1,114 hospitals de-empanelled, 1,504 penalised under Ayushman Bharat Insurance scheme

New Delhi: Actions including de-empanelment of 1,114 hospitals, levying penalty worth Rs 122 crore on 1,504 errant hospitals and suspension of 549 hospitals have been taken against fraudulent entities under the Ayushman Bharat Health Insurance scheme as reported by the states and Union Territories (UTs), the Lok Sabha was told on Friday.
In a written reply, Minister of State for Health and Family Welfare Prataprao Jadhav said that Ayushman Bharat -
Pradhan Mantri Jan Arogya Yojana
(AB-PMJAY) is governed on a zero-tolerance policy towards misuse and abuse. Various steps are taken for prevention, detection and deterrence of different kinds of irregularities that could occur in the scheme at different stages of its implementation, he added.
A robust anti-fraud mechanism has been put in place and the National Anti-Fraud Unit (NAFU) has been set up with the primary responsibility for prevention, detection and deterrence of misuse and abuse under AB-PMJAY.
"Suitable actions including de-empanelment of 1,114 hospitals, levying penalty worth Rs 122 crore on 1,504 errant hospitals and suspension of 549 hospitals have been taken against fraudulent entities as reported by the states and UTs," Jadhav said.
According to the terms and conditions of empanelment, hospitals cannot deny treatment to eligible beneficiaries of the scheme. In case of denial of treatment by the empanelled hospital, beneficiaries can lodge complaints, he said.
Under the AB-PMJAY, a three-tier
grievance redressal system
at the district, state and national level has been created to resolve the issues faced by beneficiaries in utilising
healthcare services
.
There is a dedicated nodal officer and grievance redressal committees at each level to address the grievances. Beneficiaries can file their grievances using different mediums including web-based portal, centralised grievance redressal management system (CGRMS), central and state call centres (14555), email, letter to state health agencies (SHAs) and the like. Based on the nature of the grievance, necessary action including providing support to the beneficiaries in availing treatment under the scheme is taken, Jadhav said.
Settlement of claims is an ongoing process. Under the AB-PMJAY, claims are settled by respective SHAs. The NHA has laid down guidelines for the payment of claims to hospitals within 15 days of claims submission for the intra-state hospitals (hospitals located within a state) and within 30 days in case of portability claims (hospitals located outside a state), the minister informed.
Claims are required to be settled within the timeline specified under the scheme. Notable improvements have been recorded in the overall average turnaround time (TAT) for claim settlements year on year.
Regular review meetings are organised to take stock of the progress with regard to the claims. Further, capacity-building activities are organised for efficient claims settlement, he said.

BR Shetty was once one of the riches men in the world. (File) BR Shetty story: While there are scores of rags to riches stories of people building successful businesses from scratch and earning a large amount of wealth, rarely does one across the opposite of a such a story, where a billionaire tycoon fell into oblivion after bankruptcy and lost a major portion of his fortune. The downfall of BR Shetty, an Indian-born businessman, who once owned several companies in the United Arab Emirates (UAE), had net worth of over Rs 20,000 crore and lived a life of prime luxury– is one such rare tale which documents the rise and fall of a billionaire tycoon, and shows how one critical error can ruin a man and send him tumbling into the depths of obscurity. Who is BR Shetty? Bavaguthu Raghuram Shetty, or BR Shetty as he is popularly known, was born in a middle-income home in Udupi, Madras Presidency, then British India (now Karnataka, India), on August 1, 1942, and was once counted among the wealthiest people on the planet, ranking on the Forbes list of India's 100 Richest People in 2015, and the 42nd richest person in 2019. In 1973, at the age of 31, BR Shetty immigrated to Dubai in search of better opportunities, where he started his career as a medical representative, and began selling medicines as a door-to-door salesman. However, within a brief period, BR Shetty, who had arrived in Dubai with just $8 to his name, developed contacts with several wealthy and influential people in the UAE, and a few years later, established UAE's first private healthcare provider, New Medical Center Health (NMC), in Dubai. How BR Shetty established UAE's first private hospital? The NMC hospital was managed by Shetty's wife, Chandrakumari Shetty, who was the only doctor in the clinic, at the time. Today, NMC is the largest private healthcare provider in the UAE with over four million patients annually across 45 facilities spread over 12 cities and 8 countries, including UAE, KSA, Oman, Spain, Italy, Denmark, Colombia, and Brazil. NMC is also the first healthcare company from the Gulf Cooperation Countries (GCC) and the first company from Abu Dhabi to be listed on the premium segment of the London Stock Exchange and was part of the coveted FTSE 100 Index. However, the firm was de-listed from London Stock Exchange and removed from FTSE 100 index, following a request from its board of directors, and due to the on-going investigation of alleged financial irregularities. What other businesses did Shetty build? Apart from NMC, BR Shetty also founded the UAE Exchange, a company dealing in remittance, foreign exchange, and bill payment services. During the late 70s, Shetty observed that Indian expatriates living in UAE faced difficulties in sending money to their families back home in India, and thus landed upon the idea to establish the UAE Exchange, which in 2016, opened 800 offices in 31 countries. In 2003, BR Shetty founded NMC Neopharma, a UAE-based pharmaceutical manufacturer, which was inaugurated by the then President of India, A. P. J. Abdul Kalam in Abu Dhabi. What triggered BR Shetty's downfall? Over the years, BR Shetty's wealth ballooned thanks to owing to his diversified and successful business ventures which ranged from health, finance, to real estate, and capital investment. At one point, BR Shetty had a net worth of $3 billion (around Rs 20,000 crore), making him one of the wealthiest men globally. The Indian-born business tycoon lived a life of opulence, owned private jets and a fleet of Rolls Royce vehicles, and even bought two entire floors in the lavish Burj Khalifa, besides several luxurious villas across Dubai. However, fate took a cruel turn when in 2019, Muddy Waters Research levelled damning allegations against BR Shetty's companies. In a post on X (former Twitter), the US-based short-seller posted a report revealing that Shetty's firm owed a $1billion debt which was kept secret from the company's investors. How US short-seller report ruined BR Shetty? In its report, Muddy Waters Research alleged that Shetty had hid the debt from his investors and defrauded them by exaggerating cash flow figures. Following the allegations, the shares of Shetty's companies went into freefall, ultimately forcing him sell his Rs 12,478 crore company to the Israel-UAE consortium for just Rs 74. In 2020, amid investigations, BR Shetty resigned from his board position, and on April 8 that year, NMC Health went into Administration in the United Kingdom due to concerns over corporate governance and a share price in freefall. In the same month, Abu Dhabi Commercial Bank filed a criminal complaint against NMC Health with the UAE Attorney General's Office, and days later, the Central Bank of UAE ordered the freezing of Shetty's bank accounts and the blacklisting of his firms. The embattled businessman is also under investigation in India, with agencies initiating a probe to identify potential risks to Indian banks. According to reports, Shetty's current net worth is a minute fraction of his earlier $3.5 billion fortune, consequently leading Forbes to drop him from its annual list of billionaires in 2020.

