Tasmanian public sector unions threaten broad industrial action in first test for next government
A range of agreements are coming to an end this year, including those covering allied health professionals, police and firefighters, paramedics and other public sector workers, while others have already concluded, including for park rangers.
The Health and Community Services Union (HACSU) is requesting an up-front pay increase of close to 6 per cent, followed by annual wage increases of 5 per cent.
HACSU state secretary Robbie Moore said negotiations had been occurring before the caretaker period, and that they will push ahead with industrial action if there are delays.
"We're going to look at things like affecting the government's revenue," he said.
The Liberal government's budget — which did not pass parliament, and was a precursor to Labor's no-confidence motion in Premier Jeremy Rockliff — foreshadowed changes to public sector efficiency.
The government had already put forward a reduction of 2,500 public servants over the next six years, while the budget aimed to find $150 million in "productivity and efficiency measures".
Treasury was to be allocated $3.3 million to help agencies find savings strategically.
The budget also put forward a wage increase figure well below the amount demanded by unions.
Community and Public Sector Union (CPSU) secretary Thirza White said public sector wages were not a reason for the state's financial issues.
"Bargaining takes time … we haven't even got into the detail for many public sector workers," she said.
"We need to have a conversation about revenue raising, we do not have too big a public sector.
"We simply do not raise enough money to deliver the services that Tasmanians want."
Mr Rockliff has promised to establish a multipartisan budget panel.
Labor Leader Dean Winter has promised to hold a budget repair round table next month if he is able to form government, under his choice for treasurer, independent Ruth Forrest.
A spokesperson for the Department of Premier and Cabinet said unions had put forward claims for the majority of the 15 agreements that are being negotiated, and that meetings had started in April.
The Communications, Electrical and Plumbing Union (CEPU) will submit a protected action ballot with the Fair Work Commission due to stalled negotiations with the state-owned electricity company Hydro Tasmania.
Hydro's latest offer was voted down by union members on July 28.
CEPU organiser Adrian Shaw told ABC Radio Hobart that the union will ask its members to approve industrial action in the coming weeks.
"There's a range of actions they can take, some of them being not returning machines to service," he said.
"We're only limiting the capacity in major industry and for capacity to export and import across Basslink.
Mr Rockliff said the extended caretaker period following the recent snap state election was holding up progress on negotiations.
"We need to ensure we are listening and learning what the unions are putting on the table," he said.
"There are also budget considerations, as well."
The caretaker period is set to continue until next week, when uncertainty over the form of the next government is clarified via a no-confidence motion in parliament on Tuesday.
Tasmanian Chamber of Commerce and Industry (TCCI) chair Wayne Davy said the caretaker period should have concluded when the Rockliff government was sworn in earlier this week.
"We have a government and we have a ministry, so it is time to get on with business," he said.

