
Arbitrary powers
In a letter addressed to Finance Minister Muhammad Aurangzeb, Secretary General of OICCI has said that such arbitrary measures, without thorough consultation with key stakeholders and consideration of its potential impact on the business environment, add to a negative perception of the country as a business (un)friendly destination.
The intention behind the proposal may be to deter tax evasion and strengthen enforcement, but it could easily backfire by creating fear and mistrust among investors.
The OICCI is rightly worried that granting arrest powers to tax officials would open the door to potential misuse, harassment, and overreach, resulting in unwarranted arrests, legal battles, and reputational damage for companies. In fact, leaders of almost all political parties — when out of power — have faced such punitive measures provided for in the National Accountability Bureau (NAB) law. It was to guard against such abuses that a while ago the accountability law was amended to significantly soften some of its harshest provisions.
The ruling coalition should have known better than to allow similar high-handedness under the FBR. In any regulatory system, especially one as sensitive as taxation, the enforcement mechanisms need to be based on clear, irrevocable guidelines.
As regards the issue at hand, local investors would be the first to react to the new policy. Faced with the threat of arrest over alleged discrepancies – such as those arising from management errors, disputes, or differing interpretations — they may scale back operations or shift to the informal sector, and reduce the already small tax base.
Local investors' lack of trust in the system will not be ignored by foreign investors. In fact, foreign companies are known to fully evaluate investment destinations based on a combination of factors, such as political stability, continuity of policies, regulatory clarity, and how local enterprises are treated.
Instead of increasing tax officials' powers the government focus ought to be on reforming and modernising the FBR. To ensure compliance, conversations in public forums have repeatedly been highlighting the need for digitising relevant processes to reduce human contact between the FBR officials and potential taxpayers.
Rather than resorting to arbitrary arrest and prosecution the government needs to weigh the long-term economic costs of such measures against short-term enforcement benefits. It must think of more constructive avenues for increasing tax collection.

EV subsidy: 116,000 electric bikes, 3,170 electric rickshaws/loaders to be introduced
The Economic Coordination Committee (ECC) of the Cabinet approved on Tuesday a summary regarding the implementation of a subsidy scheme to promote the adoption of electric bikes and rickshaws/loaders to citizens of Pakistan, the Finance Division said. The ECC met under the chairmanship of Finance Minister Muhammad Aurangzeb, who joined the proceedings virtually. The meeting deliberated on several key economic matters, including the rollout of a new energy vehicle policy, extension of grants-in-aid for Quaid-i-Azam University, and approval of a technical supplementary grant related to the Telegraphic Transfer Charges Incentive Scheme. Pakistan launches National Electric Vehicle Policy 2025-30 'The committee considered and approved a summary submitted by the Ministry of Industries and Production regarding the implementation of a subsidy scheme to promote the adoption of electric bikes and rickshaws/loaders to citizens of Pakistan. 'A budgetary provision of Rs9 billion has already been made for FY2025-26 to finance this initiative. The scheme also includes the provision of free electric bikes to top-performing students of government colleges,' the Finance Division said. 'As per the approved plan, 116,000 electric bikes and 3,170 electric rickshaws/loaders will be introduced in two phases. In the initial phase, expected to be launched by the prime minister shortly, 40,000 electric bikes and 1,000 electric rickshaws/loaders will be rolled out.' Meanwhile, the ECC also reviewed and approved a technical supplementary grant of Rs30 billion, requested by the Finance Division, to settle outstanding claims from the previous fiscal year amounting to Rs58.26 billion under the Telegraphic Transfer Charges Incentive Scheme. The committee directed the Finance Division to coordinate with the State Bank of Pakistan (SBP) to work out the payment modalities for the grant. It also instructed the Finance Division to complete a detailed assessment, including analysis of pros and cons, financial modalities, and opportunity cost of the Pakistan Remittance Initiative, in collaboration with the SBP, and present its final recommendations incorporating stakeholder feedback by mid-September, following a thorough analysis due by the end of August. Additionally, the ECC approved in principle a bailout grant of Rs2 billion for Quaid-i-Azam University, contingent upon the preparation and presentation of a comprehensive financial self-sustainability plan. The university, in collaboration with the Higher Education Commission, is required to submit a clear roadmap outlining the strategy to achieve long-term financial stability and reduce dependency on future bailout packages. The session was attended by Federal Minister for Power Sardar Awais Ahmed Khan Leghari, Minister for Petroleum Ali Pervaiz Malik, Minister for National Food Security and Research Rana Tanveer Hussain, along with senior officials from relevant ministries, divisions, and departments.

