A second council has pulled the handbrake on e-scooters following a spate of serious incidents. Vincent's announcement comes a day after the City of Perth made the snap decision to suspend rental e-scooters indefinitely following the death of 51-year-old pedestrian Thanh Phan. 'We were very saddened to hear about the tragic accident in the City of Perth,' Vincent Mayor Alison Xamon said. 'Our condolences are with the family. 'Like our neighbours at Perth, we have decided to temporarily suspend our trial so we can review the safety of the hireable e-scooters and consider ways to improve this service or if it even needs to continue.' Phan, a Menora father of two, was allegedly struck by a drunk tourist while out for dinner in the CBD last Saturday night. 'A tragic event occurred at the weekend and our thoughts are with the deceased man's family at this very sad time,' City of Perth Deputy Lord Mayor Bruce Reynolds said on Thursday. 'In response to the fatality, the City of Perth has suspended the hiring of e-scooters.' Phan's death came just days after a 31-year-old man was killed in a late-night crash with a truck. An 11-year-old boy was fortunate not to have lost his right leg in a collision with a car in Lakelands, in Perth's south, on May 23. Officers will be targeting speeding, mobile phones, riding under the influence of drugs and alcohol, helmet use and passenger limits. 'Police will be adopting an 'education through enforcement' approach to identified offences involving electric rideable devices,' WA Police said. Doctors say devastating crashes involving e-scooters are on the rise, with one seriously injured rider presenting every day at RPH. 'We saw an exponential increase in these injuries over the last five or so years,' RPH trauma surgeon Dieter Weber told 7NEWS last week. 'This has been a new injury pattern that we simply did not have previously.' 'Traumatic injuries' Public health and safety experts have called for improved safety regulations across Australia after a new report identified that 176 injured children aged between five years and 15 years had been taken to Sunshine Coast University Hospital in 2023 and 2024. Researchers found one in 10 e-scooter injuries were life threatening or potentially life threatening, and almost four in 10 cases involved a broken bone. 'The types of injuries ranged from minor fractures and injuries through to traumatic brain injuries requiring a craniotomy,' lead author Matthew Clanfield said. 'A lot of the parents attending were extremely upset to see their child hospitalised and weren't aware how risky e-scooters can be or the legal requirement for supervision under 16.' Public Health Association of Australia chief executive Terry Slevin said e-scooters were 'proving (to be) a genuine public health risk and injury prevention issue'. 'This study provides data in one region and in one hospital, but this is an issue in every town and city where they have landed across Australia,' he said. The Queensland Government is preparing to hold a public inquiry into e-scooters and other mobility devices.

A man beloved by his community has died after a tragic e-bike incident on Saturday evening. Thanh Phan, 51, took a trip into the Perth CBD for dinner, but was struck by an e-scooter at the interception of Murray and King street. The e-scooter rider is a woman who police allege was under the influence of alcohol at the time of the crash. Mr Phan was taken to Royal Perth Hospital for surgery, where he remained in a critical condition before he died on Tuesday. The 51-year-old from Menora had built a loving community in his neighbourhood, with friends of the engineer expressing their condolences. 'On Saturday night, Thanh Phan – a beloved husband, father of two, brother, and dear friend – was struck by an electric scooter and critically injured,' the family said in a statement. 'Yesterday evening, we received the heartbreaking news that Thanh passed away as a result of his injuries. 'We ask that the media respect the privacy of Thanh's family as they grieve their loss. 'We also call for a review of the governance and safety regulations surrounding hired e-scooters to help prevent further serious incidents that put lives at risk. 'The family has no other comment to make on the issue at this time.' Alicia Kemp, 24, is alleged by police to be riding the e-scooter under the influence of alcohol with a 26-year-old passenger, before she hit Mr Phan. The passenger was taken to hospital with non-life-threatening injuries. Ms Kemp is set to reappear in the Perth Magistrates Court on Tuesday after being charged with dangerous driving causing grievous bodily harm – under the influence of alcohol, and dangerous driving causing bodily harm – under the influence of alcohol.

Perth man Thanh Phan dies after being hit by e-scooter on dinner trip to CBD

A Perth father has died after being hit by an e-scooter allegedly being ridden by a woman under the influence of alcohol. Thanh Phan was out for dinner in Perth's CBD on Saturday night when he was struck at the intersection of Murray and King streets. The 51-year-old was taken to Royal Perth Hospital and underwent surgery for swelling on the brain. The ABC understands Mr Phan did not regain consciousness after the operation, and died Tuesday morning. Alicia Kemp, 24, was initially charged with causing grievous bodily harm after driving the scooter under the influence of alcohol, but the state prosecutor has indicated the charges will be upgraded. Mr Phan was an engineer and lived with his family in the inner city suburb of Menora. Neighbour Siobhan O'Halloran earlier told the ABC the family had already endured hardship after Mr Phan's wife Loan Phan suffered a suspected stroke. She said Mr Phan had helped her with rehabilitation and had been working from home to support her. "One of their boys has very high-needs autism and she spends a lot of her time caring for him," she said. Ms O'Halloran's husband Lee Carroll described Mr Phan as a generous and affectionate man. "He's loved having our kids over at his house, he shows them the fish pond that he made and the budgies that they have, he's just very kind and very gentle man," Mr Carroll said. He said Mr Phan was the family's sole provider. Police say the alleged e-scooter rider Alicia Kemp was riding with a passenger while under the influence of alcohol when she hit Mr Phan. The court heard the 24-year-old, who turns 25 on Wednesday, was visiting Western Australia. The e-scooter passenger, a 26-year-old woman, was also taken to hospital with non-life-threatening injuries after the alleged crash. Ms Kemp is due to appear in court Tuesday afternoon.
