What are End-of-Life Vehicles? Why does SC's hearing on Delhi's blanket ban on overage diesel, petrol vehicles matter?
The Supreme Court is scheduled to hear the Chief Minister Rekha Gupta-led government's plea challenging the blanket ban on overaged vehicles. As per the top court's October 29 directive, diesel vehicles older than 10 years and petrol vehicles older than 15 years are illegal in Delhi-NCR. It's time to learn more about End-of-Life Vehicles. 'End-of-Life Vehicles (ELV)' is a term that refers to waste vehicles and is used for overage motorcars in Delhi-NCR as per the state laws. According to the Central Pollution Control Board (CPCB), ELV refers to vehicles that are no longer legally valid as per state law and are declared unfit by the Automated Fitness Centres. Vehicles whose registrations have been cancelled under Chapter IV of the Motor Vehicles Act or have been declared waste vehicles by a Court order also fall into this category and are not allowed to ply on roads. Following directions of the National Green Tribunal, Central Pollution Control Board (CPCB) revised End-of- Life Vehicles (ELV) guidelines in 2018. These guidelines were amended again in 2023 to align with Motor Vehicles Rules 2021. The NGT said in its November 26, 2014, order, 'All vehicles, diesel or petrol, which are more than 15 years old shall not be permitted to ply on the roads and wherever such vehicles of this age are noticed, the concerned authorities shall take appropriate steps in accordance with law, including seizure of the vehicles in accordance with the provisions of the Motor Vehicle Act.' The petition moved by Delhi government will reportedly be heard by a three-judge bench. Chief Justice BR Gavai is likely to preside over the hearing. Seeking to recall the top court's October 29, 2018, order upholding the National Green Tribunal's initial directive, the plea urges a comprehensive study focused on scientific methods using emission-based criteria in contrast with the environmental benefits of age-based restrictions. The petition submitted before the Supreme Court on Friday states, 'To tackle pollution in the NCR region, a comprehensive policy is required which gives vehicle fitness based on actual emission levels of individual vehicles as per scientific methods rather than implementing a blanket ban based solely on age." The government argues that Bharat Stage VI (BS-VI) engines emit less pollution compared to BS-IV vehicles that were standard when the original order was passed.

4 Arrested, Cop Suspended As Multi-Crore Drug Manufacturing Facility Busted In Mysuru
Last Updated: Maharashtra police arrived in Mysuru after receiving a tip-off from an accused, suspecting the drug network was supplying to various states from Mysuru A major drug-manufacturing facility, reportedly producing MDMA (ecstasy) worth crores, was raided on the outskirts of Mysuru on Saturday, leading to the arrest of four individuals. The operation was led by the Maharashtra police in coordination with the Mysuru City police and the raid, conducted near the Ring Road in the Belavatta area, uncovered a significant quantity of the illicit substance. The arrested individuals have been taken to Mumbai, where an FIR had already been registered at the Sakinaka police station. Maharashtra police reportedly arrived in Mysuru after receiving a tip-off from an accused, suspecting the drug network was supplying to various states from Mysuru. They conducted the late-night operation with the assistance of Mysuru police. In swift disciplinary action following the raid, Mysuru City Police Commissioner Seema Latkar ordered the suspension of Narasimharaja Police Station Inspector Lakshmikant Talwar, pending a departmental inquiry. The suspension comes amidst concerns over the failure to detect and prevent such a large-scale drug manufacturing operation within his jurisdiction. City Crime Branch (CCB) Inspector Shabbir Hussain has been given additional charge of the Narasimharaja Police Station. Karnataka home minister Dr G Parameshwara acknowledged the discovery of the MDMA drug-manufacturing unit in Mysuru. He stated that the Mumbai Police had received information after arresting an accused, which led them to Mysuru. 'Mumbai police came to Mysuru based on the information. They requested our police for assistance and made the arrests," said Parameshwara, expressing serious concern over the incident: 'This is indeed a worry." The minister assured that further action would be taken. 'Karnataka police will also investigate this matter. This has happened in our state," he emphasised. He added that the investigation would delve into where the drugs were being supplied from Mysuru and whether this was a new operation. While initial reports suggested the operation had been ongoing for about 20 days, Parameshwara indicated it might have been active even longer. Panchayat-Like Drama Unfolds As Bihar MLA Threatens Village Secretary For Not Recognising Him
Last Updated: As the village secretary fails to recognise the MLA, the latter allegedly threatens to hit the former with a shoe. A real-life incident mirrored a scene from the web series Panchayat when a dispute erupted between an RJD MLA and a local panchayat secretary. A purported audio clip, which is now viral on the internet, records a spat between the two after the latter failed to recognise Bhai Virendra, a legislator from Maner in Bihar. The MLA can be heard threatening to hit the secretary with his shoes after he fails to recognise him. The call by the MLA was made to enquire about the status of a death certificate for one Rinki Devi. The secretary answers the call but fails to recognise the MLA, prompting a sharp response. 'You don't know Bhai Virendra? You want me to introduce myself? The whole country knows me," the purported voice of Bhai Virendra can be heard saying. The secretary responds, saying he is not scared and will only show respect if the MLA speaks to him respectfully. 'If you speak respectfully, I will do the same. If you talk crooked, I will talk crooked. I am not scared of you," he can be heard saying. 'Joote se maarunga (I will hit you with a shoe), and you can file a case if you want. You don't follow protocol. You dare to say who is Bhai Virendra?," the MLA threatens. The secretary, however, maintains that he was not aware of the MLA's identity and asks about the work he called to enquire about. 'Please talk about the work. Your request is already in process," he said. 'You have no right to this job if you don't know your local MLA. Transfer? This won't stop at transfer. Where are you even from?" The MLA asks.
