
Police form new cell to monitor contract killers

Patna: In the wake of a recent surge in killings by shooters, including high-profile murders like that of businessman Gopal Khemka and advocate Jitendra Mehta in Patna, Bihar Police Headquarters (PHQ) on Wednesday announced the formation of a special "Contract killer monitoring cell" to tackle professional hitmen.
Additional Director General (ADG) of PHQ Kundan Krishnan said the new cell, formed under the Bihar Special Task Force (STF), will maintain a comprehensive database of approximately 350 known contract killers, with their physical descriptions, addresses and other crucial details. "This database will aid in the quick identification of suspects through CCTV camera footage analysis, a method that has proven successful in recent cases," he said.
The move is expected to enhance the police's ability to prevent and solve such crimes through better intelligence gathering and interstate coordination.
The police have already established a "Kodha cell" to monitor the Kodha gang, whose operations extend beyond Bihar. The gang members primarily originate from three to four villages in the Kodha block of Katihar district. The cell helps other state police forces identify the Kodha gang members.
"Our intelligence unit, working with the Kodha Cell, has successfully solved 50 cases this year alone, both within Bihar and in other states, leading to the arrest of 70 criminals and recovery of more than Rs 55 lakh in criminal proceeds," said Krishnan.
Additionally, in a significant breakthrough in an ongoing anti-Maoist operations, the Bihar STF arrested 82 Maoists this year till July 15. Besides, two wanted Maoist leaders, including Ravan's aide and spokesperson Akhilesh Singh, have surrendered.
The continuous campaign has achieved a remarkable success in north Bihar, where their presence is completely eliminated.
In Magadh zone, only one wanted Maoist Nitesh Yadav remains at large, currently believed to be hiding in the hilly regions of Palamu district in Jharkhand. The JB zone reports only three armed Maoists remaining, the ADG said.
"The campaign has also dealt a significant blow to the Maoists' financial resources by destroying opium cultivation fields in the Magadh region, severely disrupting their supply network," Krishnan added.
During various raids, security forces recovered significant arms and ammunition, including two semi-automatic rifles and 67 PMK (machine gun).

The Delhi Jal Board (DJB) has been incurring losses due to a huge backlog of unpaid dues. Government data reveals that the state and central government bodies owe more to the DJB than domestic consumers. Among these, the Municipal Corporation of Delhi (MCD) and the Railways top the list of government bodies with the highest pending water bills. Water Minister Parevsh Sahib Singh said that 'water is a shared responsibility, and ensuring its uninterrupted supply requires collective effort. Resolving these financial bottlenecks will significantly strengthen our capacity to maintain and improve the city's water infrastructure'. 'We are committed to working with all stakeholders to ensure timely solutions in the best interest of every Delhi resident,' the minister added. According to officials, the DJB will be writing to the state and central government departments, including hospitals, Delhi Police, and others, asking them to pay their pending bills or adjust them. Data shows that the government departments' unpaid bill stands at Rs 63,019.2 crore — Rs 33,295.79 crore is the state government's share, and Rs 29,723.37 crore is the central government's dues. Among the state government's dues, the MCD tops the list — its dues stand at Rs 26,147 crore, followed by the state health department at Rs 66,84.6 crore. In the Central government, as per data, the Railways has a huge pendency of unpaid water bills — Rs 21,530.5 crore. It is followed by the Delhi Police, whose pending dues are Rs 6,097 crore. Meanwhile, residents owe the DJB Rs 1.42 lakh crore in pending water bills, officials have said. Of this, domestic consumers only owe the board Rs 15,000 crore, or 10.5% of the total amount. Officials said that consumers in the commercial category owe the DJB Rs 66,000 crore, followed by government departments, whose unpaid bills stand at Rs 63,019 crore, while domestic consumers owe the board Rs 15,000 crore. The government is already working on a one-time scheme to waive the late payment surcharge (LPSC) of water bills of domestic consumers. Officials said the status of pending bills is up to July 14, and these bills have been adding up over the last 10 years.

