Roma are keen on the hard-running midfielder who is aware of their interest and a £15million deal could be thrashed out.
British players are respected in Italy right now off the back of Scott McTominay and Billy Gilmour helping Napoli to the title.
Neil's move would rock Sunderland, though, who are already preparing to lose Jobe Bellingham.
The 19-year-old is already talking to clubs in Germany and likely to leave in the aftermath of their 2-1 win over Sheffield United.
Bellingham joined the Black Cats for £3m in 2023.
The midfielder has since played 90 times, scoring 11 goals.
He is a regular for England's age group sides, and has so far earned four caps at Under-21 level.
Speaking after winning promotion last week, Bellingham told Sky Sports: "I always believed, you have to believe.

"When you've got supporters like this and a group of lads like that, you always have to believe.
"I always believed and I know people doubted us and that's understandable, we lost a few games, people talk about momentum.
Jobe Bellingham takes swipe at Sky Sports pundits in live TV interview before awkward moment with panel at Wembley
"But I think we did enough, we showed enough throughout the season for people to at least give us some credit going into the play-offs.
"The typical 'inexperienced' by all the ex-pros that speak on Sky but we've just proved that don't matter.
"You need experience, of course, with youth like at Sunderland you play loads of games you get that experience.
"You get experience by failing and we failed together so many times and in the end we come good."
Neil, meanwhile, burst onto the scene after debuting in 2018.
The all-action midfielder has since become captain of his boyhood club.
Neil has played 197 times for Sunderland, scoring 12 goals and laying on 20 assists.

Roma make approach for Manchester United's Jadon Sancho
Roma have made an offer worth in the region of £20million for Manchester United outcast Jadon Sancho, the PA news agency understands. The 25-year-old has failed to live up to expectations since making his hotly anticipated £73m switch from Borussia Dortmund to Old Trafford in 2021. Sancho has made just 83 appearances and scored 12 goals since making the move to United, who are hoping to get him off the books this summer. There have been recent whispers of a move to Serie A and PA understands Roma have made a bid to sign the England international, whose contract runs until next summer with an option for a further year. Sancho last appeared for United in the Community Shield last season, when his penalty was saved in the shoot-out loss to his former club Manchester City. The winger had returned having ended the 2023-24 campaign on loan back at Dortmund after being frozen out for claiming on social media that he had been made a 'scapegoat'. Those comments in September 2023 were in response to then United manager Erik ten Hag saying he had not reached the 'level' required to be involved in their squad at Arsenal. Sancho returned for last year's pre-season at United but went on to join Chelsea on a season-long loan, only for the west London outfit to pay £5m to get out of their deal to make the move permanent for £25m. The Manchester City youth graduate does not have a number at United and is one of a quintet of players that have did not train with Ruben Amorim's side during pre-season as they seek a move elsewhere. Homegrown forward Marcus Rashford was among them and last month sealed a season-long switch to Barcelona with the option to make the move permanent. United want £50m for Chelsea target Alejandro Garnacho, while exits have also yet to be secured for Antony and Tyrell Malacia following loans at Real Betis and PSV respectively.

Title dreams and redemption: Premier League teams gear up for new campaign
MANCHESTER, England, Aug 14 (Reuters) - Fresh off a dominant title-winning campaign, Liverpool kick off the new Premier League season on Friday as the team to beat, as the Reds have transitioned from Juergen Klopp's high-octane chaos to a more measured possession-based style under Arne Slot. Liverpool host Bournemouth in the season's curtain-raiser on what is sure to be an emotional night at Anfield after the July 3 death of forward Diogo Jota in a car crash. Liverpool, who locked up last year's title with four matches to spare, had a bold and ambitious summer, signing Florian Wirtz and Hugo Ekitike, who headline a revamped attack that promises to be among the most explosive in the league. They also added pace at fullback by acquiring Jeremie Frimpong and Milos Kerkez. Mohamed Salah and Virgil van Dijk remain central pillars. The key question is can Liverpool's new-look defence hold firm to support a title repeat? Slot is cautiously optimistic. "The reason that it is so difficult is there are so many competitors who can also win the league here," he said on Thursday. "To win it once is already very, very special. That is unbelievable if you are able to do it (twice) in this league. This year it is probably going to be harder than before." Bournemouth finished ninth last season. Manchester City travel to Wolverhampton on Saturday as Pep Guardiola looks to restore his revamped team to their former glory after last term's third-place disappointment. Rodri, whose absence last season due to a serious knee injury contributed to City's poor campaign, is facing a race to get fit for their opening match after picking up an injury during the FIFA Club World Cup. The Ballon d'Or winner has returned to training, but Guardiola said he will not be "really, really fit" until after the September international break. City finished 13 points behind Liverpool last season. Wolves were 16th. Perennial contenders Arsenal, who have finished second three seasons running, travel to Old Trafford on Sunday to play Manchester United in a much-anticipated clash of two revamped teams. Desperate to break the second-place cycle, the Gunners added quality and depth in signing Martin Zubimendi and Christian Norgaard to bolster the midfield, and Viktor Gyökeres to help solve their long-standing striker issue. Arsenal's defence remains elite — and will be put to the test against United's brand new front three of Benjamin Sesko, Matheus Cunha, and Bryan Mbeumo. After their dismal 15th-place finish last season under new boss Ruben Amorim, United have been in full rebuild mode, with expectations high but patience wearing thin. The Red Devils are aiming for a top-four finish and a return to European football. But United remain a wild card. The big question is can Amorim quickly galvanise his new-look squad into a competitive force, or will this be another frustrating season of transition? The three promoted clubs get a taste of England's top flight this weekend with Sunderland hosting West Ham United and Burnley travelling to Tottenham Hotspur on Saturday, and Leeds United hosting Everton on Monday.

Match of the Day ready to return for new season but Premier League fans can catch highlights on BBC much earlier
BBC viewers will be able to watch Premier League highlights this season more than two hours before Match of the Day. The iconic Beeb highlights programme is set to return to screens this Saturday. Mark Chapman will host the first show of the post-Gary Lineker era. In addition to Lineker's departure following 26 years in the hotseat, the BBC will be making other changes to its Premier League output. Match of the Day will continue to provide fans with all the match action plus high-profile punditry. But fans will be able to watch just the highlights on BBC iPlayer from 8pm. Despite all the goals and major incidents being available earlier, Beeb chiefs believe that MOTD will still be able to pull in a major viewership. A BBC press release confirmed: "Published live on BBC iPlayer and the BBC Sport website and app, match highlights from every fixture will drop at 8pm, putting all the biggest moments at fans' fingertips ahead of the expert analysis and in-depth discussion on the main show. "It's a game-changing way to stay connected and fully immersed in the action." Chapman, 51, is set to be the first of Match of the Day's new three rotating presenters to sit in the hotseat. The experienced broadcaster will rotate with Kelly Cates and Gabby Logan throughout the season. Cates, 49, is set to continue her prominent role with Sky Sports alongside her new MOTD duties. Gary Lineker sensationally quits BBC and will not front its 2026 World Cup coverage after anti-Semitism row Per the Telegraph, Match of the Day has managed to pull in a 3.5 million average audience over recent seasons. That is despite plenty of live TV games, streaming and goals being available on social media. Despite Lineker's exit, his right-hand men Alan Shearer and Micah Richards will continue as pundit regulars on Match of the Day. While, as SunSport revealed last month, Wayne Rooney will join the team on a regular basis. 2