E-bike safety law changes set to impact tourist bike hire businesses across NSW
A recent deadline extension for new e-bike laws in New South Wales has been no reprieve for small business owner Mick Cooper. The 70-year-old has spent five years building his bicycle tour and hire business in Dubbo. He said a fleet of 13 e-bikes accounted for 80 per cent of his revenue. But from February 1, 2026, none of Mr Cooper's e-bikes will be legal to hire. He could face fines of up to $825,000 for non-compliance. He said the issue had been a new certification scheme for the sale of e-bikes being implemented by the NSW government, which aimed to reduce fires from unstable or damaged lithium-ion batteries. Under NSW law, a hire is classed as a sale. Unlike retailers who can sell non-certified stock before the February deadline, hire operators rely on the e-bike manufacturers to get the certification, or replace their fleets themselves. Bicycle Industry Australia general manager Peter Bourke said many hire operators did not realise the laws applied to them. He described the potential fallout as "extremely problematic" for regional operators and urged the state government to assist cycle hire and tourist businesses with a further extension or grandfathering clause or a grant program to replace fleets. NSW Fair Trading declined to be interviewed about the scheme but said in a statement that hire operators had been given one and a half years to adjust. "NSW Fair Trading announced the new safety requirements in August 2024 and provided a 12-month transitional period," a spokesperson said. "Recognising the need for further adjustment, an additional six-month extension has been granted, bringing the total transition period to 18 months, ending on 1 February 2026." There are very few e-bikes on the market that comply with the new rules because manufacturers are still certifying new or existing models. Mr Bourke said some manufacturers were choosing not to certify at all given NSW was the only jurisdiction in the world with the new testing framework and "whole-of-bike" certification requirement. The extra six months has not provided Mr Cooper with more options. He said his e-bike manufacturer was not certifying the model he carried and without a minimum of $50,000 to replace his 13 bikes, "it's probably not viable to continue the business". Campbell Shepherd in the Northern Rivers town of Murwillumbah faces a similar dilemma. The models of his 50 e-bikes are all about three years old. He has been exploring costly private certification, or he said he would be forced to close and fire six employees. "Each model needs to be certified and my understanding is to test one costs about $9,000 and to certify is another $1,200," he said. "We also have to give them two bikes [that cost $5000 each] per model that we don't expect to come back because they're going to trash them … they have to put it through all the paces of being broken or hit." NSW Fair Trading said the new whole-of-bike certification was required to reduce fires from unstable or damaged lithium-ion batteries. "In some cases, this includes impact testing, which is critical given e-bikes are susceptible to high-impact incidents such as crashes or rough use," a spokesperson said. "These impacts can compromise the integrity of electrical systems, particularly lithium-ion batteries, posing serious fire risks. "Ensuring the entire e-bike model can withstand such impacts is essential to maintaining safety." E-bike tourism has surged alongside investments in cycleways around the state. Outdoors NSW & ACT chief executive Lori Modde said the sector had received $51.8 million in government trail funding in the past few years. She said the "lack of consultation" with the tourism and recreation sector over the new laws came as a shock. "I don't think [NSW Fair Trading] understood the implications of their legislation into industries that rely on income from hiring e-bikes," she said. Visitor numbers rose by 89 per cent from the previous year on the NSW south coast where upgraded bike trails were launched by the state government in April around Narooma. An economic boost of $69.5 million in visitor spending was also recorded. The announcement highlighted Sally Bouckley's local bike hire business which had grown from "two part-time workers in 2023 to three full-time workers and eight casuals" because of demand. But from next February, none of Ms Bouckley's 17 e-bikes will be certified because they are more than two years old. She contacted the international manufacturer and asked if any models had been associated with a fire. The answer was no, likely because of its certified high-grade battery. In nearby Eden, Jessica Taunton only added 10 e-bikes to her hire business last year after demand from customers. She has been given some reassurance from the manufacturer that they were recent enough models to be certified, but said the process had been stressful. Steve Back in the northern Tweed Shire town of Mooball has already weathered the COVID pandemic and 2022 flood that destroyed his business when it wiped out the national park trails around Mullumbimby. He rebuilt in 2023 with the launch of the Northern Rivers Rail Trail and now has 50 e-bikes. He said at least half might be certified by February but any design change, even to the handlebars or seat, required new testing. "I have one model which is about 60 per cent of my fleet," he said. "That model is currently selling … so in theory, that should be OK. "But if [the manufacturer] changes that design … all my bikes will be illegal."

Writers withdraw from Bendigo Writers Festival over censorship concerns
A number of writers have withdrawn from the Bendigo Writers Festival in central Victoria over concerns about censorship of discussions relating the Israel-Gaza war. Indigenous writer Evelyn Araluen is among the guests of the three-day event, which begins today, who have criticised the festival's code of conduct. "I shall not be in Bendigo for the writers festival this weekend. I refuse to sign on to a code of conduct prohibiting critique of Israel and Zionism," she said. A spokesperson for Ms Araluen said the festival's code of conduct "directly infringes on Evelyn's freedom of speech, her academic speech, her cultural duty as a First Nations woman and her obligation as someone with a large platform to speak out against oppression, which includes speaking out against Israel's ongoing UN-defined genocide of the Palestinian people". Writer Randa Abdel-Fattah, whose most recent book 'Discipline' deals directly with issues surrounding Israeli-Palestinian conflict, has also withdrawn from the festival. "At a time when journalists are being permanently silenced by Israel's genocidal forces, it is incomprehensible that a writers' festival should also seek to silence Palestinian voices," she said. Author Kate Mildenhall also said she had withdrawn over concerns about the code of conduct, in solidarity with other writers. "Given that one of the threads of the conversation I was due to host at [Bendigo Writers Festival] included the topic of censorship, it is deeply regrettable that BWF has imposed a code of conduct that seeks to limit discussion," she said. "I did not receive the code of conduct and many other writers may be in this position. I have been made aware of it, and my decision to withdraw is one of solidarity." La Trobe University, which is involved in hosting some panels for the event, issued a statement saying it acknowledged the decision by some writers to withdraw. "La Trobe University supports the BWF to have measures in place to ensure respectful exchange of views as well as community safety, and notes that codes of conduct are not unusual at writers' festivals," a spokesperson said. "La Trobe University does not tolerate racism of any kind, including antisemitism and Islamophobia. "La Trobe's commitment to academic freedom and freedom of speech is consistent with our approach to creating safe environments for the free exchange of ideas." The ABC has contacted the Bendigo Writers Festival for comment.

'The beauty of it is that because trusses span wall to wall there's no internal load bearing walls so if you went in there and said 'I don't want these bedrooms, I want a really big room out the back', you can just take a wall out,' he said. He counts the main bedroom suite, with private access to a walled courtyard with an outdoor bath and shower, among his favourite spaces. Buyers also have to the chance to explore commercial ventures at the property, which comes with a multipurpose venue. Previously used as a cafe and event space, the ply-lined building includes a kitchen, cool room and a wood fire. Maxwell Collins, Geelong listing agent Laura Vander Noord has set a $4.4m price guide for the property.
