Government enforces Penal Code amendments to combat bullying in Malaysia
Communications Minister Datuk Fahmi Fadzil stated this was a key discussion during today's Cabinet meeting chaired by Prime Minister Datuk Seri Anwar Ibrahim.
The move follows recent bullying cases, including the death of Form One student Zara Qairina Mahathir.
Fahmi quoted the Prime Minister as saying, 'The government will not tolerate bullying in any form or allow such cases to continue without accountability.'
Ministries overseeing education and student dormitories are aligning efforts to implement the amended provisions, effective since July.
Fahmi emphasised, 'We want every ministry to fully understand that under these amendments, bullying is clearly defined and legally recognised as a criminal act.'
He spoke after attending the 20th Majlis Amanat Perdana Perkhidmatan Awam (MAPPA XX), which gathered over 30,000 civil servants in person and online.
The Penal Code and Criminal Procedure Code amendments, passed in December 2024, target all bullying forms, including cyberbullying.
Fahmi also noted the Prime Minister's concerns over disrespectful behaviour by certain individuals and public figures.
Anwar reportedly warned that authorities would take action against such conduct.
During MAPPA XX, the Prime Minister highlighted civil servants' role in maintaining peace and national progress.
Fahmi said, 'The Prime Minister delivered several important messages, including how much of the progress we're enjoying today is the result of bold changes and reforms.'
He welcomed Anwar's announcements on public service improvements, calling them a relief.
Fahmi added, 'More major announcements for civil servants are expected, Insya-Allah, during the tabling of Budget 2026 on Oct 10.' - Bernama

KUALA LUMPUR: The Academic Recognition Award (HPA) initiative, announced by Prime Minister Datuk Seri Anwar Ibrahim, is expected to motivate civil servants to enhance their knowledge and pursue higher academic qualifications. Prime Minister Datuk Seri Anwar Ibrahim, in his address at the 20th edition of the Majlis Amanat Perdana Perkhidmatan Awam (MAPPA XX) yesterday, announced that HPA would be granted as a one-time financial incentive to civil servants in the management, professional, and implementation groups who completed their studies at their own expense. The HPA incentive is set at RM1,250 for a doctorate, RM1,000 for a master's degree, RM750 for a bachelor's degree, and RM500 for a diploma or equivalent qualification, with a total allocation of RM75.7 million expected to benefit 91,672 civil servants. Sivamurugan noted that, although the award does not fully cover the cost of studies, it serves as a symbol of appreciation alongside other support measures such as flexible working hours, access to loans or grants, career recognition, and collaboration with higher learning institutions to offer relevant courses. He added that initiatives like the HPA are expected to enhance the technical competence and knowledge of civil servants, foster a culture of continuous learning, and strengthen the public sector's competitiveness in the digital era and in artificial intelligence (AI) technologies. 'This measure helps build the image of an administration that is committed to reform, civil servant-friendly, and prioritises human capital as a driver of national progress,' said Sivamurugan. For Nur Suria Iskandar, 28, a teacher at a primary school, the incentive provided a boost of motivation and enthusiasm, as she had long aspired to pursue a master's degree. 'I am sure many other civil servants, regardless of age, also wish to continue their studies but have been unable to do so due to certain factors. This incentive may serve as a catalyst for them to pursue that dream,' said Nur Suria, who has served for three years. Healthcare assistant Hasyimah Hashim, 42, said the HPA serves as a form of encouragement for civil servants to continue their studies and facilitate career progression. 'This incentive, along with initiatives such as the continuation of the APEL.Q programme for tuition fee assistance, will motivate civil servants to pursue higher-level studies,' she added. Psychology officer Ahmad Ibrahim Kamal, 41, said the HPA is an effort to empower civil servants to remain competent and continuously strive to enhance their knowledge. 'It is a good initiative, and hopefully it will be well-received by all civil servants,' he added. Muhamad Zakri Asyraf Muhamad Ishar, 24, a final-year Mechatronics Engineering student at Universiti Teknologi MARA (UiTM) who intends to join the government sector, welcomed the initiative as a form of appreciation for civil servants who continue their studies to improve service quality. 'This announcement shows that the government acknowledges the sacrifices of those who work while studying. Although the amount does not cover all costs, it demonstrates that their efforts are not in vain. TikTok account probed for unverified content on Zara's case
Police are investigating a TikTok account suspected of posting inaccurate and unverified content about the death of Form One student Zara Qairina Mahathir, which has caused concern in the community. Bukit Aman Criminal Investigation Department director M Kumar said the investigation is being conducted under Section 4(1) of the Sedition Act 1948, Section 505(b) of the Penal Code, and Section 233 of the Communications and Multimedia Act 1998.

Bukit Aman to record statements from three senior police officers in Zara's case
KUALA LUMPUR: A team from the Bukit Aman Integrity and Standards Compliance Department (JIPS) will soon travel to Sabah to record statements from three senior police officers involved in the preliminary investigation into the death of Form One student Zara Qairina Mahathir. Deputy Inspector-General of Police Tan Sri Ayob Khan Mydin Pitchay said the department has opened a disciplinary investigation paper against the district police chief, holding the rank of Superintendent; the district criminal investigation division chief, with the rank of Assistant Superintendent; and an investigating officer, with the rank of Inspector. They are suspected of non-compliance with standard operating procedures (SOPs) during the investigation into the case. "The Bukit Aman JIPS officers will travel there within a day or two to record statements from these three officers. The investigation concerns non-compliance with SOPs in the Zara Qairina case and the supervision of investigating officers," he said. He said this to reporters after the launch of the book 'Antologi Puisi Makan Suap' at the Dewan Bahasa dan Pustaka, last night. Ayob Khan said strict action would be taken against any investigating officers and supervisors found to have violated the investigation SOPs. Ayob Khan said that, so far, the three senior officers involved are continuing to carry out their duties as usual. Last Wednesday, Bukit Aman Criminal Investigation Department director Datuk M. Kumar, at a press conference, said that the initial findings of the Bukit Aman Special Task Force investigation found elements of non-compliance with investigation procedures during the early probe into the death of Zara Qairina.
