
Project Parivartan to reduce hospital acquired infections: Health min

A four-year project named Project Parivartan, aiming to reduce hospital-acquired infections and curb antimicrobial resistance, is being implemented in all 41 public health facilities, health minister Vishwajit Rane said on Wednesday.
He held a detailed review meeting with representatives of Pfizer India, Americares India Foundation, the GMC dean, the director of DHS, and other senior representatives to assess the progress of the project. The strategically designed intervention to address the growing threat of AMR and hospital-acquired infections is being implemented by GMC and the directorate of health services in partnership with Americares India Foundation and supported by Pfizer's corporate social responsibility (CSR) programme.
'Project Parivartan will help drive safer healthcare practices, improving patient outcomes and public health,' Rane said. The project was launched on Nov 27 last year, and a team of 19 professionals were trained. Stakeholder engagement meetings were held with officials from GMC, DHS, and the hospital infection prevention and control committee at GMC.
Ethical approvals were granted by the state ethical committee and the institutional ethical committee of GMC.

Baseline assessments were initiated in health facilities under the directorate of health services and are expected to be undertaken in GMC soon.
Project Parivartan is constructing a robust statewide framework for antimicrobial stewardship and infection prevention control, with its core mission to reduce hospital-acquired infections and ensure the responsible and judicious use of antibiotics within Goa's healthcare system.
It is also conducting baseline assessments to understand the current AMR situation in Goa and establishing surveillance tools to monitor trends in antibiotic resistance.
Under the project, specialised training programmes are being delivered for healthcare professionals on AMS and IPC. The project is also looking at enhancing the capacity of medical teams to create a safer healthcare environment and promote rational antibiotic prescribing.
The WHO recognised AMR as one of the top global public health and development threats. The Union govt implemented measures to curb AMR, establishing a national task force in 2010 and developing a national policy on AMR containment in 2011, followed by a national action plan on AMR (2017-2021). State govt has aligned both with India's national action plan and WHO's global AMR containment strategy through Project Parivartan, Rane said.

Delhi court acquits former coal secy HC Gupta, 2 senior officials over Jharkhand block allocation ‘scam'
A Delhi court Friday acquitted former coal ministry officials H C Gupta (secretary), K S Kropha (joint secretary) and K C Samaria (coal allocation director) in a case linked to alleged irregularities in the allocation of the Mahuagarhi coal block in Jharkhand to the company M/s Jas Infrastructure Capital Pvt Ltd (JICPL). While the three men – represented by advocates Rahul Tyagi and Mathew M Phillip – were acquitted, Special Judge Sanjay Bansal of Rouse Avenue Court convicted the firm JICPL and its director Manoj Kumar Jayaswal. Arguments on their sentence will be heard on July 8. The allegations in the case were that JICPL had misrepresented various facts in its application and had fraudulently obtained the allocation of the coal block. Allegations against the public servants were that they had acted in a manner which was 'detrimental' to public interest and that they had allowed JICPL to 'misappropriate' nationalised natural resources. In December 2016, a trial court in Delhi had framed charges in this case for alleged offences under sections 420 (cheating), 468 (forgery for the purpose of cheating), 120 B (criminal conspiracy) of the Indian Penal Code (IPC) and under relevant provisions of the Prevention of Corruption Act. Initially, the Central Bureau of Investigation (CBI) had filed a closure report in this case in April 2014, stating that no case was made out against the accused. A detailed closure report was filed on October 14, 2014. The court had on November 20 that year disagreed with the CBI's conclusion and held that a case was made out for taking cognisance of the alleged offences against the accused. A Delhi court had in 2018 sentenced Gupta, Kropha and Samaria to three years' imprisonment in a case pertaining to alleged irregularities in the allocation of Moira and Madhujore (North and South) coal blocks in West Bengal to Vikash Metal and Powers Ltd. In 2017, the three were convicted in a case related to irregularities in the allocation of Thesgora-B Rudrapuri coal block in Madhya Pradesh to Kamal Sponge Steel and Power Ltd (KSSPL). Towards the end of its tenure, the UPA 2 government started being perceived as corrupt due to allegations connected with the 'coal scam'. A Comptroller and Auditor General (CAG) report had at the time pegged the loss to the exchequer at Rs 1.8 lakh crore. While 27 of the 54 cases being investigated by the CBI have been disposed of, the other half are still pending a decade later. With this case, the CBI has achieved 19 convictions. Three of its cases have ended in acquittals and two in discharge. In the aftermath of the alleged coal scam, on August 25, 2014, the Supreme Court cancelled the allocation of 204 coal blocks, deeming them illegal and arbitrary. Additionally, it also levied a penalty of Rs 295 per tonne of coal that had already been mined over the years. In his book titled Supreme Court and the Indian Economy, Pradeep S Mehta states that the apex court's decision increased the current account deficit by US$ 700 million due to additional coal imports. 'Around Rs 4.4 lakh crore was the estimated loss in royalty, cess, direct and indirect taxes, etc,' wrote Mehta, citing an SBI research report. Former Solicitor General of India Harish Salve had stated that the decision cost the economy 1 per cent of the GDP.

