City of Vincent suspends e-scooter trial just days after death of Perth father
The City of Vincent, a local government in Perth, has suspended its e-scooter trial as of June 6 to allow time for a review.
Its rental scooters will be removed from the streets over the next 48 hours.
Vincent's announcement comes a day after the City of Perth made the snap decision to suspend rental e-scooters indefinitely following the death of 51-year-old pedestrian Thanh Phan.
'We were very saddened to hear about the tragic accident in the City of Perth,' Vincent Mayor Alison Xamon said.
'Our condolences are with the family.
'Like our neighbours at Perth, we have decided to temporarily suspend our trial so we can review the safety of the hireable e-scooters and consider ways to improve this service or if it even needs to continue.'
Phan, a Menora father of two, was allegedly struck by a drunk tourist while out for dinner in the CBD last Saturday night.
'A tragic event occurred at the weekend and our thoughts are with the deceased man's family at this very sad time,' City of Perth Deputy Lord Mayor Bruce Reynolds said on Thursday.
'In response to the fatality, the City of Perth has suspended the hiring of e-scooters.'
Phan's death came just days after a 31-year-old man was killed in a late-night crash with a truck.
An 11-year-old boy was fortunate not to have lost his right leg in a collision with a car in Lakelands, in Perth's south, on May 23.
WA Police are preparing to crack down on unsafe riders and will launch an operation on Friday.
Officers will be targeting speeding, mobile phones, riding under the influence of drugs and alcohol, helmet use and passenger limits.
'Police will be adopting an 'education through enforcement' approach to identified offences involving electric rideable devices,' WA Police said.
St John Ambulance has responded to 328 serious e-scooter crashes this year.
Doctors say devastating crashes involving e-scooters are on the rise, with one seriously injured rider presenting every day at RPH.
'We saw an exponential increase in these injuries over the last five or so years,' RPH trauma surgeon Dieter Weber told 7NEWS last week.
'This has been a new injury pattern that we simply did not have previously.'
'Traumatic injuries'
Public health and safety experts have called for improved safety regulations across Australia after a new report identified that 176 injured children aged between five years and 15 years had been taken to Sunshine Coast University Hospital in 2023 and 2024.
Researchers found one in 10 e-scooter injuries were life threatening or potentially life threatening, and almost four in 10 cases involved a broken bone.
'The types of injuries ranged from minor fractures and injuries through to traumatic brain injuries requiring a craniotomy,' lead author Matthew Clanfield said.
'A lot of the parents attending were extremely upset to see their child hospitalised and weren't aware how risky e-scooters can be or the legal requirement for supervision under 16.'
Public Health Association of Australia chief executive Terry Slevin said e-scooters were 'proving (to be) a genuine public health risk and injury prevention issue'.
'This study provides data in one region and in one hospital, but this is an issue in every town and city where they have landed across Australia,' he said.
The Queensland Government is preparing to hold a public inquiry into e-scooters and other mobility devices.

Woman dies from injuries following serious incident in Bassendean
A woman has died and a person is assisting police with their inquiries following a serious incident in Perth's east. Police and ambulance crews attended the scene on Reid Street opposite Cyril Jackson Senior Campus in Bassendean at about 12.30pm today. Six St John Ambulance crews were sent to the scene and the woman was taken to Royal Perth Hospital under emergency conditions. She sustained critical injuries and has since died. One person is assisting police with their inquiries, which are ongoing. It's believed the two people were known to each other. Emergency services remained at the scene this afternoon. Anyone with information about the incident is asked to contact police.

Sunshine Coast childcare centre intruder on parole at time of death
The 28-year-old intruder at the centre of a Queensland childcare centre emergency had a lengthy criminal history, including charges for stalking, weapon offences and drug dealing. Reubhan Mickeal Gary Ralph was on parole when he died on Monday after smashing his way into the Habitat Early Learning childcare centre at Peregian Springs on the Sunshine Coast. It is understood he was armed, and police tasered him multiple times. Ralph was not known to any staff or families at the centre. Police are investigating whether he was in a drug psychosis at the time of his death. The centre had five staff and six children inside and was winding down at 6pm, about 30 minutes before it was due to close. The staff heard Ralph's efforts to break in and swiftly moved to hide the children. The time it took him to smash through the centre's front glass doors was enough for them to alert police, who arrived to confront Ralph soon after. They attempted to subdue Ralph, who was self-harming. Ralph died in the custody of police. Court documents chronicled Ralph's criminal history, starting in 2021, which included multiple drug offences. Since then, he faced court multiple times and was convicted for drug driving, speeding, drug trafficking, breaching bail, stalking, and carrying a knife in public. He spent five months in custody for the stalking offences. According to court documents, he was part of a syndicate which sold narcotics on the Gold Coast and Sunshine Coast. The money he made was used to pay off his drug debts. Most recently, in May last year, Ralph pleaded guilty in the Supreme Court in Brisbane to possessing and selling drugs. He was convicted but had his three-and-a-half-year prison sentence wholly suspended and was put on probation for two-and-a-half years. Ralph was released on parole in June after breaching his bail conditions. Queensland Police Union president Shane Prior said every officer at the scene acted bravely during the "harrowing incident". "One young constable used initiative and resourcefulness to enter the rear of the premises without the offender being aware and guided the children and carers to safety," he said. "He has saved these kids from a potential lifetime of trauma. Police and Emergency Services Minister Daniel Purdie said he spoke with officers after the attack. "They handled it extremely well and did whatever they could to protect the children and carers," Mr Purdie said. "It really was a horrific incident for this tight-knit community." A Queensland Police Service spokesperson said the childcare evacuation was a team effort between several police officers and facility staff, not one specific officer.

Police say new leads being pursued after baby's body found in Alexander Heights stormwater drain
Police say they are pursuing a number of new leads in the search for the mother of a newborn baby whose body was found in a storm drain in suburban Perth. Maintenance workers who were clearing storm drains and conducting checks on La Salle Road in Alexander Heights discovered the baby boy's body on Monday afternoon. Police say the baby was put in the drain in recent days and are urgently chasing the identity and location of the mother. "Not only are there concerns about the mother's health, but also mental health, and family surrounding the mother," WA Police Commissioner Col Blanch said. The circumstances surrounding the baby's death were still being investigated. Commissioner Blanch said detectives had been chasing clues since the grim discovery, ranging from eye-witness accounts to forensic evidence. "We've got some leads. And as always with Crime Stoppers and people ringing up, there is lots of things that people have seen," he said. "The job now is to sift through which ones may be relevant and which ones may not. They will follow everything down." The commissioner urged the public to alert authorities to any information they have, even if it does not seem relevant. "If you're in the area, just ring up Crime Stoppers and tell us what you saw," he said. Police say forensic tests of evidence from the scene have been completed but analysis was still ongoing. The incident has been described by WA Premier Roger Cook as a "horrifying scenario", and police have previously said it was a "distressing" scene for both the workers who found the body, and for first responders at the scene. Residents in the area have voiced their shock, with some leaving flowers at the scene as a tribute to the baby boy. "Even though it was so heartbreakingly sad of how the baby left this earth, while it was here it was still a human," resident Sarah said on Tuesday. "It's not just a baby in a drain."
