Police must be true to Constitution: Meeran Borwankar

1 2 Pune: Former Pune police commissioner Meeran Borwankar on Wednesday said political interference is hampering the efficiency of the police, leading officers away from the truth. She said officers must remain committed to the Constitution, keeping religion away from their duty. She said, "The sole loyalty should be to the Constitution in the police force and all other departments. One may read The Bible, Bhagvad Gita, Guru Granth Sahib or Quran — and I respect all those who do — but such practices should be done at home and not in office. It will be extremely dangerous the day khaki turns saffron, green or white." Speaking at a book launch held to mark slain rationalist Narendra Dabholkar's twelfth death anniversary, the retired IPS officer gave examples of the 2008 Malegaon blast, 2006 Mumbai train blast and the murder investigation of Dabholkar. She said political interference in such sensitive cases was troubling. Borwankar said even the judge had raised concerns over the probe in the Dabholkar case and said the CBI had failed to identify the real conspirators and "it was either a failure, deliberate (negligence) or the result of influence from some powerful individuals." "We could not give justice to 190 victims of the Mumbai train blast, the victims of the Malegaon blast and Dabholkar," she said, highlighting the delay of cases in the court. "It takes years for a final verdict and cases which involve activist Gauri Lankesh, social activist comrade Govind Pansare and scholar MM Kalburgi have remained pending for years now," she added. Borwankar said she had received a threat mail for attending the event. "Before coming to this programme, I wrote an article to which I received reactions from people through about 20 mails and some 10 WhatsApp messages. In one mail, I was threatened for attending this book launch." The former IPS officer recalled an incident where she experienced political pressure during her tenure as the Pune CP. "During electronic surveillance, we caught Shiv Sena member Neelam Gorhe and UBT MLA (then with undivided Sena) Milind Narvekar conspiring to create violence in Pune. Despite reluctance from local police officers, I told my joint CP to ensure that a case was registered. I appointed my personal staff to investigate the matter," she said, adding her team thoroughly probed the case and filed a chargesheet in court. "However, later the govt withdrew the case. One can imagine how powerful the politicians are and people question the police," she added. Stay updated with the latest local news from your city on Times of India (TOI). Day 1: Pvt Buses Face 12 FIRs, 15 Challans Till 7Pm

1 2 Nagpur: On first day of rollout of the private bus parking ban, traffic police on Wednesday cracked down on vehicles parked illegally on roads, causing traffic jams. However, buses dropping off or picking passengers were spared. Cops registered 12 FIRs against bus operators for violating the recent order issued by DCP (Traffic) Lohit Matani and for causing danger by obstruction. Till evening, the cops dealt with the bus operators with velvet gloves. Instead of taking strict action, they asked bus operators to leave, and some even complied, fearing police action. Such was the impact of the city police action that by 9pm, Chhatrapati Square, which usually witnesses long lines of private buses, and traffic chaos because of it, was completely devoid of buses. The traffic department had on August 12 issued a notification banning the pick-up and drop service of private bus operators inside the Inner Ring Road boundary. Police also gave seven days to the operators to find locations, with the deadline of August 20. On Wedenesday, police launched the drive against the operators but focused on illegal parking and not the pick-up and drop service, which they had mentioned in the notification. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Europe Travel Hack That Saves You Hundreds on Trips! "The drive will continue, and after some days, we will even intensify the action to clear the city roads," said the DCP, adding that many vehicles were parked on roads for more than 45 minutes. Police deployed 21 officers and 70 personnel for the drive. Till 7pm, cops had registered 12 FIRs and also seized vehicles, which were later sent to the respective police station. The FIRs were registered under section 223 and 285 of Bhartiya Nyaya Sanhita. Cops also imposed a 5,000 fine on 15 vehicles under the Motor Vehicle Act for illegal parking. TOI on Wednesday also visited many spots in the city where private buses pick-up and drop passengers. Interestingly, during afternoon hours, at locations like Chhatrapati Square, Bole Petrol Pump, Ravi Nagar, Rahate Colony, and Central Avenue, the private operators were picking up and dropping passengers like usual. However, by evening, the police went into action and started cracking down heavily. However, police also started removing the buses rather than only issuing challans. "On Wednesday, we focused mainly on Chhatrapati Square and Central Avenue, where the menace of private buses is higher," said DCP Matani. Meanwhile, the process of identifying locations for private buses for pay and park is also underway inside city limits. Police also made announcements against parking of private buses at Chhatrapati Square. Stay updated with the latest local news from your city on Times of India (TOI). Fresh case against Chhangur Baba & 12 others, after UP woman alleges gang rape, sexual exploitation and forced conversion

1 2 Lucknow: UP's Kushinagar district police on Wednesday lodged an FIR against 13 people, including Balrampur-based cleric Jalaluddin alias Chhangur Baba and a serving police constable, in a case allegedly involving illegal religious conversions, gang rape, abduction and sexual exploitation. The FIR, filed on the complaint of a young woman, alleges a chilling nexus of crime that began in 2017. According to the survivor, she first came into contact with Mohd Rafiq Khan alias Bablu, a local political functionary with alleged gangster links, during a college function. Exploiting her vulnerable financial situation, Bablu lured her with a job promise and subjected her to repeated sexual assault, she alleged. In March 2024, the woman was allegedly abducted by Bablu, Naushad Khan alias Nata Nawab and their associates, and taken to a shrine at Utraula in Balrampur, where she was introduced to Chhangur Baba. There, Baba forcibly got her converted to Islam and renamed her Joya Khan. She was then forced into a nikah with Naushad Khan, which was attended by Bablu and others, the woman alleged in her FIR. The complainant alleged that she was taken to Mumbai, where she faced prolonged sexual exploitation at the hands of Naushad, before he abandoned her. She was then sent back to UP and placed in Bablu Khan's household, and subsequently employed at Red Hills Infra Project under Alamgir Ansari. There, she faced repeated assaults by Alamgir, his son Sahil and associates, including Ritesh Mishra and Tanveer, the woman alleged in the FIR. The survivor claims that although Naushad had abandoned her, he routinely collected her salary of Rs 15,000, leaving her trapped in dependency. She further alleged that when she attempted to file a complaint at Tamkuhi Raj police station in Kushinagar, she was betrayed by constable Imtiaz Khan, who handed her back to the accused. She was then allegedly gang-raped by Imtiaz, Irshad Khan and Jamaluddin near the Jharhi river, before being strangled. However, she survived. Kushinagar SP Santosh Kumar Mishra based on the woman's complaint, the 13 accused had been booked under multiple sections of IPC, along with provisions of the Uttar Pradesh Prohibition of Unlawful Religious Conversion Act, 2021. Chhangur Baba, already in Lucknow jail after his arrest in July by UP ATS, remains a central figure in the probe in the latest case. He allegedly ran an organised conversion syndicate from Chand Auliya Dargah in Balrampur. The ED has also claimed that he amassed illicit wealth worth Rs 100 crore, including Rs 15 crore in Pune real estate and multiple unauthorised properties.