4 Manipur police ex-commandos charged after 26 years in 1998 'fake' encounter
The Imphal West Sessions Court on Thursday framed charges against four former Manipur police commandos in connection with the alleged fake encounter of Major Shimreingam Shaiza and four others in incident took place nearly 26 years ago on August 29, 1998 and has remained a symbol of delayed justice in Manipur. Major Shaiza, brother of former Manipur Chief Minister Yangmasho Shaiza, was travelling in a vehicle reportedly bearing a Nagaland number plate along with four others when he was allegedly killed in a fake encounter. Manipur police, in its investigation had claimed that it was an encounter with armed over time, those claims began to unravel. The FIR filed by SI Krishnatombi alleged the vehicle failed to stop at a police signal and opened fire, prompting retaliation. But eyewitnesses and the victims' families disputed this version, asserting the firing was unprovoked and targeted.A second FIR, filed later by Major Shaiza's wife, Pemla Shaiza, described the incident as a cold-blooded killing of innocent civilians, including prominent figures such as Thenucho, a former Nagaland Assembly Speaker and Nagaland Police case remained stagnant for years until the Supreme Court intervened in July 2017, directing the Central Bureau of Investigation (CBI) to investigate the case. A Special Investigation Team (SIT) was constituted and was assisted by the National Human Rights Commission (NHRC) in its probe. The Justice C Upendra Commission of Inquiry also supported the SIT's findings indicated that the weapons allegedly recovered from the vehicle were likely planted and the "encounter" was staged to cover up deliberate killings. Following this, the CBI filed a charge sheet in June 2020, naming six commando personnel. While the court has now found sufficient grounds to frame charges against four of them, proceedings against the remaining have stalled as the Manipur government's Home Department has denied prosecution sanction. VB summons Congress' Bharat Bhushan Ashu in ₹2,400-cr school land misuse case
Congress' Ludhiana West candidate and ex-minister Bharat Bhushan Ashu has been summoned by the Ludhiana unit of the vigilance bureau in connection with a ₹2,400 crore scam involving misuse of school land in Sarabha Nagar. The summons, issued on June 4 by deputy superintendent of police Vinod Kumar directs Ashu to appear for questioning on Friday (June 6) at 10 am. The case dates back to January 8, 2025, when an FIR was lodged at police station division no 5 under Sections 420 (cheating), 120-B (criminal conspiracy), 467, 468, 471 (forgery), and 409 (criminal breach of trust) of the Indian Penal Code (IPC). The case revolves around 4.7 acres of land allotted by the Ludhiana Improvement Trust (LIT) decades ago to run the New Senior Secondary School in Sarabha Nagar. The land was given at a subsidised rate strictly for educational purposes. However, investigations revealed that parts of this land are being illegally used for commercial activities. Multiple private playway schools and businesses are operating on the premises, with the school management allegedly collecting hefty rents, a serious violation estimated to involve ₹2,400 crore in financial irregularities. The police on January 8 this year, had already lodged an FIR against the school following the complaint filed by chairman, Ludhiana Improvement Trust (LIT). Following his complaint, the case was transferred to the vigilance bureau after alleged financial irregularities surfaced during the probe. Ashu who remained minister of food, civil supplies, and consumer affairs during previous Congress government in the state was embroiled in the 2022 ₹2,000-crore foodgrain transportation tender scam. He faced allegations of awarding contracts to fraudulent contractors submitting fake vehicle registrations, inflating transport numbers, and misusing public funds. He was arrested in August 2022. In December 2024, the Punjab and Haryana high court quashed two criminal cases registered against Ashu. While one FIR was registered on August 16, 2022, in Ludhiana by the vigilance bureau, the second FIR was registered by the vigilance bureau on September 22, 2022, in Jalandhar. Reacting to summon, Ashu said, 'I am busy with my campaigning and have not received any such summons. After campaigning, I will respond accordingly.'
