
Pvt hospitals in Manipur to suspend PMJAY services from Aug 16; patients left in lurch
The Association of Healthcare Providers of India, Manipur Chapter, announced on Wednesday that all private hospitals affiliated with the body will temporarily suspend PMJAY services due to a prolonged delay in reimbursement of claims.

Providers of India, Manipur Chapter Dr Palin Khundongbam and Dr James Elangbam respectively after its meeting on July 30, the association said the delay has placed private healthcare institutions including hospitals, clinics, and diagnostic centres under severe financial and operational strain.
'Private healthcare providers have continued to support the public health infrastructure despite repeated financial setbacks. However, the continued non-payment of pending dues under these schemes has made it increasingly unfeasible for member institutions to offer services without timely financial support,' the statement read.

It further stated that during the suspension period, treatments and services would be charged at standard institutional rates until the government clears all pending dues. Once payments are reimbursed, any amount collected from eligible beneficiaries during this period will be refunded.
The association expressed regret over the decision and appealed for public understanding, while urging authorities to resolve the matter swiftly.
Hundreds of patients and their respective family members came at Manipur Press Club, Imphal to highlight the grievances on Friday.
Patients have expressed their helplessness over the situation and have urged the government to intervene and end the impasse.
A diabetic patient from Ukhrul district, who has been receiving treatment at a private hospital in Imphal for 12 years, told media persons that he was recently notified of the suspension. His treatment includes twice-weekly dialysis under PMJAY. 'It will be hard for us. We request the government to take necessary steps,' he said.
Laxmi, a resident of Thoubal district and daughter of a diabetic patient undergoing dialysis since 2019, said the suspension would be devastating for families like hers.
'If the PMJAY benefit is stopped, we will be in big trouble. It will be very difficult for daily wage earners like us as dialysis is needed three to four times a week, costing around ₹4,000 per session. The payment is made through the PMJAY card,' she explained.
She added that getting dialysis slots at government hospitals is challenging, with patients often waiting nearly a year.
'A patient may die if dialysis is not done for a week,' she said, urging both the association and the government not to suspend services.
Currently, 25 hospitals in Manipur are empanelled under AB-PMJAY, including 17 public and eight private institutions. The State Health Agency, Manipur, is responsible for implementing the scheme in the state.

New Delhi: Actions including de-empanelment of 1,114 hospitals, levying penalty worth Rs 122 crore on 1,504 errant hospitals and suspension of 549 hospitals have been taken against fraudulent entities under the Ayushman Bharat Health Insurance scheme as reported by the states and Union Territories (UTs), the Lok Sabha was told on Friday. In a written reply, Minister of State for Health and Family Welfare Prataprao Jadhav said that Ayushman Bharat - Pradhan Mantri Jan Arogya Yojana (AB-PMJAY) is governed on a zero-tolerance policy towards misuse and abuse. Various steps are taken for prevention, detection and deterrence of different kinds of irregularities that could occur in the scheme at different stages of its implementation, he added. A robust anti-fraud mechanism has been put in place and the National Anti-Fraud Unit (NAFU) has been set up with the primary responsibility for prevention, detection and deterrence of misuse and abuse under AB-PMJAY. "Suitable actions including de-empanelment of 1,114 hospitals, levying penalty worth Rs 122 crore on 1,504 errant hospitals and suspension of 549 hospitals have been taken against fraudulent entities as reported by the states and UTs," Jadhav said. According to the terms and conditions of empanelment, hospitals cannot deny treatment to eligible beneficiaries of the scheme. In case of denial of treatment by the empanelled hospital, beneficiaries can lodge complaints, he said. Under the AB-PMJAY, a three-tier grievance redressal system at the district, state and national level has been created to resolve the issues faced by beneficiaries in utilising healthcare services . There is a dedicated nodal officer and grievance redressal committees at each level to address the grievances. Beneficiaries can file their grievances using different mediums including web-based portal, centralised grievance redressal management system (CGRMS), central and state call centres (14555), email, letter to state health agencies (SHAs) and the like. Based on the nature of the grievance, necessary action including providing support to the beneficiaries in availing treatment under the scheme is taken, Jadhav said. Settlement of claims is an ongoing process. Under the AB-PMJAY, claims are settled by respective SHAs. The NHA has laid down guidelines for the payment of claims to hospitals within 15 days of claims submission for the intra-state hospitals (hospitals located within a state) and within 30 days in case of portability claims (hospitals located outside a state), the minister informed. Claims are required to be settled within the timeline specified under the scheme. Notable improvements have been recorded in the overall average turnaround time (TAT) for claim settlements year on year. Regular review meetings are organised to take stock of the progress with regard to the claims. Further, capacity-building activities are organised for efficient claims settlement, he said.

In a statement the SHA said that 'several empanelled hospitals' have conveyed that they are not participating in the Indian Medical Association's (IMA) call to withdraw services from August 7 under the Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB-PMJAY). The SHA further said that payments up to the first week of May 2025 have been cleared. 'Empanelled hospitals across the state have been reassured that all pending payments will be cleared at the earliest,' the SHA said, adding that all pending dues will be cleared in a timely and systematic manner. The SHA stated that it has not received any grievances related to refusal of treatment to any Ayushman Bharat beneficiary across any grievance portals. 'There is no valid reason for the withdrawal or disruption of services as all demands and issues have been addressed effectively. Any complaint or grievance regarding denial of treatment or imposition of charges on Ayushman beneficiaries will be dealt with strictly as per the guidelines issued by the National Health Authority (NHA) and the SHA,' the statement said.

A state government statement here on Friday said that the State Health Authority (SHA) Haryana has informed that pre-authorization claims amounting to Rs 2.5 crore were received from empanelled private hospitals across all districts of the state on August 7. 'In addition, several empanelled hospitals have conveyed that they are not participating in the Indian Medical Association's call to withdraw services under the Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB-PMJAY),' the statement said. It said payments of the private empanelled hospitals up to the first week of May 2025 have been cleared. The State Health Authority (SHA), Haryana remains in regular contact with all empanelled hospitals through District Implementation Units and other channels, it said. IMA's Haryana secretary Dhirender K Soni said on Thursday that the state government has failed to clear the reimbursement of private hospitals. 'The government itself admits that Rs 490 crore in dues are pending. By the time they will disperse this amount, the pendency will keep on increasing,' Soni had said. Soni had said that talks were held on Wednesday with senior state government officials, but it did not yield the desired outcome. After the meeting, the Haryana chapter of IMA held a virtual meeting with the private empanelled hospitals under the Ayushman scheme and later it was decided to suspend the services from midnight (beginning August 7), he said. Earlier on Tuesday, the Haryana government had said that the claims of empanelled hospitals under the Ayushman Bharat scheme are being settled. During the financial year 2025-26, up to July 16, Rs 240.63 crore has been received from the state and central governments and fully utilised for the settlement of eligible claims, the state government had maintained.
