Amit Shah also tabled the government of union territories (Amendment) Bill, 2025, and the Jammu and Kashmir reorganisation (Amendment) Bill, 2025. The bills were referred to a Joint Committee after the motion was adopted by the House.
The Jammu and Kashmir Reorganisation (Amendment) Bill seeks to insert provisions for the removal of the Chief Minister or a minister in case of arrest or detention in custody on account of serious criminal charges.
The amendment states that a minister arrested for offences punishable with five years or more of imprisonment, and held in custody for 30 days, shall be removed from office by the Lieutenant Governor on the Chief Minister's advice. If such advice is not tendered, the minister would cease to hold office automatically. In the case of a chief minister under similar circumstances, resignation would have to be tendered within 30 days, failing which the position would stand vacated.

Why the opposition is opposing the bill
Opposition leaders strongly criticised the bills, calling them unconstitutional, undemocratic and an attempt by the Centre to destabilise opposition-ruled state governments. They alleged the move undermines the separation of powers, bypasses the judiciary and turns India into a "police state". Several leaders also described it as a ploy to use central agencies to target political rivals.

AIMIM MP Asaduddin Owaisi said, "I stand to oppose the introduction of Jammu and Kashmir Reorganisation (Amendment) Bill 2025, Government of Union Territories (Amendment) Bill 2025 and the Constitution (One Hundred and Thirtieth Amendment) Bill 2025.
This violates principle of separation of powers and undermines the right of the power to elect a Govt. It gives executive agencies a free run to become judge and executioner based on flimsy allegations and suspicions.

Speaking to ANI, Owaisi added, "The people have the right to hold elected governments accountable; this bill goes against that.
Executive agencies will get a free run to become judge, jury, and executioner themselves. The Chief Minister is removed in the Assembly. This bill is unconstitutional. Who will arrest the Prime Minister?... All in all, the BJP government wants to make our country a police state through these bills.

West Bengal chief minister Mamata Banerjee said in a post on X, "I condemn the 130th Constitutional Amendment Bill, proposed to be tabled, by the Government of India today.
I condemn it as a step towards something that is more than a super-Emergency, a step to end the democratic era of India for ever. This draconian step comes as a death knell for democracy and federalism in India...The Bill seeks to strip the judiciary of its Constitutional role.

Revolutionary Socialist Party MP N K Premachandran told ANI, "It is not at all applicable to the PM but to the CMs and Ministers. This is with an ulterior motive on the part of the Government to destabilise the non-BJP-ruled state governments and the CMs.
We know that ED, IT and so many central investigating agencies are behind the non-BJP state governments. It is very easy to destabilise the opposition-ruled state governments using the ED.
This cannot be accepted; this will be opposed."

NEW DELHI: The Lok Sabha on Wednesday passed the Promotion and Regulation of Online Gaming Bill, 2025, which aims to ban online games played with money. The government says the move is to tackle gaming addiction, money laundering, and financial fraud linked to such platforms. The Bill says no individual, company, or platform can offer, promote, or facilitate online money games in India. It also bans advertisements for such games on TV, social media, or any digital platform and prohibits banks and payment firms from processing such transactions. Sources said online money gaming is very addictive, leading to social harm and also financial loss. An official said 45 crore players lost money, with an estimated `26,000 crore loss annually. The Bill proposes the creation of a central authority that will issue guidelines and directions, which all gaming platforms must follow. Online money games as those where users deposit money in the hope of winning cash or other rewards. It covers all forms of online betting, including fantasy sports, card games like poker and rummy, and online lotteries. The Bill was passed by a voice vote after brief comments from Minister of Electronics and Information Technology Ashwini Vaishnaw, even as opposition members staged protests. Once cleared by both Houses of Parliament, offering or facilitating online money gaming will become a punishable offence, with jail terms of up to 3 years and fines of up to Rs 1 crore. Advertising such games could attract 2 years in prison or Rs 50 lakh fine.

Panel backs law for SC, ST, OBC quota in private varsity admissions
A parliamentary panel has recommended 27%, 15% and 7.5% reservation for OBC, SC and ST students, respectively, in private higher education institutions, noting the 'considerably low' number of OBC students and 'abysmally low' number of SC and ST students in select private institutions. Data provided by three of the four private Institutions of Eminence (IoEs) — BITS-Pilani, OP Jindal Global University, Shiv Nadar University — to the panel showed less than 1% of students belonged to the ST category in each of the institutions. Citing 'substantial' annual fees in private universities, the panel underlined the need for the State to take steps through legislation to accommodate students from these categories. Article 15(5) of the Constitution empowers the State to include private aided and unaided institutions of higher education in the scheme of reservations, it stated, adding that private institutions are currently not legally obliged to implement reservation policies. The committee called for implementing Article 15(5) in full across the country through legislation by Parliament, to match the reservation with the Central Educational Institutions (Reservation in Admission) Act of 2006 applicable on centrally-funded institutions like IITs, IIMs, and central universities. '…in the interest of fairness, any introduction of reservations for SCs, STs, and OBCs in private HEIs must be fully covered financially by the Government,' the committee noted, recommending a model similar to reimbursements provided to private schools by the government for 25% reservation. The panel recommended that the governments should allocate dedicated funds for private HEIs to increase seats, build infrastructure, and hire faculty in institutions implementing reservations, ensuring that there is no reduction in general category seats. The Department of Higher Education of the Union Ministry of Education told the committee that it is the responsibility of the state governments to make suitable legislative provisions for providing reservation in higher education institutions established by them, since private universities are established by Acts of state legislatures. The department referred to All India Survey of Higher Education data for 2022-23 which shows that students in the SC category comprise 15.5% (67.87 lakh students) of the total student enrolment in government and private higher education institutions (4.38 crore), while this figure is 6.4% (28.25 lakh students) for ST category students, and 38.9% (1.7 crore students) for OBC category students.

Rajasthan seeks Central assistance for renewable energy projects
Rajasthan has sought Central assistance for its renewable energy projects, while drawing the Centre's attention to the need for their inclusion in the third phase of the Green Energy Corridor (GEC-III) to develop the intra-State transmission infrastructure. The State is expected to invest ₹9,000 crore in the transmission projects. Chief Minister Bhajan Lal Sharma, who met Union Minister of Power, Housing and Urban Affairs Manohar Lal Khattar, in New Delhi on Wednesday (August 20, 2025), said the State had received several proposals for investment in renewable energy. The Central assistance was required for accelerating the infrastructure development to meet the renewable energy targets, Mr. Sharma said. The Chief Minister discussed the issues related to energy and urban development in Rajasthan with Mr. Khattar. He also sought Central assistance for urban bodies of non-million plus cities in the State under the 15th Finance Commission. Mr. Sharma said the financial assistance would enable the urban local bodies to execute the development works speedily. Mr. Sharma drew the Union Minister's attention to the fifth phase of the Rajasthan Urban Infrastructure Development Project (RUIDP), being operated with the joint funding of Asian Development Bank and World Bank. He said the fifth phase project had been prepared and submitted to the Centre, on which a positive response was expected. 'The State government is committed to achieving the goals of urban development, including water supply, waste water management, solid waste management, urban traffic reforms, flood management, and heritage conservation,' Mr. Sharma said. An early approval of the project would help accelerate all-round development of cities in the State, he added.
