PUTRAJAYA: The Congress of Unions of Employees in the Public Service (CUEPACS) has welcomed key government initiatives announced by Prime Minister Datuk Seri Anwar Ibrahim at the 20th Majlis Amanat Perdana Perkhidmatan Awam (MAPPA XX). CUEPACS president Datuk Dr Adnan Mat praised the relaxation of Haj pilgrimage requirements for unconfirmed civil servants. 'This move is a positive step, allowing those who have been granted their Haj turn but are not yet confirmed in their positions to perform the pilgrimage,' Adnan said at a press conference. He noted that the decision aligns with CUEPACS' earlier requests and helps civil servants fulfil religious obligations sooner. Adnan also commended the extension of the lifelong learning programme through INTAN until 2026 with an allocation of up to RM15,000. 'This initiative provides civil servants with the opportunity to enhance their skills and pursue higher education, enabling them to serve the public more effectively,' he said. He highlighted that civil servants will now have greater opportunities to upgrade qualifications and gain advanced certifications. Another key announcement was the one-off academic recognition rewards for civil servants who self-funded their studies. 'The one-off recognition is truly appreciated as it acknowledges the hard work and personal sacrifices of civil servants who have pursued education on their own,' Adnan said. Rewards ranging from RM500 to RM1,250 will be given to eligible civil servants. Adnan also addressed the Prime Minister's call for civil servants to embrace change to avoid falling behind. 'Civil servants must be proactive in embracing change to keep pace with the evolving world,' he said. He stressed that outdated mindsets of comfort and complacency must be replaced with continuous transformation. Adnan added that such efforts will ensure the public service remains relevant and effective in serving the nation. - Bernama

PUTRAJAYA: The government is coordinating the enforcement of Sections 507B to 507G of the Penal Code to reinforce that bullying is a criminal offence. Communications Minister Datuk Fahmi Fadzil stated this was a key discussion during today's Cabinet meeting chaired by Prime Minister Datuk Seri Anwar Ibrahim. The move follows recent bullying cases, including the death of Form One student Zara Qairina Mahathir. Fahmi quoted the Prime Minister as saying, 'The government will not tolerate bullying in any form or allow such cases to continue without accountability.' Ministries overseeing education and student dormitories are aligning efforts to implement the amended provisions, effective since July. Fahmi emphasised, 'We want every ministry to fully understand that under these amendments, bullying is clearly defined and legally recognised as a criminal act.' He spoke after attending the 20th Majlis Amanat Perdana Perkhidmatan Awam (MAPPA XX), which gathered over 30,000 civil servants in person and online. The Penal Code and Criminal Procedure Code amendments, passed in December 2024, target all bullying forms, including cyberbullying. Fahmi also noted the Prime Minister's concerns over disrespectful behaviour by certain individuals and public figures. Anwar reportedly warned that authorities would take action against such conduct. During MAPPA XX, the Prime Minister highlighted civil servants' role in maintaining peace and national progress. Fahmi said, 'The Prime Minister delivered several important messages, including how much of the progress we're enjoying today is the result of bold changes and reforms.' He welcomed Anwar's announcements on public service improvements, calling them a relief. Fahmi added, 'More major announcements for civil servants are expected, Insya-Allah, during the tabling of Budget 2026 on Oct 10.' - Bernama

The policy reflects the government's commitment to building a skilled and ethical public service ready for future challenges. According to the Public Service Department (JPA), talent development is crucial for boosting efficiency and professionalism among civil servants. 'The policy focuses on merit-based evaluations, continuous skill upgrades, and fostering a high-performance work culture,' JPA stated. It also aims to provide clear career pathways and ensure the public sector remains credible and responsive to national reforms. JPA explained that the policy includes talent mapping, leadership programmes, and partnerships with universities and industries. Technology and data will be used to monitor and enhance talent development under the new framework. Over 30,000 public servants attended MAPPA XX, themed 'MADANI Civil Service: Pillar of Excellence,' both in person and online. The event also featured the MAPPA Cakna Inspirasi Forum, 43 exhibition booths, and a prayer space for 1,000 worshippers. Deputy Prime Ministers Datuk Seri Dr Ahmad Zahid Hamidi and Datuk Seri Fadillah Yusof were present alongside Cabinet ministers. Chief Secretary Tan Sri Shamsul Azri Abu Bakar and Public Service director-general Tan Sri Wan Ahmad Dahlan Abdul Aziz also attended. This change aims to help Muslim civil servants fulfil their religious obligations without unnecessary delays. PSD director-general Tan Sri Wan Ahmad Dahlan Abdul Aziz said the move benefits those who registered early for Haj. 'Previously, only confirmed civil servants were eligible for Haj leave,' he said. Many receive Haj offers just three or four years after joining the service, he added. Long waiting periods for Haj slots, sometimes up to 30 or 40 years, made the old rule unfair, he explained. Wan Ahmad spoke after attending the 20th Majlis Amanat Perdana Perkhidmatan Awam (MAPPA XX) programme. Prime Minister Datuk Seri Anwar Ibrahim announced the policy change alongside other civil service improvements. These include upgrades to the Malaysian Armed Forces scheme and Academic Recognition Awards (HPA). Funding for the National Institute of Public Administration (INTAN) was also increased. Wan Ahmad said the new Public Service Talent Development Policy ensures civil servants stay competitive. 'We need competent human capital from recruitment to retirement,' he said. The policy focuses on training and career growth across all service schemes. Previously, career progression varied by scheme, but now a unified blueprint guides talent development. Financial incentives for civil servants pursuing higher education at own expense, says PM

PUTRAJAYA: Civil servants who pursue further studies at their own expense will receive financial incentives, said Datuk Seri Anwar Ibrahim. The Prime Minister said the incentives, aimed at officers in the Management and Professional Group as well as the Support Group, would benefit more than 91,000 civil servants. Those pursuing doctorate degrees will receive RM1,250, followed by RM1,000 for master's degrees, RM750 for bachelor's degrees and RM500 for diploma or equivalent qualifications. Known as the Hadiah Pengiktirafan Akademik (HPA), Anwar said the financial incentive is provided to civil servants who begin and complete higher academic qualifications recognised during their service, using their own funds. 'Those who take the initiative to study on their own, we are giving them a small token of appreciation, with the total budget involving RM75.7 million. 'This will benefit 91,672 civil servants. It is given once in their career, showing that we encourage them to improve their capabilities on their own initiative,' he said when delivering his address at the 20th Majlis Amanat Perdana Perkhidmatan Awam here on Friday (Aug 15). Also present were Deputy Prime Ministers Datuk Seri Dr Ahmad Zahid Hamidi and Datuk Seri Fadillah Yusof, Chief Secretary to the Government Tan Sri Shamsul Azri Abu Bakar, and Public Service Department director-general Tan Sri Wan Ahmad Dahlan Abdul Aziz.
