Police form new cell to monitor contract killers

Patna: In the wake of a recent surge in killings by shooters, including high-profile murders like that of businessman Gopal Khemka and advocate Jitendra Mehta in Patna, Bihar Police Headquarters (PHQ) on Wednesday announced the formation of a special "Contract killer monitoring cell" to tackle professional hitmen.
Additional Director General (ADG) of PHQ Kundan Krishnan said the new cell, formed under the Bihar Special Task Force (STF), will maintain a comprehensive database of approximately 350 known contract killers, with their physical descriptions, addresses and other crucial details. "This database will aid in the quick identification of suspects through CCTV camera footage analysis, a method that has proven successful in recent cases," he said.
The move is expected to enhance the police's ability to prevent and solve such crimes through better intelligence gathering and interstate coordination.
The police have already established a "Kodha cell" to monitor the Kodha gang, whose operations extend beyond Bihar. The gang members primarily originate from three to four villages in the Kodha block of Katihar district. The cell helps other state police forces identify the Kodha gang members.
"Our intelligence unit, working with the Kodha Cell, has successfully solved 50 cases this year alone, both within Bihar and in other states, leading to the arrest of 70 criminals and recovery of more than Rs 55 lakh in criminal proceeds," said Krishnan.
Additionally, in a significant breakthrough in an ongoing anti-Maoist operations, the Bihar STF arrested 82 Maoists this year till July 15. Besides, two wanted Maoist leaders, including Ravan's aide and spokesperson Akhilesh Singh, have surrendered.
The continuous campaign has achieved a remarkable success in north Bihar, where their presence is completely eliminated.
In Magadh zone, only one wanted Maoist Nitesh Yadav remains at large, currently believed to be hiding in the hilly regions of Palamu district in Jharkhand. The JB zone reports only three armed Maoists remaining, the ADG said.
"The campaign has also dealt a significant blow to the Maoists' financial resources by destroying opium cultivation fields in the Magadh region, severely disrupting their supply network," Krishnan added.
During various raids, security forces recovered significant arms and ammunition, including two semi-automatic rifles and 67 PMK (machine gun).

Thiruvananthapuram: Veteran filmmaker Adoor Gopalakrishnan stirred a controversy at the Kerala government's Film Policy Conclave with comments perceived as dismissive towards women and Scheduled Caste (SC) filmmakers who receive financial support from the Kerala State Film Development Corporation (KSFDC). During his speech, Adoor expressed concern that the Rs 1.5 crore allocated for SC and ST filmmakers could be misused. 'I had earlier pointed out to the Chief Minister that this amount could lead to corruption. But no corrective action has been taken,' he said. He suggested that instead of awarding Rs 1.5 crore to a single filmmaker, it would be more effective to support three filmmakers with Rs 50 lakh each. He further said that structured training was essential before providing such financial aid. 'Those selected from the SC community should undergo at least three months of intensive training by experts to learn budgeting and basic film production skills,' he said. In a remark that drew strong reactions, Adoor said, 'Don't give funds just because someone is a woman,' though he added that several talented women filmmakers are now emerging. He criticised the current approach of allocating funds, arguing that public money collected through taxes should not be distributed arbitrarily. 'Many people believe that just by applying, they are entitled to receive money to make a film. That's a wrong notion,' he said. Several filmmakers, including Dr Biju, objected to his remarks during the session and attempted to respond, but Adoor continued his address uninterrupted. He also took a swipe at the recent protests at the K.R. Narayanan National Institute of Visual Science and Arts, claiming that the agitation was aimed at undermining attempts to restore discipline at the institute. According to him, the protests ultimately contributed to the institution's decline. Adoor concluded by reiterating that government funding should not be directed towards commercial ventures but should promote quality cinema. His remarks have sparked backlash from sections of the film industry and civil society, with many criticising the tone and timing of his statements at a conclave aimed at shaping inclusive film policy.

Bhubaneswar: Following day-long multi-city searches, the Enforcement Directorate (ED) arrested the Managing Director (MD) of an Odisha-based company in connection with a fake bank guarantee scam, an official said on Saturday. Partha Sarathi Biswal, Managing Director of M/s Biswal Tradelink Private Limited (BTPL), was arrested on Friday after searches in Bhubaneswar and Kolkata at locations linked to the Odisha-based company, said an official statement. After the arrest, Biswal was sent to ED custody. As per the ED, the Central agency recorded an Enforcement Case Information Report (ECIR) and initiated investigation into the fake bank guarantee scam on the basis of a case registered by Delhi's Economic Offences Wing (EOW), on November 11, 2024. The case was registered against BTPL, its directors and others, for providing fake bank guarantee, which was submitted to Solar Energy Corporation of India Limited (SECI). Investigation by the ED revealed that BTPL fraudulently arranged and submitted fake bank guarantees of Rs 68.2 crore along with forged SBI endorsements and fabricated confirmations for an SECI tender. For providing this bank guarantee, Rs 5.40 crore was received by BTPL from Reliance Power, the ED statement said. Evidence confirms the use of fake documents in the name of certain banks and fake email IDs in the name of SBI, the probe agency said. The probe reveals BTPL, a small company incorporated in 2019, maintained multiple undisclosed bank accounts and carried out transactions disproportionate to its declared turnover. 'Many violations of the Companies Act are found. No statutory records are found at registered address -- such as books of accounts, shareholders' registers. Dummy directors are found to be used just to sign the documents,' the ED statement said. At least seven undisclosed bank accounts of the company were found and proceeds of crime of crores of rupees have been traced to these accounts. Sources said the Central agency, during investigations, found that the company, its directors and associates were engaged in the issuance of fake bank guarantees against a commission of 8 per cent.

Patna: Bihar police have proposed setting up a separate narcotics control bureau to deal with rising cases of drug trafficking in the state. The cases of drug paddling have increased alarmingly after the new prohibition law came into effect in April 2016. Bihar will be the third state in the country to set up a separate state narcotics control bureau after Punjab and Haryana. Additional Director General (ADG), headquarters, Kundan Krishnan said on Monday that a proposal for setting up a separate state narcotics control bureau has been sent to the state government. 'We hope to get the proposal approved by the end of August,' he said. The State narcotics control bureau will be headed by an ADG-rank officer. The police headquarters has already completed its preparations for the narcotics bureau, such as its jurisdiction, powers, functions and coordination with other related departments. Krishnan, who is the official spokesperson of the state police, said that once the proposal gets approval, the process of filling the post in the bureau will start. Other things will later follow. At present, special task force has a separate narcotics cell which deals with drug trafficking. 'We have a team within STF with officers with vast experience and a network. They will be shifted to the state narcotics bureau. Our men have done tremendous work as far as seizure of heroin and other substances is concerned,' ADG, HQ, told this reporter.
