 items procured for various PGIMER departments, 147 remain non-operational or underutilised, including a significant number of items in neurosurgery and paediatrics. The government acknowledged that 93 per cent of civil works for critical centres — including the Mother and Child Care Centre — are complete but cited delays due to building plan revisions, pandemic-related disruptions, and shifting of service blocks for safety compliance. To address these challenges, approvals have been granted for an Advanced Neurosciences Centre and a Critical Care Block under the PM-ABHIM scheme. Moreover, digital upgrades for PGIMER, such as the transition to Hospital Information System (HIS) 2.0 and the establishment of satellite centres in Himachal Pradesh and Punjab, are underway. MP Tewari emphasised the urgent need for a dedicated PGIMER facility for Chandigarh residents, given the massive patient footfall from Punjab, Haryana, Himachal Pradesh, Jammu and Kashmir, in addition to local residents. Referring to recent developments in land allocation for the PGIMER extension in Sarangpur, he urged the Centre to consider a Chandigarh-exclusive facility to fulfil the city's unique healthcare requirements—a proposal he intends to pursue further with Union Minister of Health J P Nadda. Tewari also called for targeted expansions and modernisations at the leading medical institute to ensure world-class healthcare for Chandigarh residents.

The Minister said the State government had allocated thousands of crores to ensure quality healthcare for the poor, with the CMRF serving as a vital safety net for families in distress. Several local leaders attended the event, where beneficiaries expressed heartfelt gratitude, calling the minister's intervention 'divine' and pledging lifelong appreciation for the timely assistance.