7 kids die, 21 injured as classroom roof collapses in Jhalawar village
Kota/Jaipur: Seven children were killed and at least 21 injured when a classroom ceiling collapsed on them at Piplodi Govt Upper Primary School in Jhalawar district Friday morning, moments after a teacher who had been alerted to "falling brick pieces" allegedly asked them to "sit quietly". Ten of the injured students were hospitalised in a critical condition, officials said. Principal Meena Garg and four teachers were suspended for alleged negligence pending a high-level inquiry, while state school education minister Madan Dilawar owned moral responsibility for the 7.40am tragedy. "I won't engage in a blame game. Being the education minister, I am responsible for this…We will conduct a fair investigation and strict action will be taken against those found guilty. We allocated funds for the maintenance of 2,000 dilapidated govt schools in phases," Dilawar said. Late night, minister Dilawar announced that families of the deceased children will be given Rs 10 lakh each and one family member each will be given a contractual govt job. He also announced that classrooms in the new school building that would be built at the same place will be named after the deceased children. "We told sir that pieces of the ceiling were falling on us but he ignored it," said a teary-eyed girl. Villagers who had sprinted towards the school compound on seeing clouds of dust spiralling into the air were the first rescuers, sources said. "At least 13 kids were pulled out within 20 minutes of the ceiling collapse," said village sarpanch Ram Prasad Lodha, who drove his payloader to the site to assist in the rescue. Lodha alleged that an ambulance reached the village 45 minutes after being informed of the accident. Most of the injured students were taken to hospital on motorcycles, he said. While the education minister's office said 21 students were injured, Jhalawar district education officer Narso Meena's official report mentions injuries to 24 people. Preliminary reports suggested the students had been made to wait in their classrooms instead of going to the ground for morning prayers, as usual, because it was raining at the time. The classroom's rear wall collapsed first, causing the stone-slab roof to fall on the students. The classroom whose ceiling collapsed was one of two built in 1994 with funds from the gram panchayat. "Funds were released recently for repairs. We aren't sure if the rooms built by the gram panchayat were renovated or not," said an official. Collector Ajay Singh Rathore said the district administration recently instructed the education department to draw up a list of dilapidated school buildings. Piplodi Govt Upper Primary School, whose building is three decades old, didn't figure in that list, he said. Education secretary Krishna Kunal said the school's roof had been repaired in 2023. "If a little caution were exercised, such a tragedy wouldn't have occurred. We are appealing not only to teachers but also to parents and village representatives that children should not be sent to schools with dilapidated rooms." The district administration has already razed other rundown portions of the school to avoid another potential disaster during the monsoon. Jhalawar adjoins Kota district, which school education minister Dilawar represents in the assembly. This was one of the 5 cases involving Singh— he later headed Mumbai police— transferred to CBI on an SC order. They were registered when MVA was in govt. He has already been given clean chit by CBI in 2 other cases, while 2 others are pending. Bookies Sonu Jalan and Tanna's allegations are that the accused police officers in 2018 framed them in a false case and extorted Rs 5 crore from them and other bookies. Tanna alleged that one Ritesh Shah, with whom he had a financial dispute, filed a false complaint alleging that Tanna took help from gangster Ravi Pujari in recovering betting money from him. Shah alleged that Tanna and his aide kidnapped him and forced him to hand over power of attorney for a flat. Following this, Thane police arrested Jalan, Ketan Tanna, and a few others and invoked MCOCA. Shah alleged that he was kidnapped on Jan 22, 2018, but when Tanna produced travel documents to show he was in Dubai on that particular day, Shah changed his statement to say he was kidnapped on Jan 17. "This shows that Shah willingly changed his statement to support the allegation against Tanna," says the chargesheet. The CBI has also raised questions over the decision to invoke the stringent act of MCOCA against Tanna. "A proposal for invoking MCOCA was initiated on June 3, 2018, and the approval was received the very next day. Shah claimed that he received threat calls from Pujari, but the recording was not available at the time of invoking MCOCA." The chargesheet also names suspended constables Suresh More, Sunil Desai, and private individuals including Vikas Dahabde, Ritesh Shah, and Sanjay Punamiya. The chargesheet says sanction from the Govt of Maharashtra is awaited.
