New finance powers manual to enhance govt operations

Bhopal: The state cabinet, chaired by CM Mohan Yadav, held a meeting at the secretariat on Tuesday and approved the Finance Powers Manual 2025 (Part-1), which will replace the Financial Powers Manual 2012 (Part-1).
The Finance Powers Manual 2025 (Part-1) is aimed at enhancing the ease of doing business in govt operations and streamlining administrative procedures.
Through this, the state finance department is authorised to correct clerical errors and make future amendments whenever necessary. Permission was also granted to publish the Hindi version of the manual. The newly approved financial powers will come into effect from July 1.
A state govt release stated, "The revision of the Finance Powers Manual 2012 (Part-1) became necessary due to several key factors: a significant rise in the cost of various items over the past 13 years, the emergence of new categories of expenditures related to office operations, removal of obsolete items and inclusion of new, relevant categories, discontinuation of outdated office equipment and materials, greater decentralisation of powers, and enabling timely utilisation of budget provisions to expedite implementation of schemes.

The key new provisions include empowering administrative departments to designate budget controlling officers, authorising departments to engage consultancy firms and agencies for project work, granting departments the power to engage interns, and approving honorariums under Fundamental Rule 46.
The new manual also permits departments to write off excess pension or grant payments, and state govt departments can now independently approve the demolition of departmental buildings.
The departments may now sanction 80% of medical advance to employees without seeking approval or consultation from the health and medical department.