Govt confident of full-year achievement as FBR meets July tax target
After meeting its revenue target for July, the government believes that the Federal Board of Revenue (FBR) is on track to achieve the full-year target. The development was highlighted during a weekly review meeting held in Islamabad regarding matters related to FBR, read a statement released by the Prime Minister's Office (PMO) on Tuesday. The FBR provisionally collected over and above Rs754 billion during July 2025 against the assigned monthly target of Rs748 billion, reflecting achievement of 100.9% percent of target. Chairing the meeting, Prime Minister Shehbaz Sharif expressed satisfaction on the increase in the tax-to-GDP ratio, terming the development a result of reforms undertaken in the FBR. 'The federal government and I personally will fully support and safeguard the reform measures taken by the authorities,' he said. He directed authorities to ensure consistent implementation of reforms by eliminating red tape and institutional barriers. PM Shehbaz directed that in order to sustain the gains of tax collection in the ongoing fiscal year, the federation and provinces must work in coordination with an integrated strategy. 'Effective and efficient implementation of already levied taxes in the ongoing fiscal year will play a key role in further increasing tax collection,' he said. PM Shehbaz urged authorities in FBR to formulate a strategy in consultation with relevant federal agencies and the provinces, to improve the tax-to-GDP ratio. He said that the FBR and customs clearance departments should enhance their capacity in collaboration with the Ministry of Information and Broadcasting to raise public awareness about the reformed system. During the meeting, it was told that on the special directive of the prime minister, the income tax returns form has been compiled online in Urdu. The meeting was told that approximately 84% of filers will benefit from the simplified and Urdu-based online income tax return form. It was learnt that the establishment of digital enforcement stations for customs clearance across the country is underway on a priority basis. The meeting was informed that a full implementation of the Centralized Assessment Unit (CAU) and the faceless customs system will help make the customs clearance system more efficient and transparent.

FBR to disallow 50% business expenditure
ISLAMABAD: The federal Board of Revenue (FBR) will disallow 50 percent business expenditure in cases where a person makes a sale of Rs 200,000 or above on a single invoice and payment is not received through banking channel or digital means. According to an income tax circular issued by the FBR on Monday, new clauses have been inserted to make disallowance for expenditure under certain specific circumstances: Through Finance Act, 2025, a new clause (q) has been inserted in Section 2L of the Income Tax Ordinance,2001 whereby ten percent expenditure attributable to purchases from persons who are not NTN holder will be liable to disallowed. lt aims to enable formal sector to capture more market share as compared to that of informal sector. This provision will not apply on agriculture produce unless it is sold by middle men. EPBD's BoG rejects granting FBR excessive powers This provision also authorizes the board to exempt any class of persons subject to conditions and limitations as it deems appropriate. Through Finance Act 2025, a new clause (s) has been inserted in Section 21 of the Income Tax Ordinance,2001, which envisages that where a person makes a sale of Rs. 200,000 or above on a single invoice and payment is not received through banking channel or digital means 50 percent of the proportionate business expenditure attributable to such sales shall be disallowed. For the purposes of section 21(s), it is clarified that when a person, whether an NTN holder or otherwise, deposits the cash against invoices in the bank account of the seller, the payment shall be treated as having taken place through banking channel and no disallowance of the expenditure will be made in this regard under this clause. Through Finance Act, 2025, in section 22 of the Ordinance, the depreciation expense of any capital asset shall be inadmissible if the capital asset has been acquired without discharging the withholding obligation on the payments made under sections 152 or 153 of the Ordinance as the case may be. The said amount paid to a supplier of capital assets on which tax was not withheld and deposited will not become part of the cost of asset for the purpose of computation of tax depreciation for the tax year in which the acquisition is made.