Odisha Chief Minister Mohan Charan Majhi, on Sunday, asserted that his government has prioritised qualitative growth in the healthcare and education sectors since assuming power in the state, government officials. CM Majhi made the statement during the inauguration of a 650-bedded facility, built at a cost of Rs 280 crore, at the Saheed Laxman Nayak Medical College and Hospital (SLNMCH) in Koraput district. "Our government's duty is to provide corruption-free governance along with development. After our government assumed power, we prioritised qualitative growth in the education and healthcare sectors. We filled the long-pending vacancies in the healthcare sector on a priority basis. The state currently has 12 medical colleges and soon four new medical colleges will be set up in Dhenkanal, Jagatsinghpur, Bhadrak and Nabarangpur districts," the Chief Minister said. He also added that a six-lane road will soon be constructed, connecting the Jaypore-Berhampur-Bhubaneswar Economic Corridor. He also assured that all the vacant healthcare professionals posts at the SLNMCH will be filled soon. In his speech during the event, CM Majhi also said that the state government is taking all the measures to ensure that the residents of Koraput district don't require to visit far off places for healthcare services and face any hardships. He also claimed that people from Koraput and districts like Malkangiri, Rayagada in Odisha and areas in neighbouring states Andhra Pradesh and Chhattisgarh will get benefited by the medical college. The Chief Minister added that the people will get all the advanced treatment facilities at the newly constructed 650-bedded hospital inaugurated on Sunday. CM Majhi said that along with all the advanced diagnosis facilities the medical college will also have a special oxygen plant so that critical patients don't face the shortage of oxygen. The state government has sanctioned Rs 41.15 crore for the construction of an advanced cancer hospital on the land measuring 2 acre adjacent to the SLNMCH in Koraput, he added. CM Majhi highlighted the achievements of his government, the state and Koraput in particular, under the Ayushman Bharat Pradhan Mantri Jan Arogya Yojana and Gopabandhu Jana Arogya Yojana. He said that within just a one-year period in government, significant progress has been made across all sectors. "These efforts will be further accelerated in the coming days. Ours is a government of the people. Our government is putting efforts to create a 'Samruddha Odisha' by 2036 and make Odisha a leading state in a developed India by 2047. New era has begun in the entire state of Odisha in the fields of education, healthcare, agriculture, industry, creation of new employment opportunities, sustainable economic development, etc. Koraput district has been included in all these," CM Majhi added.

Tirupati: Tirupati district Collector Dr S Venkateswar stressed that education is the only means to reach the highest peaks in society. He was speaking at the World Adivasi Day celebrations held at the local Tribal Welfare Building on Saturday. Addressing the gathering, the Collector noted that tribals across the world hold a distinct identity, with unique customs, traditions, and practices that must be preserved and promoted. He pointed out that the tribal diet is highly nutritious, and many doctors today recommend the consumption of naturally grown millets, traditionally eaten by tribals, to combat lifestyle diseases such as diabetes, hypertension, and other chronic ailments. Dr Venkateswar announced that Rs 20 lakh will be sanctioned for repairs to the Tribal Welfare Building, and efforts would be made to secure an additional Rs 10 lakh through discussions with the TUDA Chairman and the Corporation. He also mentioned that while ROFR (Recognition of Forest Rights) pattas have been distributed in some mandals, the process is pending in others and will be expedited within the next three to four months. Special measures will be taken to organise a dedicated job fair for Scheduled Tribes, he said. Basic amenities will be provided in tribal areas, and housing will be sanctioned under government schemes. The district is home to approximately 1.7 lakh tribals, including 1.42 lakh Yanadis, 11,000 Sugalis, 11,000 Erukala, and 6,000 Nakkala communities. Andhra Pradesh Handicrafts Development Corporation Chairman Dr Pasupuleti Hariprasad stated that the government's primary goal is to bring tribals into the path of development. He assured that steps are being taken to ensure fair pricing for the products crafted by tribal communities. TUDA Chairman G Narasimha Yadav, Tribal Welfare Department Officer Raja Somu and several tribal leaders attended the programme.
