Nigerian gov't says external borrowing within sustainable limits

ABUJA, May 28 (Xinhua) -- The Nigerian government said Wednesday that it will continue to borrow within manageable limits and per the country's debt sustainability framework while refuting allegations of overborrowing from concerned citizens.
In a statement issued Wednesday in Abuja, the Nigerian capital, the Federal Ministry of Finance said the most populous African country has adopted a structured, forward-looking approach that facilitates comprehensive financial planning and avoids the inefficiencies of ad-hoc or reactive borrowing practices.
The statement responded to reactions from citizens questioning a recent request from President Bola Tinubu to the National Assembly for the approval of the 2024-2026 external borrowing rolling plan, also known as the Medium-Term Expenditure Framework, under both the Fiscal Responsibility Act 2007 and the Debt Management Office Act 2003.
Tinubu has requested the National Assembly's approval to secure external loans of 21.5 million U.S. dollars and 15 billion yuan, along with a grant of 65 million euros, as part of the Nigerian government's proposed external borrowing plan. The proposed borrowing will be sourced mainly from the country's development partners, including the World Bank, African Development Bank, French Development Agency, European Investment Bank, JICA, the Export-Import Bank of China, and the Islamic Development Bank.
"This strategic method enhances the country's ability to implement effective fiscal policies and mobilize development resources," the official statement said. "The plan outlines the external borrowing framework for both the federal and sub-national governments over three years, accompanied by five detailed appendices on the projects, terms and conditions, implementation period, and others."
The borrowing plan does not equate to actual borrowing for the period or an automatic increase in the nation's debt burden, said the statement, noting that the actual borrowing for each year is contained in the annual national budget. In 2025, the external borrowing component is 1.23 billion dollars.
According to the statement, the nature of the rolling plan means that borrowings are split over the period of the projects, with a large proportion of projects in the 2024-2026 rolling plan having multi-year drawdowns of between five and seven years, which are project-tied loans.
It added that these projects cut across critical sectors of the economy, including power grids and transmission lines, irrigation for improving food security, fiber optics networks across the country, fighter jets for security, and rail and road infrastructure.

It is hoped that the book will open a new window for the people of Uzbekistan to observe and understand human rights in China, and build a bridge of mutual understanding between the intellectual communities and peoples of the two countries, Jiang added. Saidov said in his address that the launch marks an important event in the cooperation between Uzbekistan and China in the fields of cultural exchange and human rights protection. Yu said the deepening of exchanges and cooperation in human rights between the two sides further enriches the China-Uzbekistan comprehensive strategic partnership for a new era and the China-Uzbekistan community with a shared future. At the launch event, guests from China and Uzbekistan jointly unveiled the new book. Jiang and others presented copies of the book to the main guests from Uzbekistan. A seminar was then held on topics related to human rights. The Uzbek edition of "Xi Jinping: On Respecting and Protecting Human Rights" is the 13th foreign-language edition of the book, jointly translated and published by China's Foreign Languages Press and an Uzbek publishing house.

Iraqi Prime Minister Mohammed Shia' al-Sudani sponsored the signing ceremony of the deal "regarding the Nasiriyah project, which included four exploration blocks, and the development of the Balad oil field along with other producing fields and exploration blocks," a statement by al-Sudani's media office said. Al-Sudani said the Iraqi government has been working to attract companies to operate in Iraq while prioritizing the advancement of the oil sector, whether in production, refining, associated gas and natural gas production, or the use of the latest technologies to develop this vital sector. For his part, Chevron's vice president Frank Mount expressed his company's aspiration to work in Iraq, describing it as a country rich in opportunities and endowed with vast natural and human resources. Iraq's economy relies heavily on crude oil exports, which account for about 90 percent of the country's revenues.

OTTAWA, Aug. 19 (Xinhua) -- Canada's Consumer Price Index (CPI) rose 1.7 percent year over year in July, down from a 1.9 percent increase in June, Statistics Canada said Tuesday. Gasoline prices led the slowdown in the all-items CPI, falling 16.1 percent year over year in July, said the national statistical agency. Excluding gasoline, the CPI rose 2.5 percent in July, matching the increases in May and June, said the agency. According to the agency, prices for food purchased from stores rose at a faster pace in July, with confectionery prices up 11.8 percent and coffee prices up 28.6 percent, contributing to the increase in grocery prices. The agency added that unfavorable weather conditions in growing regions led to higher prices for the primary ingredients used to produce these food products. The CPI rose 0.3 percent month over month in July, said Statistics Canada.
