Sim: Structural flaws, weak economy behind low graduate wages

SHAH ALAM: The growing concern over university graduates earning below RM3,000 a month stems from a deeper, structural flaw in Malaysia's economy, says Human Resources Minister Steven Sim.
He said if the country's economic value improves, university graduates will have better chances at securing jobs with fair and appropriate salaries that reflect their qualifications.
"The economic pattern over the past 20 to 30 years has resulted in society being in a middle-income trap.
"One paradox is that every year, we produce 300,000 university graduates, and another 100,000 TVET graduates – a total of 400,000 highly educated Malaysians.
"But each year, our economy is only able to generate 50,000 high-skilled and high-value jobs. There's a clear gap — that's why we call it a paradox.
"What we must do now is raise our economic value so that companies in Malaysia can create more high-value jobs," he said.
Sim said this during a press conference after officiating the Central Zone-level handover ceremony for the 2025 Trade Union Affairs Programme Assistance (PHEKS) here.
Sim said concerns over graduates earning salaries that do not match their qualifications had been raised before, and the government had taken steps through the introduction of the Progressive Wage Policy.
"This wage guideline is not mandatory, but we encourage employers to adopt it. For instance, it outlines what a fair starting salary should be for an engineer.
"This is the first time such a guideline has been published. It creates awareness and helps establish a clearer benchmark for salary negotiations within the market."
Sim also encouraged workers to join trade unions so that salaries and other benefits can be fairly negotiated with employers.
Previously, it was reported that over 65 per cent of degree holders in Malaysia earn less than RM3,000 per month, resulting in a "just enough" income with little room to save, invest, or climb the social ladder.
In addition, over 70 per cent of graduates are reportedly working in semi-skilled or low-skilled sectors.
These findings were part of the Malaysia Labour Market Insight Series study titled "The 'Barely Enough Salary' Economy: When Higher Education Becomes an Economic Risk".

Penang govt to review 5% housing discount for Indian Muslims, says Sim

Penang DAP chairman Steven Sim said he had spoken to the chief minister after the proposed discount drew criticism. PETALING JAYA : A 5% housing discount offered for Indian Muslims in Penang will be reviewed by the state government, says Penang DAP chairman Steven Sim. He said he had raised the matter with chief minister Chow Kon Yeow recently, after the proposed discount drew criticism. Sim, who is also human resources minister, said Chow had agreed to bring the matter back to the state executive council to be discussed and reviewed. 'I take note of the public feedback on the matter. As a party that upholds the Federal Constitution, DAP always fights for justice and the welfare of all Malaysians, regardless of race and religion. 'It is important that the Penang government continues to uphold the principle of social justice and ensures that every Malaysian's right to homeownership is protected,' he said in a statement. The discount was announced on Thursday, by executive councillor for housing, S Sundarajoo. He said private developers will be encouraged to voluntarily offer a 5% discount to first-time Indian Muslim homebuyers for one year as part of a state housing campaign. The initiative was criticised by human rights lawyer Rajesh Nagarajan, who called the campaign discriminatory and unconstitutional. However, Sundarajoo defended the discount, saying it does not infringe on the rights of other communities and was purely aimed at increasing homeownership among groups with low participation in the open market. He also said developers would offer the discount as a form of corporate social responsibility and would not involve the state government's funds.

Madani slammed for EV perks to rich, burden on poor

THE Madani government's push for electric vehicles (EVs) was initially praised, as EVs are seen as better for the environment than fuel-powered cars. However, the high prices of EVs have made them unaffordable for most Malaysians — especially since almost 35% of formal workers earn less than RM2,000 a month. Under current policies, EVs are exempt from import and excise duties until the end of this year. This has triggered criticism on social media. Some users on X pointed out that while EV buyers — often the wealthy — get to enjoy tax-free benefits, regular Malaysians who buy fuel-run cars must still pay high taxes. One user said that someone buying a locally made car like the Proton Saga would still pay around RM15,000 in excise and sales taxes. Many Malaysians need a car just to go to work, especially in a car-dependent country like Malaysia. Meanwhile, luxury EVs like the Porsche Taycan — which costs RM675,000 — are completely tax-free. When a low-income M'sian buys a Proton Saga, he pays RM15,375 in excise & sales tax. But when a rich man buys an EV Porsche Taycan, he pays zero — saving over RM600,000. Tesla Model 3 saves RM225k. BYD Dolphin saves RM120k. Well done, Madani. Reward the rich, tax the poor. — khalid karim STEMKITA (@khalidkarim) June 6, 2025 To put things into perspective, that car costs nearly as much as the median house price in the Klang Valley, which is around RM745,000. Another user pointed out that even if Malaysians pay less income tax than in some countries, they still end up paying a lot of 'indirect' taxes on daily goods and services. Malaysia's income tax may be lower than many countries but we pay a lot more indirect taxes — 1negara (@1negara1) June 7, 2025 Many Malaysians online feel that the current EV policy seems to benefit the rich while leaving the poor behind. There's growing frustration over why Malaysia has set an RM100,000 minimum price for EVs — especially since brands like BYD offer much cheaper EVs in places like Thailand and China. This price gap has raised concerns about fairness and accessibility in Malaysia's EV market. — June 7, 2025 Main photo credit: Shutterstock
