NMC Signs Rs125 Crore MoU with Keltron to Revive Defunct CCTV Network

Nagpur: With over 2,400 of the city's 3,682 CCTV cameras lying defunct, Nagpur Municipal Corporation (NMC) signed a Rs125 crore Memorandum of Understanding (MoU) with Keltron — Kerala State Electronics Development Corporation Limited — to restore and maintain the city's critical surveillance network.
The five-year contract, valued at Rs25 crore annually, aims to revive Nagpur's Smart City safety infrastructure, additional municipal commissioner Vasumana Pant told TOI.
"The agreement was signed on Monday between NMC and Keltron — a state-owned electronics enterprise — under the 'Safe and Smart Nagpur' initiative," the additional municipal commissioner said. The CCTV cameras, installed in 2017 by L&T under the Smart City Solutions Project, proved vital for crime monitoring and traffic control.
However, after the expiration of L&T's contract on February 2, 2025, and a short goodwill extension until March 19, the system was left to operate in autopilot mode with little oversight.
The Rs125 crore contract is being seen as a crucial step toward restoring public confidence in the city's surveillance capabilities. Once restored and fully functional, the CCTV network is expected to significantly bolster law enforcement, improve traffic management, and enhance overall public safety.
Chief minister Devendra Fadnavis, during a review meeting on June 22 in Nagpur, pressed for the immediate reactivation of all non-functional cameras.
He also stressed the need for tighter coordination between NMC and the city police under the Integrated Traffic Management System (ITMS), which is also being implemented by Keltron.
Nagpur Smart and Sustainable City Development Corporation Limited (NSSCDCL), the special purpose vehicle of NMC overseeing Smart City projects, struggled to maintain the surveillance system after L&T left.
Interim arrangements with third-party vendors and a few retained L&T technicians lacked the technical capacity to keep the system operational. The network's failure was most evident during sensitive events earlier this year.
Over 200 cameras were non-functional on key Ram Navami procession routes, raising serious concerns. Similarly, during the communal clashes in Mahal, surveillance feeds were unavailable due to damage from ongoing infrastructure work, forcing the police to rely on temporary solutions.
Keltron has already submitted its bank guarantee and completed all necessary legal formalities, said Pant, adding that a formal work order will be issued soon. Guardian minister Chandrashekhar Bawankule has also instructed authorities to restore all defunct cameras and expand surveillance across the city without delay. In an earlier meeting, he stressed that public safety remains the govt's top priority and assured that funding constraints would not hinder upgrades or expansion of the network.
Sources revealed that the civic body also plans to strengthen the fibre optic cable infrastructure supporting the CCTV network. "Frequent damage from digging and utility works has been a major issue. Strengthening the cables will offer better protection," said an official, adding that NMC has earmarked approximately Rs11 crore for this effort.

Income tax returns: The Income-Tax (I-T) Department has noted that when filing your returns all assessees must complete the process by completing e-verification of their ITR filing. In fact, not doing so within 30 days after filing your returns may result in your ITR refund getting delayed due to 'invalid' or 'incomplete' process. The tax department has clarified that you can complete the requirement on the e-filing portal using Aadhaar OTP, net banking, or electronic verification code (EVC) generated using a pre-validated bank account or pre-validated demat account, to ensure a secure and hassle-free process. Go to the income tax department's e-filing portal here ( Click on 'e-Verify Return'. You need to enter your PAN, assessment year for which the verification is being done (2025-26), and acknowledgment number. Alternatively, you can also log in with your PAN and password, then go to 'My Account' and then click 'e-Verify Return'. The new page will then display the file for which verification is pending. Click on 'e- verify' where you will be shown three options: 1) I already have an EVC to e-verify my return. 2) I do not have an EVC and I would like to generate EVC to e-verify my return. 3) I would like to use Aadhaar OTP to e-verify my return. In case of successful e-verification, an acknowledgment will be sent to you. Another simple way to e-verify is by logging into the net banking portal and navigating through the e-verify ITR segment. You can also verify through Aadhaar OTP to the mobile number registered and mapped with Aadhaar to confirm and e-verify the returns. EVC through bank ATM can be done; or Duly Verified ITR-V in the prescribed format and in the prescribed manner can be sent through ordinary or speed post or other mode to the following address only: Centralised Processing Centre, Income Tax Department, Bengaluru - 560500, Karnataka. In case of ITR-V sent through speed post, the date on which the duly verified ITR-V received at CPC shall be considered for the purpose of determination of the 30 days period. The Authorised signatory or representative can e-Verify the return on behalf of the assessee using any of the following methods: Aadhaar OTP: OTP will be sent to the number registered with Aadhaar. Net Banking: EVC generated through net banking will be sent to the mobile number and email ID registered with the e-Filing portal. Bank Account / Demat Account EVC: EVC generated through the pre-validated and EVC-enabled bank account / demat account will be sent to the mobile number and email ID registered with the e-Filing portal. Where the return of income is uploaded within due date but e-verified or ITR-V submitted after 30 days of uploading, in such cases the date of e-verification / ITR-V submission shall be treated as the date of furnishing the return of income and all consequences of late filing of return under the act shall follow, as applicable. The date on which the duly verified ITR-V received at CPC shall be considered for the purpose of determination of the 30 days period. It is further clarified that where the return of income is not verified after uploading, such return shall be treated as invalid.

4 minor boys killed, 2 injured after truck hits them in Maharashtra's Gadchiroli

Gadchiroli: Four minor boys were killed and two others suffered injuries after a truck knocked them down in Maharashtra's Gadchiroli district on Thursday morning, police said. The accident took place on Armori-Gadchiroli highway at around 5 am, they said. As per preliminary information, the six minors, in the age group of 12 to 16 years, were sitting on a roadside in Katli village, located 12 km from the district headquarters, when a truck hit them, a senior police official said. Four of them died and two others suffered injuries, he said. Chief Minister Devendra Fadnavis said he was extremely pained by the unfortunate and tragic accident. "I express my deepest condolences to the bereaved families. We stand with them in this tough moment of grief and loss," he said in a post on X. The two injured youth were receiving medical treatment at the Gadchiroli General Hospital, the CM said. "Chopper arrangements are made to airlift them to Nagpur," he said. "An ex gratia of Rs 4 lakh will be provided to the families of the deceased, and the State Government will bear all the expenses towards the medical treatment for the injured," Fadnavis said.
