
UK lawmakers pass bill to stop imports of kittens and puppies
Legislation put forward by Liberal Democrat MP Danny Chambers will reduce the number of animals for non-commercial entry into the UK, ban the import of puppies and kittens under six months old or heavily pregnant dogs and cats, and introduce a halt on the import of dogs and cats who have been 'mutilated'.
The lawmaker's Animal Welfare (Import of Dogs, Cats and Ferrets) Bill was supported by the government, and will now proceed to the House of Lords on its passage to becoming law.
Chambers said: "As a vet, I've seen the devastating consequences of puppy smuggling.
"It's unimaginably cruel to separate puppies and kittens from their mothers at a very young age, and then bring them across borders in substandard conditions where they're then sold for maximum profit by unscrupulous traders who prioritise profit over welfare.
"Careful consideration has been given to setting these limits, balancing the need to disrupt illegal trade with minimising impact on genuine pet owners.
"To underpin this, only an owner, not an authorised person, will be permitted to sign and declare that the movement of a dog or cat is non-commercial.
"Crucially, the bill places a duty on the government to use these regulation-making powers to first deliver three key measures – a ban on the import of puppies and kittens under six months old, a ban on the import of heavily pregnant dogs and cats that are more than 42 days pregnant, and a ban on the import of dogs and cats who've been mutilated."
He criticised the influence of social media on the increased demand for dogs with docked ears, and a party colleague hit out at the platforms' role in publishing animal abuse.
"One reason that there is such an interest in dogs with cropped ears is that a lot of influencers on Instagram and other social media platforms pose with these dogs or show they have these new dogs with cropped ears. Many people aren't aware that this is a mutilation.
"They think it's how the dogs' ears normally look, and it drives a demand for dogs that look like this."
Labour MP Peter Lamb directly named Meta, which owns Facebook, as a company that publishes content featuring animal abuse.
"There are far too many groups online which are dedicated to animal abuse. Constituents of mine have been involved in attempts to try and shut these groups down over the years.
"They'll also often find that instead of finding support on the part of social media companies, to try and address these problems, instead it is they who are reported and face their own accounts being shut down by those perpetrators.
"We cannot rest on our laurels and Meta must be made to answer for the fact that they are not acting to bring an end to animal abuse on their networks, and that they are profiting actively from the advertising which appears on that network, and advertisers must be aware that part of what they are paying for, when they pay to advertise on Facebook, is maintenance of animal abuse networks," he said.
Environment Minister Emma Hardy said: "These measures represent a crucial step forward in our collective efforts to tackle the pet smuggling trade."
Hardy added: "We want to see fewer low-welfare operations supply pets to the GB market and fundamentally less animals to suffer because of this.
"As set out in the government's manifesto, we are committed to ending puppy smuggling and delivering a better future for our animals and I am pleased to say that this bill does just that."

Russia tightens digital grip, limits WhatsApp and Telegram calls
MOSCOW: Russia announced curbs on calls on the WhatsApp and Telegram messenger apps on Wednesday, saying that this was necessary to fight criminality, state media reported. "In order to combat criminals, measures are being taken to partially restrict calls on these foreign messaging apps (WhatsApp and Telegram)," communications watchdog Roskomnadzor said, as quoted by the RIA and TASS news agencies. The messenger apps have become "the main voice services used for fraud and extortion, and for involving Russian citizens in subversive and terrorist activities," the watchdog added. Russian security services have frequently claimed that Ukraine was using Telegram to recruit people or commit acts of sabotage in Russia. Moscow wants the messengers to provide access to data upon request from law enforcement, not only for fraud probes but also for investigating activities that Russia describes as terrorist ones. "Access to calls in foreign messengers will be restored after they start complying with Russian legislation," Russia's digital ministry said. In a statement sent to AFP, Telegram said it "actively combats misuse of its platform, including calls for sabotage or violence, as well as fraud" and removes "millions of pieces of harmful content every day." Since launching its offensive in Ukraine, Russia has drastically restricted press freedom and freedom of speech online. "WhatsApp is private, end-to-end encrypted, and defies government attempts to violate people's right to secure communication, which is why Russia is trying to block it from over 100 million Russian people," a spokesperson for Meta-owned WhatsApp told AFP. More than 100 million people in Russia use WhatsApp for messages and calls, and the platform is concerned that this is an effort to push them onto platforms more vulnerable to government surveillance, according to the spokesperson.--AFP

‘Disrupt the peace, face arrest'
GEORGE TOWN: Anyone who attends a planned gathering outside a hardware shop in Bertam, Kepala Batas, faces arrrest. Penang police chief Comm Datuk Azizee Ismail, who said action would be taken against anyone who incites tension and disrupts peace outside the shop today. The shop is involved in a controversy when the owner was filmed holding a pole with the national flag upside down. In a statement, Comm Datuk Azizee advised against joining the gathering to ensure community safety and maintain public order. 'Just wait for the Attorney General's Chambers to take the next step. He said the investigation papers had been submitted to the Chambers on Monday. 'Action will be taken against any individual or group found to be breaking the law or causing disturbances, riots or criminal acts in accordance with existing legal provisions,' he said. Comm Azizee said to date, a total of 38 police reports have been lodged nationwide – 17 in Penang and 21 in other states. He said police are also investigating the person who recorded and circulated the video. On Saturday, the shop owner Pang Chin Tian, 59, was arrested following accusations that he had improperly displayed the flag. He has been released on police bail. On Tuesday, Penang DAP put up a giant Jalur Gemilang at the shop, adding that it planned to mobilise its members to 'defend' the business premises. This prompted Umno Youth chief Dr Akmal Saleh to say he would turn up today to see if DAP had hung the promised flag 'correctly.' He also called on others to join him at the gathering at a night market some 2km from the shop. MCA president Datuk Seri Dr Wee Ka Siong said DAP's move could draw large numbers of politically charged individuals to a location already under intense public scrutiny. This, he said, would drastically increase the risk of direct confrontation. The issue first came to light after a 21-second video, showing two men outside the hardware shop with the Jalur Gemilang upside down, went viral.
