Project Parivartan to reduce hospital acquired infections: Health min
A four-year project named Project Parivartan, aiming to reduce hospital-acquired infections and curb antimicrobial resistance, is being implemented in all 41 public health facilities, health minister Vishwajit Rane said on Wednesday.
He held a detailed review meeting with representatives of Pfizer India, Americares India Foundation, the GMC dean, the director of DHS, and other senior representatives to assess the progress of the project. The strategically designed intervention to address the growing threat of AMR and hospital-acquired infections is being implemented by GMC and the directorate of health services in partnership with Americares India Foundation and supported by Pfizer's corporate social responsibility (CSR) programme.
'Project Parivartan will help drive safer healthcare practices, improving patient outcomes and public health,' Rane said. The project was launched on Nov 27 last year, and a team of 19 professionals were trained. Stakeholder engagement meetings were held with officials from GMC, DHS, and the hospital infection prevention and control committee at GMC.
Ethical approvals were granted by the state ethical committee and the institutional ethical committee of GMC.

Baseline assessments were initiated in health facilities under the directorate of health services and are expected to be undertaken in GMC soon.
Project Parivartan is constructing a robust statewide framework for antimicrobial stewardship and infection prevention control, with its core mission to reduce hospital-acquired infections and ensure the responsible and judicious use of antibiotics within Goa's healthcare system.
It is also conducting baseline assessments to understand the current AMR situation in Goa and establishing surveillance tools to monitor trends in antibiotic resistance.
Under the project, specialised training programmes are being delivered for healthcare professionals on AMS and IPC. The project is also looking at enhancing the capacity of medical teams to create a safer healthcare environment and promote rational antibiotic prescribing.
The WHO recognised AMR as one of the top global public health and development threats. The Union govt implemented measures to curb AMR, establishing a national task force in 2010 and developing a national policy on AMR containment in 2011, followed by a national action plan on AMR (2017-2021). State govt has aligned both with India's national action plan and WHO's global AMR containment strategy through Project Parivartan, Rane said.

P Aditya is focusing on the health status of tribal school children; his study will analyse nutritional deficiencies, infections, and other morbidities among students at GTWA schools. His guide is Dr D Errayya, Associate Professor, Community Medicine. Bhuma Dileep Reddy's research will address the rising prevalence of lifestyle diseases by studying the burden of diabetes in tribal communities. He is guided by Dr Ch Pavani, Assistant Professor, Biochemistry. Pullela Lakshmi Narayana's project seeks to understand the patterns of substance abuse, including alcohol, tobacco, and drug use, among tribal youth. He is guided by Dr M Viveka Vardhini, Assistant Professor, Community Medicine. These students were mentored and encouraged by Prof Dr Radha Kumari, Professor of Community Medicine (SPM), who spearheaded the initiative to develop these community-oriented research proposals. Principal Dr DHemalatha Devi lauded the students' success and said that this moment brings pride to the college.

HC quashes Abbas Ansari's conviction in hate speech case
Prayagraj: The Allahabad High Court on Wednesday quashed the conviction of Mukhtar Ansari's son Abbas Ansari in a 2022 hate speech case. Justice Samir Jain set aside a special MP MLA court order sentencing him to two years' rigorous imprisonment. The special court in Mau convicted Abbas and sentenced him to two years' imprisonment in the speech case on May 31. Abbas moved the appellate court which rejected his challenge on July 5 following which he moved the high court for the relief. He was punished under Sections 153-A (promoting enmity among different groups) and 189 (threat of injury to a public servant), Section 506 (criminal intimidation) and Section 171F (undue influence or personation at an election) of IPC. He was also slapped with a Rs 2,000 fine. Abbas' election agent, Mansoor Ansari, who was present on stage during the speech, was also convicted in the case and sentenced to six months in jail. The then MLA of Suheldev Bharatiya Samaj Party from Mau Sadar assembly constituency allegedly threatened state government officials of consequences if Samajwadi Party came to power after the 2022 assembly election. 'I have told Akhilesh bhaiya (former Chief Minister Akhilesh Yadav) that after formation of the government, there will be no transfer or postings of bureaucrats for six months. Everyone will remain where they are. First there will be hisab-kitab (scores to be settled), only then will transfer take place,' he allegedly said in the speech. He won the 2022 assembly election by over 38,000 votes from the Mau seat.

Express View on sedition case against The Wire editor: Heavy-handed state
The Assam police have summoned journalist and The Wire editor Siddharth Varadarajan in a case of sedition, over an article on Operation Sindoor carried by the online portal. The article carried comments by India's military attache to Indonesia on IAF jets and military tactics employed during Operation Sindoor and was widely reported. It is now part of police case diaries for being an act 'endangering the sovereignty, unity and integrity of India'. On August 12, the Supreme Court directed the Assam police to not take any 'coercive steps' against Varadarajan. However, in defiance of the Court order, the police registered a second FIR in a different district. Invoking the provisions of sedition for a news report, selectively and unfairly deploying state machinery against journalists, raises serious questions about violation of due process and infringement of fundamental rights. The Supreme Court, in its landmark Kedar Nath Singh judgment (1962), made it clear that criticism of the government, however harsh, is not sedition unless it directly incites violence or fosters public disorder. In May 2022, the SC stayed the operation of the law after forming a 'prima facie view that the rigour of Section 124A of IPC is not in tune with the current social milieu…' Sensing the mood of the Court, the government asked for an opportunity to repeal the law before it was struck down. The SC said that it would 'hope and expect' that the government would refrain from registering any FIR, continuing any investigation or taking any coercive measures by invoking Section 124A of the IPC while the provision was under consideration. But in 2023, when the new Nyaya Sanhitas were brought in, the law on sedition was retained with a mere change in nomenclature. The name has changed from 'rajdroh' to 'deshdroh', but the dispiriting misuse of the law continues.
