
L&T wins order to build 116 MW solar project with 241 MWh battery system in Bihar

's Renewables business vertical has secured an order to develop a 116 MWac grid-connected solar photovoltaic (PV) plant integrated with a 241 MWh Battery Energy Storage System (BESS) at Kajra, in Bihar's Lakhisarai district.
The engineering, procurement and construction (EPC) order takes the total
co-located storage capacity
of the Lakhisarai renewable generation site to 495 MWh. According to the company, this makes it the largest such project awarded by a state utility in India.
The BESS, designed for a 4-hour energy storage duration, will enable energy time-shifting—storing surplus solar energy during off-peak periods and disbursing it during peak demand hours. The battery system will use liquid cooling technology to enhance power density, improve safety, and extend operational life.
L&T said the project supports the central government's policy drive for co-located
renewable energy
and storage systems. It is also aligned with Bihar's Jal-Jeevan-Hariyali Abhiyan and is expected to support local employment and long-term energy resilience.
Prior to this, L&T had secured an EPC contract for a 275 MW solar PV project in Gujarat. The company is expanding its presence in the renewable EPC sector, offering solar and hybrid energy systems integrated with storage.
The company classified the new order under the "significant" category, which indicates a project value between ₹1,000 crore and ₹2,500 crore.

NMC Signs Rs125 Crore MoU with Keltron to Revive Defunct CCTV Network
Nagpur: With over 2,400 of the city's 3,682 CCTV cameras lying defunct, Nagpur Municipal Corporation (NMC) signed a Rs125 crore Memorandum of Understanding (MoU) with Keltron — Kerala State Electronics Development Corporation Limited — to restore and maintain the city's critical surveillance network. The five-year contract, valued at Rs25 crore annually, aims to revive Nagpur's Smart City safety infrastructure, additional municipal commissioner Vasumana Pant told TOI. "The agreement was signed on Monday between NMC and Keltron — a state-owned electronics enterprise — under the 'Safe and Smart Nagpur' initiative," the additional municipal commissioner said. The CCTV cameras, installed in 2017 by L&T under the Smart City Solutions Project, proved vital for crime monitoring and traffic control. However, after the expiration of L&T's contract on February 2, 2025, and a short goodwill extension until March 19, the system was left to operate in autopilot mode with little oversight. The Rs125 crore contract is being seen as a crucial step toward restoring public confidence in the city's surveillance capabilities. Once restored and fully functional, the CCTV network is expected to significantly bolster law enforcement, improve traffic management, and enhance overall public safety. Chief minister Devendra Fadnavis, during a review meeting on June 22 in Nagpur, pressed for the immediate reactivation of all non-functional cameras. He also stressed the need for tighter coordination between NMC and the city police under the Integrated Traffic Management System (ITMS), which is also being implemented by Keltron. Nagpur Smart and Sustainable City Development Corporation Limited (NSSCDCL), the special purpose vehicle of NMC overseeing Smart City projects, struggled to maintain the surveillance system after L&T left. Interim arrangements with third-party vendors and a few retained L&T technicians lacked the technical capacity to keep the system operational. The network's failure was most evident during sensitive events earlier this year. Over 200 cameras were non-functional on key Ram Navami procession routes, raising serious concerns. Similarly, during the communal clashes in Mahal, surveillance feeds were unavailable due to damage from ongoing infrastructure work, forcing the police to rely on temporary solutions. Keltron has already submitted its bank guarantee and completed all necessary legal formalities, said Pant, adding that a formal work order will be issued soon. Guardian minister Chandrashekhar Bawankule has also instructed authorities to restore all defunct cameras and expand surveillance across the city without delay. In an earlier meeting, he stressed that public safety remains the govt's top priority and assured that funding constraints would not hinder upgrades or expansion of the network. Sources revealed that the civic body also plans to strengthen the fibre optic cable infrastructure supporting the CCTV network. "Frequent damage from digging and utility works has been a major issue. Strengthening the cables will offer better protection," said an official, adding that NMC has earmarked approximately Rs11 crore for this effort.

