New foreign worker program to limit transfers to urban centers

The government has outlined measures to prevent an excessive concentration of foreign workers in major urban areas under a new system that will replace the much-criticized technical trainee program.
The Employment for Skill Development (ESD) program, which will start in April 2027, will allow foreign workers to stay in Japan for three years.
Unlike the 30-year-old Technical Intern Training program, the ESD system will allow workers to change jobs within the same industry after one to two years, offering greater flexibility and an improved work environment.
However, concerns have risen that the workers will flock to urban areas with higher wage levels, leaving rural regions understaffed.
The government's draft regulations will introduce transfer limits for eight of the nation's most populous prefectures: Tokyo, Kanagawa, Chiba, Saitama, Aichi, Osaka, Kyoto and Hyogo.
Under the regulations, such job changers can make up no more than one-sixth of the foreign workforces at businesses in these prefectures, unless they are located in depopulated communities.
Businesses in other prefectures will be allowed to employ up to three times the standard number of foreign workers if the employers and their supervisors display a high standard in supporting the workers and their Japanese language training.
Additionally, employers and supervisors will be required to provide at least 100 hours of comprehensive Japanese language education, with mandatory financial support for such training.
Despite its stated goal of supporting developing nations, the foreign trainee program has been criticized as merely a means of securing cheap, unskilled labor in Japan.
Numerous reports have highlighted poor working conditions, abusive employers and desperate workers disappearing from their workplaces.
EXISTING PROGRAM EXPANDED
Separately, the government is moving to expand its Specified Skilled Worker program, a visa category for more advanced laborers.
A new proposal aims to include three additional fields: logistics warehouse management, waste disposal and linen supply services.
The SSW program currently covers 16 sectors, including agriculture, fisheries and restaurants.
It has two sub-categories: Type 1 and the more advanced Type 2. The new sectors will initially fall under the Type 1 category.
SSW Type 1 allows workers to stay in Japan for up to five years, while Type 2 permits indefinite residency and family accompaniment.
The government plans to integrate the ESD program with the existing SSW program, creating a streamlined pathway from a three-year training role to longer-term residency.
To ensure a smoother transition from ESD to SSW, the two categories will share 17 sectors, excluding driving and aviation.
Although workers can skip the ESD program and apply directly for SSW, this requires higher labor skills and greater language proficiency.
Public comments on the new regulations will be accepted until May 27, with formal adoption expected later this summer.

The report, released June 12, ranks countries from most equal (highest) to least equal (lowest) by analyzing gender equality in four areas: education, health, politics and the economy. The report indicates that worldwide progress has been slow, with global gender equality more than a century away at the current pace, and that accelerated efforts are needed. However, the administration of U.S. President Donald Trump has implemented policies that actively hinder the promotion of diversity, including efforts to address gender disparities, making progress more difficult. Assuming 100 percent represents complete gender equality, Japan's overall gender equality score was 66.6 percent this year, up 0.3 percent from the previous year. Japan achieved a nearly 100 percent equality score in the areas of education and health, but lagged significantly behind in politics and the economy. Japan scored just 8.5 percent in politics, down from 11.8 percent the previous year. Prime Minister Shigeru Ishiba's Cabinet, which was formed in October last year, has only two female members, while the Cabinet of previous Prime Minister Fumio Kishida had five women. In the Lower House election held in October last year, a record high number of women were elected, but the ratio of women among all lawmakers in Japan is still only about 16 percent. Meanwhile, Japan's equality score for the economy, which reflects women's representation among managers or directors at companies, rose to 61.3 percent this year, up from 56.8 percent the previous year. The global overall gender equality score was 68.8 percent, up 0.3 percent from the previous year. Worldwide, politics (equality score 22.9 percent) and the economy (equality score 61.0 percent) have large gender disparities, but both areas saw improvements in 2025. However, the report estimates that achieving complete global gender equality at the current pace of improvement would take 123 years. The WEF emphasized that the lack of political participation for women is the greatest obstacle to global gender equality. Meanwhile, movements against diversity have been growing around the world. Trump has clearly stated opposition to diversity, equity and inclusion (DEI) efforts, and has issued executive orders to ban DEI programs in the federal government and related agencies. Under pressure from conservative organizations, some U.S. firms are reducing their diversity efforts, such as dropping target ratios for women in management. By country, Iceland maintained its position as the world's most gender-equal society for the 16th consecutive year, with a gender equality score of 92.6 percent. Finland ranked second with 87.9 percent, followed by Norway with 86.3 percent. Pakistan ranked last with 56.7 percent. The United States placed 42nd with 75.6 percent, South Korea ranked 101st with 68.7 percent and China ranked 103rd with 68.6 percent. The United States, South Korea and China all ranked higher than Japan.

The total value of the deals with four U.S. LNG developers is estimated to reach 50 billion to 60 billion dollars. Through the long-term partnerships, the company aims to procure LNG at stable prices. The deals follow an agreement reached at a Japan-U.S. summit in February that Japan would increase its imports of U.S. LNG, and may be used as a bargaining chip by the Japanese government in its tariff negotiations with the United States. In an online press conference on the day, Jera Senior Managing Executive Officer Ryosuke Tsugaru noted that the company's decision to procure U.S. LNG was not influenced by requests from the Japanese or U.S. governments. The new LNG procurement will account for around 15 pct of Jera's annual handling volume of around 35 million tons, and will increase the proportion of U.S. LNG in its overall procurement to about 30 pct from around 10 pct.
