Nigeria yet to minimise wasteful spending, excessive borrowing

The Executive Director of the Civil Society Legislative Advocacy Centre (CISLAC), Auwal Rafsanjani, has stated that Nigeria has yet to address the challenges of wasteful public spending and excessive borrowing, warning that without tackling these issues, economic recovery will remain out of reach.
Rafsanjani made the remarks on Thursday during the 2025 Spring Meetings of the International Monetary Fund (IMF) in Washington D.C.
He stressed that corruption continues to inflict severe damage on Nigeria's ability to attract Foreign Direct Investment (FDI), and has contributed significantly to the country's economic woes.
'There are a number of issues raised here that affect Third World countries like Nigeria, particularly in terms of economic challenges and policy implementation,' Rafsanjani said.
While acknowledging the broader global economic difficulties, he urged the Nigerian government to critically reassess its existing policies and programmes, stating that only meaningful reforms will improve the living conditions of the populace.
'The Nigerian Government has not minimised wasteful spending and excessive borrowing. More importantly, it has not effectively tackled corruption and the issue of illicit financial flows.
'If we block leakages and promote industrialisation, we should be able to witness real economic transformation,' he added.
He further noted: 'Our economy remains overly dependent on the oil sector, which itself is not being harnessed in a productive and sustainable manner.
'There are global challenges, no doubt, but Nigeria must take deeper reflections on its policies and governance models. The current policies require serious reforms, and this can only be achieved with the right leadership.'
Rafsanjani concluded by urging Nigerian authorities to prioritise economic transparency, accountability, and inclusive development.

The United States emerged as the top source of greenfield foreign direct investment (FDI) in Saudi Arabia in the first half of 2025, accounting for 61 projects valued at $2.7 billion. American investment made up nearly one-third of both project count and capital investment in the first six months, Emirates NBD said in a report. Egypt ranked second in capital investment with $1.81 billion from 11 projects, driven by major real estate developments. China contributed $858.3 million through 11 projects, while France invested $771.7 million across six projects. The UAE strengthened its regional footprint with 25 ventures worth $205.3 million, the report said. Overall, greenfield projects in the Kingdom climbed 30.1% year-on-year (YoY) to 203 in the first half of 2025, while total investment inflows increased by 1.7% annually to $9.34 billion. Riyadh was the top destination, attracting 100 projects with capital inflows of $2.3 billion. Dammam secured 21 projects worth $1.28 billion, followed by Jeddah with 13 projects valued at $1.22 billion. The business services sector dominated in the number of greenfield FDI projects with 55, representing 27% of total projects. The communications sector attracted the highest capital investment at $1.92 billion from just 11 projects, accounting for 21% of total FDI inflows. This was primarily driven by Equinix's $1 billion data centre investment announced at LEAP 2025. Real estate ranked second in investment volume with $1.79 billion (19% of total) from only nine projects.

The event also showcased the launch of Safaricom Telecommunications Ethiopia Plc, a major investment that stands as the single largest FDI in Ethiopia and one of the most significant Japanese-backed projects on the continent. Tokyo, Japan – In an effort to deepen economic ties between Japan and Africa, the African Trade & Investment Development Insurance (ATIDI), Mitsubishi UFJ Financial Group (MUFG), and Nippon Export and Investment Insurance (NEXI) co-hosted a high-level side event on the margins of the Ninth Tokyo International Conference on African Development (TICAD9), taking place in Yokohama, Japan. The event brought together senior government officials, investors, development finance institutions and private sector stakeholders, including leading Japanese companies, to explore actionable strategies for mobilizing more sustainable Japanese investment into Africa. Japanese companies have been increasingly exploring Africa's high-growth markets across sectors such as infrastructure, telecommunications, manufacturing and energy. The first highlighted lessons learned from Japanese investments in Africa to date and discussed opportunities for more direct Japanese investment in Africa, with a focus on the landmark liberalization of Ethiopia's telecom sector. The session showcased the launch of Safaricom Telecommunications Ethiopia Plc (STE), a major investment that stands as the single largest FDI in Ethiopia and one of the most significant Japanese-backed projects on the continent. Through this flagship project the session shared insights into how foreign direct investment (FDI) plays a catalytic role in advancing large-scale infrastructure projects in Africa. 'Unlocking Africa's vast potential requires bold partnerships and innovative risk solutions. This collaboration with MUFG and NEXI demonstrates how strategic alliances can drive transformational investment. By mitigating risk and building investor confidence, we are not only enabling landmark projects like Safaricom Ethiopia but also paving the way for a new era of Japanese private sector engagement across the continent,' said Manuel Moses. Dubai International Chamber, one of the three chambers operating under the umbrella of Dubai Chambers, attracted 143 companies to Dubai during H1 2025, representing a 138% increase compared to the 60 companies attracted in H1 2024. These included 31 multinational companies (MNCs), marking a 138% increase over the 13 attracted in H1 2024. Meanwhile, 112 small and medium-sized enterprises (SMEs) were attracted during H1 2025, representing YoY growth of 138% compared to the 47 attracted during the same period last year. The impressive results reflect the chamber's growing contributions to attracting foreign direct investment (FDI) and reinforcing Dubai's position as a leading global investment destination, said the chamber.