SFT Lapses: Real Estate Deals Worth Crores Go Unreported
Nagpur: A deeper probe into a Statement of Financial Transaction (SFT) lapse has revealed that real estate transactions worth nearly ₹100 crore were not reported to the Income Tax (I-T) department by the property sub-registrar's office (SRO). At least a dozen high-value property deals amounting to around ₹50 crore were registered at the SRO in Hingna but were omitted from the mandatory SFT filing, according to sources. The scale of the oversight has prompted the police to join the investigation to examine possible links to organised land syndicates or 'land sharks', the sources added. "The police will now analyse the transaction data for any signs of criminal conspiracy or money laundering," said a senior official aware of the development. On its part, the Income Tax department is now preparing to delve deeper into the backgrounds of both buyers and sellers involved in the deals. "Even if the transactions were routed through the banking system and reflected in tax returns, the absence of reporting by the SRO is a serious issue. It suggests a possible deliberate attempt to avoid tax scrutiny," said a source. Typically, if property deals are disclosed in the tax returns of concerned parties, no further investigation is warranted. However, in this case, the very failure to report the transactions in the SFT has triggered suspicion of potential tax evasion. "It's highly unlikely that transactions of ₹50 crore or ₹100 crore could have been missed unintentionally," the source added. As per income tax rules, all property sub-registrars are required to report transactions of ₹30 lakh and above under the SFT framework to ensure that the details are also reflected in the I-T department's monitoring systems. This allows the department to flag any inconsistencies or omissions in the tax returns. Explaining the scope of the SFT framework, Chartered Accountant Nitesh Agrawal said: "Apart from property transactions of ₹30 lakh or more, several other financial activities must be mandatorily reported under SFT. These include cash deposits of ₹10 lakh or more in savings accounts, fixed deposits of the same amount made in cash, purchase of shares or securities worth ₹10 lakh and above, credit card repayments of ₹1 lakh or more in cash, and purchases of foreign currency exceeding ₹10 lakh. " The lapse at the Hingna SRO has now brought the spotlight back on compliance lapses in real estate documentation — a sector already under the scanner for high-value transactions and potential avenues for black money circulation.

Green signal for VMC's new house bldg; Rs97cr approved
Varanasi: The path has been cleared for construction of a new six-storey house building for the Varanasi Municipal Corporation (VMC) with the state govt's urban development department granting formal approval and releasing the first instalment of funds for the project. After a comprehensive evaluation, the state govt approved a budget of Rs 96.99 crore, of which 25% is to be contributed by the municipal corporation from its internal resources. The remaining amount will be provided by the state govt in instalments. The Construction and Design Services (CDS) of Uttar Pradesh Jal Nigam (Urban), Lucknow has been designated as the executing agency for the project, which will be developed on an EPC (Engineering, Procurement, and Construction) model. The project will follow the model request for proposal (RFP) and standard operating procedure (SOP) issued by the state planning department. The first instalment—Rs25.46 crore, or 35% of the govt's share — has already been released. Due to the absence of a dedicated house building, civic body proceedings were being held in the town hall auditorium for several years. The new building will be constructed on the northern edge of the VMC premises, spanning an area of 70,000 sqft. It will house a 300-seat house hall, a Mayor's chamber and office, councillor rooms, a central administrative block, and individual departmental wings. Additional features will include a data server centre, public relations centre, power backup system, DG set, CCTV surveillance, speaker systems, furniture, elevators, differently-abled access, underground parking, rainwater harvesting, firefighting system, and other modern amenities. All existing offices in the designated construction area have already been relocated to alternative premises to facilitate the work. Mayor Ashok Kumar Tiwari said the construction would commence soon and serve as a significant addition to the city's civic infrastructure. Municipal Commissioner Akshat Verma assured that the building's quality will meet all prescribed standards and efforts will be made to ensure its timely completion.
